Through Vision Zero SF we commit to working together to prioritize street safety and eliminate traffic deaths in San Francisco EQUIPMENT AND EDUCATION IN SUPPORT OF SAFER STREETS LARGE VEHICLE URBAN DRIVING SAFETY PROGRAM NACTO 2016 JULIET WILSON, SFMTA

WHAT IS VISION ZERO SF? Vision Zero SF the City s commitment to build better and safer streets, enforce traffic laws, educate the public on traffic safety, and adopt policy changes that save lives. OUR GOAL: ZERO TRAFFIC DEATHS IN SAN FRANCISCO BY 2024

BACKGROUND 3 COLLISIONS INVOLVING LARGE VEHICLES IN SAN FRANCISCO: Low frequency, but high severity 4% of all collisions, but 17% of all collisions resulting in fatalities Spiked in 2013

BACKGROUND 4 LARGE VEHICLE WORKING GROUP Diverse group of stakeholders: Municipal drivers and fleet managers Safe streets advocates Private industry representatives (trucking orgs, shuttle companies, UPS) City policy makers and program administrators Collaborated to produce SF s first large vehicle-focused policy, program and training recommendations

LARGE VEHICLE SAFETY IN SAN FRANCISCO 5 LARGE VEHICLE URBAN DRIVING SAFETY PROGRAM Crash mitigation Sideguards research + pilot Crash prevention Technology + strategy research Driver education Training curriculum Safety workshops Large vehicle safety video Working group V2!

CRASH MITIGATION 6 SIDEGUARDS IN SAN FRANCISCO WHERE WE RE AT Piloting sideguards on select DPW trucks Identified city vehicles eligible for sideguard retrofit Identified sideguard vendors compliant with SF procurement regulations Collaborated with GSA + Mayor s Office to draft policy ensuring inclusion of sideguards on all new large vehicles purchased by the city

CRASH MITIGATION SIDEGUARDS IN SAN FRANCISCO: ISSUES AND OBSERVATIONS Short- and long-term maintenance concerns from city fleet managers; Concerns about sideguard installation for vehicles that operate on steep streets; Concerns about cost, particularly for retrofits; Benefits of retrofitting vs. simply installing sideguards on new vehicles purchased by city.

CRASH MITIGATION 7 SIDEGUARDS IN SAN FRANCISCO WHERE WE WANT TO GO Retrofit all SF city vehicles eligible for sideguards Collect and analyze data re: sideguards influence on large vehicle safety in SF Encourage voluntary private sector adoption Influence state and federal law/policy regarding vehicle safety + driver education

CRASH PREVENTION 8 TECHNOLOGY OPTIONS FOR PREVENTING CRASHES

CRASH PREVENTION 9 EVALUATING CRASH PREVENTION TECHNOLOGIES SELECTION CRITERIA WEIGHT Safety impact Cost Ease of use Ease of maintenance Time to implement Supporting evidence available

DRIVER EDUCATION 10 DRIVER EDUCATION Effective street safety education creates a common set of expectations and changes behavior, resulting in safer, more livable streets for all. Professional drivers may lack information about driving in an urban context.

DRIVER EDUCATION LARGE VEHICLE URBAN DRIVING SAFETY VIDEO Released in July 2015 Has been viewed by over 4500 drivers Required viewing for SF city agency drivers Required viewing for SFMTA contractors who operate large vehicles Lots of interest/voluntary adoption by private fleet/trucking companies Available free + online for anyone who wishes to use it!

LARGE VEHICLE TRAINING CURRICULUM

DRIVER EDUCATION 20 DRIVER TRAINING CURRICULUM Provides a more detailed training framework than the large vehicle video Lists all relevant safety information that should be included in a training program SFMTA contractors whose drivers operate large vehicles may develop a training program based off the principles of the curriculum in lieu of having drivers view the video City staff + advocates encourage interested private parties to incorporate training curriculum into their own training programs

DRIVER EDUCATION 21 DRIVER TRAINING WORKSHOPS SFMTA contracts with local safe streets advocate groups to train city drivers, city contractors and private fleets on how to drive safely around people walking and biking Advocates also train city agency safety trainers on large vehicle safety curriculum to ensure longevity of curriculum principles in agency training programs

DRIVER EDUCATION 22 LARGE VEHICLE WORKING GROUP V2 SFMTA reconvening a large vehicle working group Dedicated space/team for addressing large vehicle policy, safety issues, etc.

SUMMARY 23 IN CONCLUSION Vehicle and fleet safety can and should play an important role in advancing Vision Zero Equipment can improve street safety by way of vehicle design; education can improve street safety by changing driver behavior Large vehicle safety is a collaborative effort!
