COMMONWEALTH OF PENNSYLVANIA DEPARTMENT OF CONSERVATION & NATURAL RESOURCES BUREAU OF FORESTRY DIVISION OF FOREST FIRE PROTECTION Specifications for 500-Gallon Wildland Fire Flatbed Unit *Unless indicated otherwise, all dimensions, measurements, etc. are considered the MINIMUM acceptable standards. The following specifications are for a self-contained, flatbed wildland firefighting unit consisting of a flatbed body, tank, compartments, hose reel with hose, engine, pump and control panel designed to be easily mounted to the chassis of a Ford F-550 truck model year 2014-2018. The body shall be 9 feet long and 8 feet wide. Engine, pump, and control panel must be easily accessible by a person standing on the ground at the rear of the unit. The entire unit must not weigh more than 7,000 pounds when tank is full of water. All materials, parts and assemblies shall be new and of current manufacture. Workmanship, fabrication, assembly, and finished appearance shall be of the highest quality and in conformance with standard manufacturing practices. Examples of poor workmanship that will not be accepted are grinding marks or gouges on the unit, floors that are not flush with the outer rail, joints that are not flush or square, unfilled joints, and warped or uneven floors. All interior compartments and exterior surfaces must be free of all dirt and residue when the units are delivered. DIMENSIONS 1. Length for platform shall be 108 inches. 2. Width for platform shall be 96 inches plus or minus ½ inch. 3. Bodies shall be flat plus or minus 1/8 inch over their entire length or width. 4. Bodies shall be square with 1/8 inch or less offset from the opposite parallel side. 5. No part of the unit that is attached to the platform shall extend past the dimensions listed in #1 and #2 above. FLATBED BODY The aluminum fire body framing must support the entire weight of the manufactured unit, including tank, water, pump, etc. plus 2500 pounds for firefighting equipment added to the truck. The vendor must ensure the below specs. meet the threshold of supporting 9500 pounds. If changes need to made to the below specifications to meet the weight rating, the vendor must contact the purchaser and receive approval first. One (1) custom Fire Application aluminum flatbed body, 108 long x 96 wide. The aluminum plate used in construction is.125 3003-H22 polished aluminum alloy tread plate. Body sub-frame is made from 6061-T6 aluminum tubes and channels. Sub-frame cross members are installed every 16. The channel is 1-1/2 wide x 3 high x 3/16 thick. The body cross members

shall extend the full width to support the compartment framing and shall be welded to the sub-frame main members. The Body sub-frame main members consist of 6061-T6 Aluminum square tubing of 2 wide x 6 high x 3/16 thick. The perimeter shall be made with 1/8 thick forged 3003H14 Aluminum. Forged aluminum brings a strong design that was specially made to embed emergency lighting & designed to fit properly a 4 reflective stripping. The body shall be attached to the chassis rails with a minimum of six (6) heavy duty U bolts (shipped loose). The body shall be separated from the chassis by 3/8 Teflon (shipped loose). Attachment of the body and sub-frame will allow the body to resist from all distortion and off road operational condition. The body is a modular design to allow removal from the chassis for major repair or mounting on a new chassis. Isolating material between the body and the chassis to be installed All welding shall be done electrically using 5356 aluminum welding wire. Rear vertical skirt will be made from 1/8 smooth aluminum plate. Rear skirt to include Signal, brake, reverse lights, D.O.T., license plate & 2 NFPA steps. Clearance, marker, license plate lights and reflectors will be furnished and installed per D.O.T. Sealed junction box supplied and installed under the flat bed. License plate light shall be an LED light with SS polish case that has a light output equivalent to a 10 watt halogen lamp. LED light to have a 50,000 hr LED life. LED Signal, brake and reverse lights will be High Quality Grote Automotive lights recessed mount into rear aluminum skirt area of body per FMVSS 108 and CMVSS 108 requirements. Light to be LED Oval with chromed housing. Two (2) LED Amber marker/clearance lights with chrome housing and clear lens will be installed on the front side of the bed, one (1) each side. Two (2) LED Red marker/clearance lights with chrome housing and clear lens will be installed on the rear side of the bed, one (1) each side. Three (3) LED Red marker/clearance lights with chrome housing and clear lens will be installed at the rear center of the bed. Amber & Red reflectors shall be installed around the perimeter of the bed as per DOT requirement. The rear of the flat bed shall have two (2) non-skid rear steps for access to pump and controls. The rear steps shall be made so they can be folded up after use. All steps and supporting structure shall sustain a minimum static load of 500 lb without deformation (NFPA 1906 & 1901 compliant). Stepping height from the ground to the first step shall not exceed 24. An angle of approach and an angle of departure of at least 20 degrees shall be maintained at the front and the rear of the vehicle when it is loaded. These are the minimum body specifications. Flatbed body must meet the above weight rating. Pre-built commercial flatbed bodies are not acceptable.

