1.0 Introduction Summary of Meteorological and Ambient Air Quality Data At Kennecott Utah Copper Monitoring Stations First Quarter 2014 This first quarter report, prepared for the Utah Division of Air Quality (UDAQ) by WeatherBank, Inc. (WBI), summarizes the meteorological and air quality data collected from January 1, 2014 through March 31, 2014 at the Kennecott Utah Copper (KUC) monitoring stations located in Copperton and a second station located south of Copperton in an area known as Hi-Country Estates. 1.1 Background WBI was retained by KUC to assemble data collected by KUC s Air Quality Monitoring System (AQMS) during the first quarter period from its meteorological monitoring stations in the area of the Bingham Canyon Mine known as Copperton C2 and Hi-Country Estates HC. WBI also assembled PM 10 (coarse particulate) data collected during the same period from KUC s ambient air quality monitoring stations at Copperton C3 and Hi-Country Estates HC. The two monitoring stations, C2 and C3, are not collocated, but rather are located on property owned by KUC, in the general vicinity of Copperton, at the locations depicted in Figures 1, 2 and 3. Meteorological data is sampled every second and recorded as one-minute averages within the data logger. With the highvolume particulate sampler, pressure drop data is sampled and recorded as one-minute averages. High volume quartz filters are later processed for PM by weight. Data logger programming converts all one-minute samples into hourly averages. The data acquisition system or data logger at each meteorological and air quality site is routinely interrogated multiple times per day via radio frequency (RF) modems by the KUC AQMS. Once data is captured, it is processed and copied to duplicate computer files. The data logger telecommunications software performs dynamic error checking during each download to ensure that an exact duplicate file is created. Any failures with instrumentation or data acquisition systems are identified in short order of occurrence by AQMS personnel, and field personnel are dispatched to correct problems in a timely manner, preventing excessive data loss. The data collected during each interrogation are checked for consistency which may include plotting of parameters for visual inspection. All data presented in this report (Appendix A - D) represent the final, quality-assured data sets. Hourly values are the arithmetic hourly averages of the recorded one-minute averages from the data logger except where noted. If fewer than 35-minutes are available, the hour is considered "missing", and identified as such. 2.0 Data Summary This report summarizes data results and data recovery for the first quarter period of January 1, 2014 through March 31, 2014. Tabulated hourly data for this period are provided in the appendices. Each appendix table displays the hourly average of measurements as hour "ending"; that is to say, the first hour of the day is labeled 01 and displays data beginning at just after midnight (00:00:01 AM) and ending at 01:00:00 AM. The second hour is labeled 02, and displays data beginning at 01:00:01 AM and ending at 02:00:00 AM. All data is presented according to local standard time (Mountain Standard Time), year round. Bin Percentage 2.1 Meteorological Data Meteorological data records from the KUC Copperton and Hi-Country Estates monitoring sites include wind speed, horizontal wind direction, and ambient temperature. All parameters are measured at approximately 10-meters. 2.1.1 Wind Speed and Horizontal Wind Direction - Copperton C2 By way of the following figures, the joint frequency of occurrence distribution of wind speed and wind direction (wind rose) is presented for the first quarter period. Wind speed records show there were no hours of calm winds (wind speed equal to zero) during the first quarter period. The percentage of non-calm wind speeds less than or equal to 10 meters per second (m/s) was 99.49-percent for the first quarter period. The percentage of non-calm wind speeds greater than10 m/s but less than or equal to 16 m/s was 0.51-percent for the first quarter period. There were no wind speed records (0.0 percent) showing greater than 16 m/s during the first quarter period. The speed sector holding the largest number of records was the 1-to-2 m/s bin with 31.7-percent. The direction sector holding the largest number of records was the west (W) sector with 9.7-percent. The sector with the highest average wind speed was the south southeast (SSE) sector at 4.3 m/s. Hourly averages of the wind speed data by month for the first quarter period are presented in Appendix-A, and hourly averages of the wind direction by month for the first quarter period are presented in Appendix-B. The direction sector holding the largest number of records was the south southwest (SSW) sector with 15.7-percent. The