PEM Partners in Training Asset Management & Reliability Risk Assessment in the new CSA Z462 Electrical Power Distribution Reliability & Safety, a Valuable Balance Terry Becker, P.Eng., NFPA CESCP Owner, President ESPS Electrical Safety Program Solutions INC. CSA Z462 First Past Vice-Chair, Voting Member, Working Group 8 Annexes Leader, CSA Z463 Associate Member, NFPA 70E Annexes Task Group, IEEE 1584 Voting Member Agenda Change! Overview. CSA Z462 Workplace electrical safety & CSA Z463 Guideline on maintenance of electrical systems. Why do we need electrical equipment maintenance to improve? CSA Z462 Risk Assessment, likelihood. CSA Z463 and electrical safety. 1

Agenda Arc flash and electrical power distribution equipment maintenance. Asset reliability and safety. The Future Change Change is fear Change is necessary Change is overwhelming Change is good Change is hard Change is inevitable We must commit to change Without change we cannot improve 2

Overview CSA Z462 Workplace electrical safety Standard, and the new CSA Z463 Guideline on maintenance of electrical systems, lend themselves to Asset Management & Reliability. CSA Z462, 3 rd Edition will be published in January of 2015 and will embed Risk Assessment into electrical hazard management. Overview If we have safety, we will have reliability, they go hand in hand!! Inherent to Risk Assessment, likelihood is probability. The new CSA Z463 Guideline will identify that with effective maintenance management of electrical power distribution equipment we can improve reliability, reduce the risk of arcing faults and arc flash events and we can reduce the incident energy released if an arc flash does occur. 3

CSA Z462 Workplace electrical safety Standard, 2 nd Edition and 2015 3 rd Edition Risk assessment embedded in 3 rd Edition, formal analysis of probability of an arcing fault and arc flash. Equipment condition a key factor. CSA Z463 Guideline on maintenance of electrical systems, January 2014 New, just published. Canadian grass roots document. Focus on reliability, equipment damage, and safety (e.g. arc flash incident energy). Reviewed other Standards, NETA, NFPA 70B. Will be similar in framework to NFPA 70B. Stresses need for Electrical Equipment Maintenance Program. 4

CSA Z463 Guideline on maintenance of electrical systems, January 2014 Condition of electrical power distribution has direct impact on probability of arcing fault and arc flash incident energy. When electrical equipment maintenance is completed the workers executing the work task must complete hazard assessment. CSA Z462, 3 rd Edition will require an Electrical Hazard Risk Assessment related to the work task. CSA Z462 and now with CSA Z463, we need to balance requirements CSA Z462 in 2 nd Edition, 3 rd Edition January 2015. CSA Z463 published, January 2015. 5

Why do we we need electrical equipment maintenance to improve? Does this equipment need maintenance? Would the breaker on the left actually work? Would it fail, causing an arc flash? Why do we we need electrical equipment maintenance to improve? Should this MCC be energized? 6

2014-04-06 Why do we we need electrical equipment maintenance to improve? Safe installations? Why do we we need electrical equipment maintenance to improve? Is this equipment suitably maintained and stored?!!! 7

Why do we we need electrical equipment maintenance to improve? Do we manage abnormal conditions? Why do we we need electrical equipment maintenance to improve? Portable electrical equipment, extension cords, GFCIs and space in front of electrical distribution equipment? 8

Why do we we need electrical equipment maintenance to improve? The visible benefit of maintenance. CSA Z462 Workplace electrical safety, 3 rd Edition 2015 Risk Assessment, likelihood equipment condition Electrical hazard risk assessment now required. Revised Hazard/risk category Table, now call Arc Flash Hazard Identification. New CSA Z462 Table places focus on energized electrical power distribution equipment, normal and abnormal conditions. Worker must complete condition based assessment. 9

CSA Z462 Workplace electrical safety, 3 rd Edition 2015 Risk Assessment, likelihood equipment condition CSA Z462 Workplace electrical safety, 3 rd Editon 2015 Risk Assessment, likelihood equipment condition 10

CSA Z462 Workplace electrical safety, 3 rd Editon 2015 Risk Assessment, likelihood equipment condition CSA Z462 Workplace electrical safety, 3 rd Editon 2015 Risk Assessment, likelihood equipment condition Probability in the Electrical Risk Assessment Matrix, most significant impact will be the condition of the energized power distribution equipment. 11

CSA Z463 Guideline on maintenance of electrical systems Electrical Safety 1 st Edition January 2014. Focuses on Electrical Equipment Maintenance Management system requirements and specific maintenance practices. Specific emphasis on impact to arcing fault and arc flash incident energy. Will lead to a change in electrical equipment maintenance practices. CSA Z463 Guideline on maintenance of electrical systems Electrical Safety Clauses 6.1.3 and 6.1.4 12

CSA Z463 Guideline on maintenance of electrical systems Electrical Safety x CSA Z463 Guideline on maintenance of electrical systems Electrical Safety x 13

CSA Z463 Guideline on maintenance of electrical systems Electrical Safety x Arc flash and electrical power distribution equipment maintenance Key is protective device must operate to Time Current Curve Characteristics. Circuit breakers may open slower without adequate maintenance and arc flash incident energy increases. 14

Asset Reliability & Safety x The Future Safety will be the priority for electrical power system design. Safety will be the priority when creating an Electrical Equipment Maintenance Program. Safety will be the priority when prioritizing electrical power distribution equipment maintenance. Safety will influence the budget for electrical power distribution equipment maintenance. 15
