European Urban Transport Roadmaps to 2030 A policy support tool for small and medium size cities Dr Guy Hitchcock Ricardo-AEA www.ricardo-aea.com
Overview of the project Project launched by DG MOVE to: Catalyse action on developing sustainable urban mobility across Europe Ensure urban transport objectives of 2011 Transport White Paper can be realised Facilitate practical action through development and dissemination of robust, easy-to-use tools and guidance Key features: Free, on-line, policy support tool available at the end of 2015 Five illustrative policy roadmaps Stakeholder engagement key Duration: 2014 2017 Project team: Ricardo-AEA, TRT and ICLEI 2
Link to the SUMPS process Facilitates assessment and discussion of current issues Quantification supports development of priorities and targets Allows scoping and development of policy packages 3
Key objectives of the online tool To support small and medium sized cities who have less resources for modelling Aims to be simple and easy to use with limited data input and no need for significant transport modelling experience Provides quantified outputs for a range of environmental, transport and economic impacts Online, easily accessible tool Helps a range of city policy makers to explore and scope initial policy packages (roadmaps) to meet sustainability objectives Facilitates discussion and engagement between key city departments through use of a common tool 4

Developing policy roadmaps 2015 2020 2025 2030 CONTEXT City experience increasing congestion and pollution problems. Public transport service is largely insuffcient to cater for demand and some neighbourings are very poorly served such as car is basically the only available transport alternative. The supply of public transport facilities has started to improve. All neighbourings have been connected with bus services and the planning of BRT and tram services is in advanced phase. City developments are regulated by a city plan to ensure that thay occur only along the route of planned BRT and tram services. Some people returned to live in the city centre and reduced the use of cars. The improved bus service has changed mobility habits towards sustainable modes. So when new BRT and tram services have started to operate they attracted much demand. The bus fleet has been partially renewed and include CNG vehicles. The streamlining of urban freight delivery is started A large network of bus, tram and BRT serve the urban area and some new developments which however include houses as well as activities and so many residents do not need to reach the centre for working and other needs. Charging facilities for electric cars are available in all private and public parkings. Reduced traffic, CNG buses and a growing share of electric cars have significantly shrunk pollution ENABLING MEASURES E1 - Land use planning - density and transport infrastructure E2 - Bus, trolley and tram network and facilities - Phase 1 E4 - Green energy refuelling infrastructures - Phase 1 E2 - Bus, trolley and tram network and facilities - Phase 2 E4 - Green energy refuelling infrastructures - Phase 2 E2 - Bus, trolley and tram network and facilities - Phase 3 E4 - Green energy refuelling infrastructures - Phase 3 E5 - Green public fleets - Phase 1 E5 - Green public fleets - Phase 2 E5 - Green public fleets - Phase 3 E6 - Park & Ride - Phase 1 E6 - Park & Ride - Phase 2 E7 - Urban Delivery Centres and city logistics facilities ANCILLARY MEASURES A1 - Prioritising Public Transport - Phase 1 A1 - Prioritising Public Transport - Phase 2 A2 - Sustainable travel information and promotion A3 - Delivery and servicing Plans 10
