Oleh FAZRINA AYU RADUIAN pengarang@utusan.com.my PETALING JAYA 28 Dis. - Kecenderungan kebanyakan syarikat pengusaha bas menggunakan alat ganti tiruan dikatakan menjadi punca banyak bas mereka terbabit dalam kemalangan jalan raya. Setiausaha Agung Kesatuan Pekerja-pekerja Pengangkutan Semenanjung Malaysia (TWU), Datuk Zainal Rampak berkata, penggunaan alat ganti itu digunakan kerana ia dapat meminimumkan kos syarikat selain mudah didapati. ZAINAL Rampak (duduk tengah) bersama sebahagian pemandu kontena Multimodal pada sidang media di Wisma Pekerja Pengangkutan, Petaling Jaya, semalam berhubung isu pemberhentian 49 pemandu lori kontena di Pelabuhan Klang.

KES kemalangan ngeri bas ekspres yang semakin menjadi-jadi tetapi akhir-akhir ini ia hangat dikaitkan dengan isu alat ganti tiruan yang kononnya banyak digunakan oleh pengusaha bas ekspres. Segalanya bermula apabila Setiausaha Agung Kesatuan Pekerja-pekerja Pengangkutan Semenanjung Malaysia (TWU), Datuk Zainal Rampak mendedahkan terdapat kecenderungan kebanyakan syarikat pengusaha bas untuk menggunakan alat ganti tiruan.

Presentation Trade Descriptions Marking of Replacement Part of Brake Lining

Prepared by: Consumerism Standard Division Ministry of Domestic Trade, Cooperatives and Consumerism (MDTCC) May 2014

MDTCC has introduced legislation and requirement for automotive components since 2012-pneumatic tyres and motorcycle helmets. A continuous effort to to protect the safety of consumers against risk or danger associated to the supply of unsafe and defective automotive components in Malaysia. Malaysia is member of World Forum For Harmonization of Vehicle Regulations (WP29) obligation to adopt United Nations Economic Commissions For Europe (UNECE) regulations as the benchmark for the level of quality of automotive products in the market.

Brake is the third highest crash causation factor in relation to issues considered as mechanical defect (Source : Critical Issues Related to Automotive Components Highlighted from MIROS Crash Investigation Findings, MIROS) Statistics from 2007-2011 on cause of accidents by Royal Malaysian Police (RMP) shows that mechanical failure of vehicle related to braking is at one of the highest level compared to other automotive components.

Specifying design, construction and performance requirements and test protocols for braking systems of new vehicles R13, R13H & R78 Standards concerning braking R90 & MS1164 Specifying design, construction and performance requirements and test protocols for replacement brake lining assemblies

The Order shall not apply to : (a) an original replacement part of brake lining which bears the manufacturer s trade name or trade mark and identification code, which are similar to the manufacturer s trade name or trade mark and identification code, of the brake lining installed on the vehicle at the time of manufacturing of such vehicle; and (b) a replacement part of brake lining used for test sampling

Procedure 1 : Sampling (based on classification of vehicles (e.g. engine capacity) and the most popular models/ highest selling models of the company) Procedure 2: Testing and certification according to MS 1164

Any person who supply or offer for supply replacement part of brake lining in Malaysia (manufacturers/ importers/ suppliers/ whosalers/ retailers) must ensure that their product : comply with the specified standard in the Order; and marked or affixed with the mark specified in the Order according to the standard.

Phase 1-1 Nov 2013-31 Oct 2014 1 year grace period allocated to the industry players to comply with the Trade Descriptions (Marking of Replacement Part of Brake Lining) Order 2013 Phase 2-1 Nov 2014 and onwards Enforcement by MDTCC

MS 1164: 2005 SIRIM

MS 1164: 2005 This Malaysian Standard applies to replacement service brake lining assemblies intended for use in friction brakes forming part of the braking system of power-driven vehicles for categories M and N only which are for use on public roads.!! Category M: Motor vehicles with at least four wheels designed and constructed for the carriage of passengers.! Category N: Motor vehicles with at least four wheels designed and constructed for the carriage of goods.
