FOG Program City of Bend Oakley Presenter Taylor Department Industrial Pretreatment Date April 18, 2016
FOG program points FOG Program Points: No numerical limit (such as 100 mg/l) because we do not have manpower or funds to enforce and we would then have to sample and monitor every FSE No limit, but Code language to enforce when blockages or excessive line cleaning is evident Originally had $75 fee that covered return visits to see if cleaning/pumping had occurred Businesses became willing to pay the fees as it was less expensive than hiring septic pumpers Created a penalty matrix with escalating penalties that made it more expensive to NOT clean or pump out Backing buy-in by Utilities Director, assistant City Manager and Business Advocate Escalating dollar amount for each penalty May be moved into a higher Extra Strength Category City of Bend 2