COMPARTMENTATION All storage compartment walls shall be constructed from 0.188 inch 5052-H32 smooth aluminum sheet. All internal framework shall be constructed of 10 gauge or greater formed aluminum structural members. All compartment shelves and brackets shall be the same material of the compartment. All compartment interiors shall be free of exposed electrical harnesses or plumbing components. The exterior of all compartments shall be painted Ford Oxford White. All compartments shall be as large as possible, as determined by the design of the apparatus and have flush mount doors that have a weather tight seal and lockable D-Handle latches. All compartment locks shall be keyed alike. Rubber drain plugs shall be provided in the compartments to allow for ease of cleaning. All compartments shall be vented. Compartment vents shall be installed in a manner to prevent water and dust from entering the compartments. Compartment configuration and required sizes are listed below: DRIVER'S SIDE COMPARTMENTS The driver s side of the apparatus compartment body shall have approximate dimensions of 72 L X 35 H X 18 D and contain two (2) compartments. The upper compartment outside dimensions shall be 72 L X 14 H X 18 D and have a horizontally hinged, overhead, lift-up door, with gas struts, one on each side of the door strong enough to allow the door to remain open. The attachment points for the struts must be welded to the interior of the body. The door must lift a minimum of 90 degrees or greater from the body. The lower compartment shall have outside dimensions of 72 L X 21 H X 18 D and have a horizontally hinged, drop-down door with aircraft style cables, one on each side of the door, two total, of sufficient size to support the opened door. The attachment points for the cables shall be welded to the interior of the compartments. The compartment must have a minimum of 19 clear space opening from top to bottom and 70 clear space opening from side to side. The aft portion of the lower compartment will have a divider that is 13 inches wide from the interior rear of the compartment. This shall be an internal compartment. One adjustable shelf shall be between the front of the compartment and the internal compartment. The adjustment bracket for the shelve height must be welded or bolted to the side of the compartment. No glue or epoxy of shelf mounts is acceptable. The aft portion of the compartment must have one non-skid folding step for access to the top of the tank to access compartments on the top of the body. The aft portion of the compartment must be of a design to support the step when fully loaded. The bottom of this step should be 21 inches as to not interfere with aluminum basket on that side of the body. All steps and supporting structure shall sustain a minimum static load of 500 lb without deformation (NFPA 1906 & 1901 compliant).

