Eighth Revised Page No. 58A MONTHLY ENERGY RATE TABLE An energy only rate (EOR) will apply for public street and highway lighting where the customer installs, owns, and maintains the lighting system. Monthly Energy Rate service is not available for private lighting customers. The EOR shall be applied to the "Specified kwh consumption levels" for the Actual Billing Month of the installed roadway light fixture and average monthly Kwh of traffic signals. Billing Months Energy Rate January through December Device Roadway Lighting $ 0.07061 /kwh H1 or H2 ADDITIONAL CHARGES 1. The base rate is for fixtures currently being furnished. There will be an additional charge for fixtures other than standard. 2. If the member owns their own pole and/or luminaire which meets the equipment specifications and safety requirements of the Cooperative, then the Cooperative will assist the member in the installation of the lighting equipment for a fee. After installation, the member will then pay the applicable energy and maintenance rate for the lamp. The member will retain ownership of the equipment and the member will be responsible for the maintenance of all of their equipment except for the lamp. The Cooperative will be responsible for periodic replacement of burned out bulbs. 3. The base rate applies only if secondary voltage is available on the pole upon which the light is to be mounted. If secondary voltage is not available, the total cost of making it available will be paid by the applicant. - 58A

Sixth Revised Page No. 58B 4. Repairs or equipment replaced that is required due to vandalism or malicious activity will be billed to the member. Lighting service may be terminated for excessive repair needs or failure to pay repair costs. 5. The charges in this rate schedule are based on an expected life of 20 years. If premature replacement or change is requested, the Cooperative will be reimbursed for the unexpired expected life of the equipment and labor to make change. CONDITION OF SERVICE 1. Lighting equipment including lamps, fixtures, controls and the necessary circuits, transformers, and additional guys and fittings will be furnished and owned by the Cooperative. 2. Lamp replacements will be made by the Cooperative. There will be no additional charge for replacement of sodium lamps. 3. Outages should be promptly reported by the member and 72 hours shall be considered a reasonable period for replacement of burnt out or defective parts after notice is received by the Cooperative. 4. The Cooperative reserves the right to refuse lighting service to those members that own their pole and/or luminaire if their equipment does not meet the technical specifications and safety requirements of the Cooperative. - 58B-

Eighth Revised Page No. 58C PURCHASED POWER COST ADJUSTMENT CLAUSE The purchased power cost adjustment applies to all billings under this rate schedule. This clause is described on Tariff Page No. 53. STANDARD OFFER SERVICE (SOS) CHARGES The Transmission and Energy Supply Charges apply only to customers receiving SOS from the Cooperative. These charges do not apply to customers obtaining Competitive Power Supply. COMPENSATING FOR TRANSMISSION AND DISTRIBUTION LOSSES Multiplying Customers metered energy by the appropriate system loss factors found on Tariff Page No. 81 produces the generation and transmission energy that must be delivered to the Cooperative System. TERMS OF PAYMENT (a). The charges in this rate schedule are net; any bills not paid within 20 days of rendition are subject to the Late Payment Charge (Sec. 201.A). (b). Whenever a member purchases generation and transmission services from a supplier other than the Cooperative, that portion of the member's bill for generation and transmission service shall not be subject to the late payment charge of paragraph (a) but shall be subject to the late payment terms of the member's supplier. MARYLAND PUBLIC SERVICE COMPANY FRANCHISE TAX The Maryland Public Service Company Franchise tax applies to all billings under this rate schedule. This tax is described on Tariff Page No. 79. - 58C-
