MSRC PowerPoint Presentation City staff presented the MSRC-provided PowerPoint Presentation to the "Agency Name" City Council on "Day, Month XX, 201X" along with proposed projects to be included in the MSRC application by authorizing resolution. Resolution The resolution from the "Agency Name" City Council was adopted on "Month XX, 201X" and included in this application as Attachment A. The resolution: 1. Acknowledges receipt of the MSRC-supplied presentation from city staff 2. Authorizes the proposed project(s) 3. Allocates the necessary matching funds Project Implementation Plan The City of "Agency Name" proposes two (2) projects for Local Government Partnership funding: (1) Electric Vehicle Charging Infrastructure (EVSE) Installation to both purchase and install publicly accessible EVSE at two locations, and (2) the purchase of a heavy-duty zero emission truck of which MSRC funding will cover 50% of the vehicle s net purchase price or $100,000; whichever is less. The truck will be a CNG Ford F- 250 or approved equivalent. These projects are based on the eligible project categories outlined in the Program Opportunity Notice and Invitation of Negotiate dated September 1, 2017. The City understands that this Project Implementation Plan will be the primary source material for the development of a sole-source contract Statement of Work. The scope of work for the EVSE project will include: purchase and installation of electric vehicle charging stations with electrical, paving, striping and EV legend improvements as needed to facilitate use and ease of access to the charging stations. The other project scope of work includes replacing the City's only heavy-duty passenger truck, a 2001 Ford F-250, with an approved equivalent heavy duty zero emission truck. The City s current heavy-duty truck is used for hauling of materials and tools for park and landscape maintenance, storm drain maintenance, facility maintenance and street maintenance projects; and transport of work release program participants. The City s current truck is well past the life cycle for a heavy-duty City maintenance vehicle. 3

Proposed Budget The City of "Agency Name" has a preliminary budget based on benchmarking estimates. For the EVSE, the City will be purchasing and installing charging stations for the public use only, not private. Therefore, the City s match requirement is only 25% per the Program Opportunity Notice. The City will be using AB 2766 funding allocation to cover the 25% match. In addition to using AB 2766 funds to cover the 50% matching requirements for the heavy-duty zero emission vehicle, the City will also make a bid requirement for any bidders to offer additional clean transportation discounts or general discounts to the City for the truck purchase. This should decrease the overall net purchase price of the vehicle, and therefore, the total match funding amount needed. The City s proposed budget is as follows: Project Funding Electric Vehicle Charging Stations $25,000.00 MSRC Funding - 75% $18,750.00 City Fund 15 - $25% Match $6,250.00 Zero Emission Heavy Duty Truck $62,500.00 MSRC Funding - 50% $31,250.00 City Fund 15-50% Match $31,250.00 City Fund 15-10% contingency for projects $8,750.00 TOTAL FUNDING $96,250.00 4

Implementation Schedule The City s proposed implementation schedule is as follows: 1. Receive City Council authorization via resolution November 14, 2017 2. Submit application to MSRC for Local Partnership Program January 24, 2018 3. Receive approval from MSRC for project(s) March 23, 2018 4. Go out to bid for EVSE and heavy-duty truck March 26, 2018 5. Award of contract/purchase order for EVSE/truck April 24, 2018 6. Purchase and Install EVSE May 1-31, 2018 7. Purchase heavy duty truck May 1-31, 2018 5

RESOLUTION NO. 201X-XX RESOLUTION OF THE CITY COUNCIL OF THE CITY OF "AGENCY NAME", STATE OF CALIFORNIA, ADOPTING THE MSRC LOCAL GOVERNMENT PARTNERSHIP PROGRAM REQUIREMENTS FOR $50,000 MSRC MATCHING FUNDS WHEREAS, the Mobile Source Air Pollution Reduction Review Committee (MSRC) has created a new Local Government Partnership Program to emphasize an accerlerated transition to zero and near-zero emissions vehicles along with essential supporting infrastructure for jurisdictions within the South Coast Air Quality Management District (SCAQMD); and WHEREAS, the Local Government Partnership Program sets aside a pro-rata share of MSRC funding for each city and county within the South Coast AQMD that participate in the AB 2766 Motor Vehicle Registration Fee Program, directly supports implementation of the South Coast District's 2016 Air Quality Management Plan, educates local government leadership on the District's air quality challenges, and leverages other sources of available funding; and WHEREAS, the City of "Agency Name" receives an annual allocation of AB 2766 Subvention Funds less than $50,000 and is therefore eligible to receive a MSRC Partnership match of $50,000 to implement meaningful air pollution reduction project(s); and WHEREAS, to receive funding, the City of "Agency Name" must provide a resolution from City Council that acknowledges receipt of the MSCR Clean Transportation Presentation from City staff, authorizes proposed project(s), and allocates the necessary ma.tching funds and as well as enter in an agreement with the MSRC; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of "Agency Name," County of "County Name," State of California, that the Council received the MSRC Clean Transportation Presentation from City staff, authorizes installation of electric vehicle charging infrastructure (EVSE) - including purchase and installation of the charging stations, authorizes purchase of a heavy duty zero emission vehicle, and allocates the 25% match for EVSE and 50% match for he?ivy duty zero emission vehicle from Fund 15: Air Quality Improvement Fund. 201X-XX CC Reso Page 1 of 2 "Month XX, 201X"