DRIVER SIDE UNDER BODY BOX An unpainted aluminum diamond plate compartment with dimensions of 24W x 18H x 18D shall be mounted on the underside of the main body on the driver side as close to the cab as possible. The box must be recessed so that the front of the compartment is in the same line as the cab of the vehicle. The compartment will have a single door that opens from the top and is hinged on the bottom. The door shall have two aircraft cables, one on each side of the door, that when the door is open it is level with the bottom of the compartment. The attachment points for the cables shall be welded to the interior of the compartments. Floor mats must be provided as per the COMPARTMENT FLOOR MAT SECTION. A commercially purchased box may be used for this compartment. This compartment must meet the same standard as a Weatherguard 627-0-02 Underbed Box, Aluminum box. PASSENGER'S SIDE COMPARTMENTS The passenger s side of the apparatus body shall have dimensions of 72 L X 35 H X 18 D and contain two (2) identical compartments. Both compartments shall be approximately 36 L X 35 H X 18 D. The doors shall be vertically hinged on right side of compartment. Both compartments shall have one (1) adjustable shelf each. The adjustment bracket for the shelve height must be welded or bolted to the side of the compartment. Both compartments must have an aircraft cable on the upper portion that connects the door to the compartment frame that limits the door from over flexing due to wind. The doors must open a minimum of 90 degrees. The attachment points for the cables shall be welded to the interior of the compartments. No glue or epoxy of shelf mounts is acceptable. The hinges on both doors must be closest to the cab so the pump operator does not have to walk around a door. Rubber drain plugs shall be provided in the compartment to allow for ease of cleaning. PASSENGER SIDE UNDER BODY BOX An unpainted aluminum diamond plate compartment with dimensions of 24W x 18H x 18D shall be mounted on the underside of the main body on the passenger side as close to the cab as possible. The box must be recessed so that the front of the compartment is in the same line as the cab of the vehicle. The compartment will have a single door that opens from the top and is hinged on the bottom. The door shall have two aircraft cables, one on each side of the door, that when the door is open it is level with the bottom of the compartment. The attachment points for the cables shall be welded to the interior of the compartments. Floor mats must be provided as per the COMPARTMENT FLOOR MAT SECTION. A commercially purchased box may be used for this compartment. This compartment must meet the same standard as a weatherguard 627-0-02 Underbed Box, Aluminum box. SUCTION HOSE HOLDER A compartment to hold suction hose capable of holding 4 lengths of Draftlite 2 suction hose will be mounted in the rear skirt of the vehicle. The compartment shall be sealed so as to not let debris and water come in contact with the hose. The internal compartment dimensions shall be 4 high x 104 deep x20 wide. A lockable door that is hinged on the bottom and allowed to drop down until in comes in contact with the rear skirt is required. Two rubber bumpers are required to be installed on the door or skirt to prevent scratching the rear skirt. This compartment does not need floor mats as prescribed in the COMPARTMENT FLOOR MAT SECTION. This compartment shall have a drain in it and be vented.

COMPARTMENT FLOOR MATS All compartments shall have floor mats installed in them, custom cut to fit the compartment floors and shelves. The floor mats shall be black in color and shall be easily removable to allow the compartment to be cleaned. The floor mats shall be designed to provide ventilation to the equipment stored in the compartment, and to protect the stored equipment from direct contact with the metal compartment floor surfaces. Acceptable Products: Turtle Tile or Dri-Deck brand floor mats. ALUMINUM BASKETS Two (2) aluminum expanded metal baskets shall be mounted on the unit, one above each of the side compartments. These baskets shall be mounted from the rear of the cross-lay tray to the rear of the unit with approximate dimensions of 57 long X 18 deep 8 high. The ends of the aluminum baskets shall be solid aluminum to add strength to the baskets. These compartments shall have compartment floor mats as in the section COMPARTMENT FLOOR MATS. One (1) aluminum basket shall be mounted to the platform on the driver s side rear of the unit for fuel storage. The basket shall run from the back of the driver s side compartment to the rear of the platform and have approximate dimensions of 34 L X 18 D. The basket shall be 6 high on the outside of the unit and 20 high on the inside of the unit. This compartment shall have compartment floor mats as in the section COMPARTMENT FLOOR MATS CROSS-LAY TRAY Provisions for two (2) cross-lays capable of holding 300 feet of single jacketed wildland fire hose shall go across the front of the unit above the tank and compartments. The tray closest to the cab of the truck will be 8 ½ inches inside and the tray closest to the rear of the vehicle shall be 6 inches wide. Both trays shall be 8 high. The trays shall be made from aluminum sheet. The primary pull direction for both cross lays is the passenger side. The cross lay trays shall be plumbed with a 1 ½ inch 90 degree discharge swivel to allow pull in either direction. Accommodations must be in the tray to allow for this requirement. A cover for the top and sides of the tray shall be provided to secure the hose in the tray. The cover shall be made of black heavy duty nylon and securely hold the hose into the tray. The cover shall be in three parts. The cover on top will be a solid cover to keep rain and debris out of the hose tray. A side cover/webbing on each side will be easily opened from the ground so the hose may be deployed rapidly. Cover shall be easily removable and have sufficient hold down provisions to keep it securely in place when operating the vehicle. Hold down provisions shall be Velcro on all three parts of the cover. Cover shall meet appropriate standards from National Fire Protection Association (NFPA) Standard 1906: Standard for Wildland Fire Apparatus. These cross lay tray shall have compartment floor mats as in the section COMPARTMENT FLOOR MATS. These floor mats shall be attached to the bottom of the compartment as to not be pulled out when pulling hose off. Attachment will be by stainless steel screw or bolts.