sector with the highest average wind speed was the north northeast (NNE) sector at 10.8 m/s. Daily mean temperatures during the first quarter period ranged from a low of -6.9 C in February to a low of 12.6 C in March. The warmest hourly reading was 18.3 C on March 25, 2014 at 5PM MST, and the coldest hourly reading was -10.0 C on February 5, 2014 at 8AM MST. Meteorological data is reviewed for validity before they are included in reports. Data validation requires screening the data to identify potential outliers or incorrect values, and this review is performed by an experienced meteorologist, familiar with the KUC AQMS and the types of background data collected by the C2 station. Data screening ensures that only validated data are reported. Data validation procedures were compiled from the following sources: EPA's Quality Assurance Handbook for Air Pollution Measurement Systems, Volume II, Ambient Specific Methods Meteorological Monitoring Guidance for Regulatory Modeling Applications, EPA-454/R-99-005, Feb. 2000 Data validation requires manual review of raw hourly data. The data are scanned for reasonability with respect to expected and/or normal values. Next, each parameter is screened according to the following data acceptance criteria and validity checks (Table 8-4, Meteorological Monitoring Guidance for Regulatory Modeling Applications). Screening criteria includes: Wind speed data is less than zero or greater than 25 m/s Wind speed data does not vary by more than 0.1 m/s for 3 consecutive hours Wind speed data does not vary by more than 0.5 m/s for 12 consecutive hours Wind direction data is less than zero or greater than 360 degrees Wind direction data does not vary by more than 1 degree for more than 3 consecutive hours Wind direction data does not vary by more than 10 degrees for 18 consecutive hours Temperature data is greater than the local record high Temperature data is less than the local record low Temperature data must be between -40 C and 40 C Temperature data does not vary by more than 0.5 C for 12 consecutive hours Temperature change is greater than 5 C from the previous hour Temperature difference is greater than 0.1 C during the daytime Temperature difference is less than -0.1 C during night time Temperature difference is greater than 5.0 or less than -3.0 C 2.3.1 Visual Inspection of Equipment The KUC AQMS maintains a dedicated, full-time staff of instrumentation engineers who routinely visual inspect each monitoring site on a frequent basis. These on-site inspections occur, according to the current QAPP. Any issues or problems detected during these routine inspections are corrected as expeditiously as possible. 2.3.2 Remote Interrogation of the Monitoring Station The KUC AQMS maintains a dedicated, full-time staff of air quality scientists and/or meteorologists specifically trained and well-experienced in evaluating all collected data. These AQMS personnel routinely inspect all collected data, as data is collected through automated processes. Abnormal data values, station sensor or monitor problems, station collection problems, etc., are quickly exposed and instrumentation engineers are dispatched to investigate. 2.3.3 Data Validation When the AQMS identifies data values that exceed the criteria set for that parameter, the data file is inspected visually. In most cases, a flagged value is not invalid; it merely fell outside of expected ranges or "normal" rates of change for that parameter. If, after investigation, KUC AQMS personnel determined the value was reasonable, the value is not invalidated and retained. If after inspection, there was reason to suspect the data point, the value would be considered invalid or "missing." All missing data classifications are applied on the data management file only, and not on the raw data file collected from the data logger; the raw data file is never manipulated. In this manner, the originally collect data sets may be reviewed if additional information impacting the event becomes known. 2.3.4 Equipment Calibration and Audits To ensure the collection of high quality data, field audits on meteorological sensors are performed. Audits are performed prior to any calibration and before any adjustments are made to the measurement systems, essentially each audit is performed on systems and sensors on an as found basis. Audits are performed quarterly by third-party contractors specializing in such activities. Audit reports contain copies of actual audit forms used, in addition to summations and comments of the auditor, if any. Equipment calibrations are performed at installation and once per quarter for particulate analyzers. Meteorological equipment calibrations are performed when audits indicate the need or when problems are identified. Sensors which do not meet US EPA PSD calibration specifications are repaired and recalibrated.
