Background Speeding concerns along McArthur Avenue Residents have raised speeding concerns along McArthur Ave Speed data shows 62% of vehicles respecting speed limit Adawe Crossing Generating approximately 50 000 cycling trips during summer months Desire to create East-West link to facilitate commutes Ottawa Cycle Plan Ottawa Cycling Plan 2013 had allocated $70, 000 for sharrows along Donald Street. An alternate east-west corridor using McArthur Avenue is proposed, since it would allow for the addition of bicycle lanes due to a wider right-of-way and less demand for on-street parking. The McArthur corridor also has greater connectivity potential to communities east of St. Laurent (Carson Grove/Carson Meadows, La Cité, CSEC Complex, etc.) and the Aviation Parkway multi-use pathway. This project can be accommodated within the existing budget envelope and has also been approved for matching by a Federal Funding Program. 2
Parking Demand and Supply Parking usage was recorded nine times on three different days at various times ( Saturday, Tuesday and Thursday). Parking was observed along McArthur Avenue, on side streets, and in certain parking lots (marked on Figure 1). Parking usage was recorded using dash cam mounted in a vehicle. The pie charts below illustrate the maximum parking used out of the 9 visits., For detailed parking usage, see Table 1 and 2 on the right Table 1: Parking usage along McArthur Avenue Parking spots occupied Date and time: Saturday 27 February Tue. 12 Apr. Project Objectives Reduce speeding behavior Create East-West cycling facility Visually narrow the road to discourage excessive speeding Enhance walking and cycling environment Road reconfiguration to be completed by line painting only (no physical modification) Draft Plan Cross Sections City staff, in conjunction with Councillors Mathieu Fleury and Tobi Nussbaum have developed a draft plan. The draft plan includes 2 vehicle travel lanes, 2 cycle lanes, turning lanes where applicable and parking when it can be accommodated. 3 typical cross sections are proposed along the corridor. 6
Expected Benefits and Impacts Benefits Reduce speeding behavior Create cycling friendly corridor Cycling link to Adawe crossing Parking will be inviting and properly identified Added buffer makes pedestrians more comfortable Planters enhance the streetscape Create parking West of Marguerite Avenue Impacts Increase travel time for vehicles and transit 25%. (Ex, if you current commute is 4 minutes along McArthur, your new commute will be 5 minutes) Increased maintenance for City operations Parking decreased: 40 parking spaces will be available along McArthur Avenue. Currently, there are 164 parking spaces. Period of adjustment for road users 7
Next Steps Additional feedback will be collected by e-mail or online survey @; www.ottawa.ca/mcarthuravenue A summary of the feedback will be provided to participants who signed up and posted on the project website Staff will use the suggestions to refine the draft plan For more information, please contact the project manager below: Eric Ouimet Coordinator, Area Traffic Management Transportation Services110 Laurier Avenue West Ottawa, Ontario K1P 1J1 613-580-2424, ext. 12392 Fax: 613-580-2578 Email:eric.ouimet@ottawa.ca 8