TANK The tank shall be constructed of ½ thick, black, ultra-violet resistant, polypropylene material and have a minimum of 500-gallon water capacity with a 5-gallon internal foam tank. All tank outlets shall correlate with the plumbing portion to ensure locations are made in as straight a line as possible to avoid excess bends in the piping. Tank shall be baffled with 3/8 thick transverse and longitudinal baffles in accordance with National Fire Protection Association (NFPA) Standard 1906: Standard for Wildland Fire Apparatus. The Tank shall meet the following: 1. One (1) 8 water fill tower with screen and a 2 overflow pipe routed toward the front of the unit. Water tower must have a hinged lid but may not have a closure latch. 2. One (1) foam cell shall have a fill tower constructed in the same manner as the water tank fill tower with a hinged lid with a metal or rubber latch. A drain valve shall be provided for the foam cell. 3. Two (2) Vertical translucent panel sight gauges, easily visible by a person standing on the ground at the rear of the tank. One for water and one for foam. Electrical water level gauges will not be accepted as a replacement for translucent panels.. 4. One (1) 2 female full port National Pipe Tapered thread (NPT) suction port on the bottom rear of the tank (facing the pump). This shall end in a sump with a maximum of ¾ inch clearance from the bottom of tank and must be capable of allowing enough flow for the pump to pump at max capacity GPM with no pressure. This sump will be a part of the original tank construction and shall not be an add on. 5. One (1) 1½ female NPT fill port on the top of the tank routed the rear of the tank on for direct fill/circulation. 6. One (1) 2 female NPT diameter drain port with ¼-turn ball valve, reduced to ¾ male with cap and chain in the bottom rear of the tank. This valve shall be at the rear of the truck so it can be easily operated to fill backpack tanks. The valve shall be on the rear right side between the hose reel and pump engine. 7. One 2 ½ inch female NPT diameter drain for allowing direct tank fill or draining the water into a porta pond. This port shall be on the left side of the rear of the tank. 8. One (1) access point 12 X 12 to access the inside of the tank directly over the suction. 9. The entire top of the water tank shall be covered with aluminum diamond plate with broken edges minimum 1, welded and finished. Diamond plate will extend to prevent any voids between the compartments and the top of the tank. A solid piece of aluminum, at the rear, shall extend between both baskets and attach to the diamond plate on top of the tank to prevent any items stored in the area of the spare tire from falling out of the rear of the truck. The height of the aluminum will be the same height as the top of the baskets to give a clean even finish across the top rear of the truck. 10. Tank shall be capable of holding spare tire (Standard 255/70R 19.5 tire on Ford F-550 chassis) and have mounting bracket to attach the spare to the top of the tank. 11. The tank overflow shall discharge to the outside edge in the front of the unit.

