Florida Statistics Injuries How does Motor Vehicle Traffic injury deaths compare with other types of injury deaths? In Florida, injuries are the number one cause of fatalities for ages 1 44, and the third leading cause of death overall after heart disease and cancer (Florida Vital Statistics). In 2011, injuries claimed 12,364 lives and accounted for 7.2% of all resident deaths. Local vs State VMT, Centerline Miles, and Crashes FDOT Transportation Statistics 2010 FDOT Transportation Statistics 2010 FDOT CAR Shapefiles 2010 Note: 2011 Data has the same percentage distribution for VMT and Centerline Miles. For crashes there were 58% State and 42% Local based on Crash Analysis Reporting (CAR)

What is a Strategic Highway Safety Plan (SHSP)?

Is the SHSP A data driven plan to drive down fatalities? YES A road map to achieve zero fatalities? YES A comprehensive approach to reduce deaths and serious injuries? YES A plan that addresses engineering, enforcement, education and emergency response for all roads? YES All of the above? YES 7

Background Completed first SHSP in 2006 Focused where opportunities to reduce deaths and serious injuries was greatest Planning process Six months Two statewide summits Web based survey Executive Committee and Implementation Team meetings Emphasis Area Teams 8

2006 SHSP Emphasis Areas Aggressive Driving Intersection Crashes Vulnerable Road Users (pedestrians, bicyclists, and motorcyclists Lane Departure Crashes 9

The Reason for the SHSP Persons Seriously Injured 30,000 25,000 20,000 15,000 10,000 5,000 2006 2007 2008 2009 2010 Serious Injuries 27,920 25,559 23,758 22,743 21,501 Fatalities 3,365 3,221 2,983 2,563 2,444 4,000 3,500 3,000 2,500 2,000 1,500 1,000 500 Persons Killed 10

The SHSP Success Story

Accomplishments Passed primary safety belt law Passed Ignition interlock law Required motorcycle riders to complete Basic Rider Course to receive motorcycle endorsement Created coalitions for motorcycle safety, impaired driving, aging road users, and traffic records Winner of the 2010 Excellence Award from Governors Highway Safety Association for motorcycle safety program 12

The Update Process

Updating the SHSP Update process began in 2011 Identification of a Vision, Mission, and Goal A review of data to determine Emphasis Areas Identification of strategies 14

FL SHSP Vision, Mission & Goal Vision To provide a safer surface transportation system for residents, businesses, and visitors Mission Goal The State of Florida, utilizing engineering, enforcement, education, and emergency response, will focus resources where opportunities for safety improvements are greatest 5% Reduction in Rolling 5 Year Averages of Fatalities and Serious Injuries 15

2012 Emphasis Areas Aggressive Driving Intersection Crashes Vulnerable Road Users (pedestrians, bicyclists, motorcyclists) Lane Departure Crashes Impaired Driving At Risk Drivers (aging road users and teens) Distracted Driving Traffic Data 16

The Emphasis Area plans

Aggressive Driving The Facts» Fatalities declined from 74 in 2008 to 53 in 2010; serious injuries declined from 464 in 2008 to 321 in 2010» Problem is most serious for male drivers 24 to 34 Strategies» Increase law enforcement, education and training» Use engineering strategies 18

Intersections The Facts Between 2006 and 2010, 4,179 people died and 50,408 were seriously injured Nearly 29 percent of fatalities The Strategies Systemic safety Access management Update policies, guidelines, handbooks, and training Increase education and enforcement 19

Vulnerable Road Users (Bicyclists & Pedestrians) The Facts 534 bicycle deaths and 32,744 serious injuries 2006 2010; happen in 10 counties Between 2006 2010, 2,520 pedestrian fatalities and 8,504 serious injuries; happen in winter Strategies Increase compliance with traffic laws and regulations Identify locations and behaviors Promote, plan, and implement built environments Support pedestrian/bicycle legislation and policies 20

Vulnerable Road Users (Motorcyclists) The Facts Motorcycle fatalities declined from 550 in 2006 to 383 in 2010 90.2 percent of injured riders are Florida residents Strategies Provide data to local and state agencies 21 Promote protective gear, rider training, license endorsements, and rider conspicuity Reduce alcohol, drug, and speed related crashes Promote laws and regulations, law enforcement and emergency response Target high risk populations

Lane Departures The Facts Lane departure fatalities declined from 1891 in 2006 to 530 in 2010; serious injuries declined from 11,781 in 2006 to 5,801 in 2010 39 percent of statewide traffic fatalities Strategies Improve engineering practices Improve law enforcement Increase public education Partner with emergency responders 22
