Offshore Patrol Cutter (OPC) SUW Self-Protection Secondary Battery Study Ed Hlywa

OPC SUW Self-Protection Premise: Main Battery: Mk 110 Mod 0 Gun System forward Secondary Batteries:.50 Machine guns (4) fore-aft, port-starboard Limited fire power abaft the beam leaves the OPC vulnerable to Fast Attack Craft (FAC) from stern, particularly is restricted waters. Limited range of.50 cal guns may be out-ranged by FAC weaponry and/or not capable of denying FAC weapon release range Objective: Develop Operational Situation where attack focuses on OPC s weakness. Conduct weapon performance analyses for various combinations of secondary battery candidates (Mk 38 Mod 2/3, Ex 45 wt M2). Conduct Blue against Red analysis to support recommended Secondary Battery candidates for OPC.

OPC Scenario OPC is departing harbor on routine patrol, transiting in restricted waters at 9 kts. GQIII is set. Contact BG1 appears off port bow DIW at 8,000 meters. Contact BG2 shows parallel course at 4000 meters port side. Contact BG3 ducks OPC s stern heading SW. At 6,000 meters to BG1, all contacts turn and accelerate showing CBDR. UOF procedures initiated. At Δ1510, all contacts bearing down at 30 kts. Contact BG3 circles to close on OPC s stern. Hostile intent declared. OPC begins ROE. OPC fires at raid. OPC makes turns for flank speed but is limited to course changes to avoid shallows. 30 40 ft FAC 1504 BG2 BG3 1510 1514 BG1

OPC SUW Self-Protection Secondary Battery Study JGEM will be used to quantify Blue and Red MOEs. Blue MOEs: Probability of defeating raid, BG 1, BG 2, and BG 3 Expected number of rounds fired by main and secondary batteries systems Average kill ranges for BG 1, BG 2, and BG 3 Degree of Main/Secondary Battery coordination required for raid annihilation Red MOEs: Raid survival history Closest approach range Probability of USS Cole incident (CPA = 0)

Joint Gun Effectiveness Model (JGEM) JGEM is Accredited for SUW Operational Analysis by the JTCG/ME

Observations and Notes Obviously, expected number of kill E[kills] = 3.0 is desirable. If engagement geometry allows clear field of fire, is capable of at least two targets..50 cals have limited capability against 30-40ft FAC. Frontal vulnerable area of FAC ~ 0 for M8. Note performance trades between and. Single target capability is nearly equal excels for two target engagements