ENGINE AND PUMP 1. Shall be a Wicks 4200, high pressure four stage pump with sealed bearing in pump, a minimum 18 HP, 4-Stroke, air cooled, gas engine. The pump and engine shall be a complete unit by Wicks. No manufacturer substitutions will be acceptable. 2. Electric Start with accessible recoil start back up. 3. 2 National Pipe Straight Hose (NPSH) suction 4. 1½ NPSH discharge 5. Quick detachable pump end via stainless steel band clamp 6. Belt driven 7. Wicks High Pressure pump head shall have a sealed greaseless bearing on the pump. No older model Wicks pumps with grease fitting shall be allowed. 8. One (1) ½ diameter, 18 minimum long oil drain hose with ½ diameter, brass, ¼-turn ball valve NPT with ¼ inch plug in the outlet end 9. Remote fuel tank shall be 4-5 gallon aluminum tank, drain, mounted on unit with easy access to fill and come with a fuel line and fuel level gauge. The fuel line from the tank to the pump engine shall be metal braided. 10. An easily serviceable fuel filter shall be installed between the tank and pump 11. Exhaust must be shielded to prevent booster lines, fuel lines, tank or any other component from contacting muffler. 7. Shall be mounted in the rear of the unit with the pull cord mounted towards the hose reel. The pump should be mounted as far right to the hose reel as possible to leave room for easily accessing plumbing. 8. Muffler shall be a super low tone muffler and must have a single stack mounted in an upward direction with a flapper to prevent water from entering the exhaust. 9. Must include low oil shutoff switch. HOSE REEL 1. One (1) Aluminum Hannay (no substitute) Electric Hose reel with a minimum hose capacity of 100 x 1 or 150 of ¾ hose shall be mounted off the back of the unit on the passenger s side. The direction of pull will be towards the rear of the unit. 2. One (1) weatherproof rewind switch mounted on the hose reel. 3. 1 NPSH riser 4. One (1) chrome, high-style outrigger mounted off the rear of the unit. 5. Shall have accessible manual rewind option with manual rewind handle mounted to the unit via a bracket. 6. Reel shall not be higher than the boxes or project outside the perimeter of the unit. 7. Hose reel shall have an installed petcock ¼ turn valve at the swivel so water can drain out when opened. BOOSTER HOSE 1. 100 of 1 diameter Boostlite Hose light weight hose with 1 NPSH fittings and field repairable couplings.

PLUMBING All valves to be full port, ¼-turn, stainless steel ball valves rated to a minimum of 500 pounds per square inch (PSI) working pressure. All valves must be labeled per valve labelling standards outlined in the National Wildfire Coordinating Group (NWCG) Water Handling Equipment Guide (PMS-447-1, NFES 1275, Oct 2003). Valve labels shall be yellow plastic with black engraved writing affixed next to the valve. The contractor may affix an additional label on the valve handle. All rigid plumbing is to be stainless steel. All suction side plumbing is to be rated at minimum of 150 PSI. All discharge side plumbing is to be rated at a minimum of 500 PSI. A check valve shall be installed on the discharge side. Pump shall draft through a Gruvlok brand or equivalent anti-vibration coupling Valve locations are given in inches from the rear of the truck looking forward. All measurements start on the left side of the body. The pump shall be plumbed as follows: 1) 2 ½ ball valve, NH, with swivel female coupling, plug and chain, direct tank fill with easily accessible screen. Must be at the lowest part of tank, rear wall, as to drain tank into a porta pond. Valve will be furthest left and will be closest to the rear of the unit as possible for ease of attaching a fill line. The valve will be approximately 30 inches to the center from the left side and approximately 4 inches to the center from the top of the bed. 2) 2 ball valve, NPSH, with male coupling with cap and chain, overboard suction with easily accessible screen. Valve shall be located between #1 and the manifold. The valve will be as close to rear of the unit as possible for ease of attaching the suction line. The valve will be approximately 39 inches to the center from the left side and 4 inches to the center from the top of the bed. 3. 2 tank to pump suction valve. Valve will be located between the tank and pump. Valve will be actuated with a TS style handle mounted to the rear of unit, easily accessible by the operator. Pushed in towards front of the truck will be closed. Pulled out will be open which will allow water from the tank to enter the pump. The TS handle will be above #2 at a height of approximately 12 inches and mounted in a way that does not interfere with the use of valve #2. DISCHARGE SIDE OF PUMP All hoses and couplings on the discharge side must be full port and have a minimum rating of 500 PSI. The discharge side of the pump shall be plumbed to the rear of the unit via a 1½ diameter minimum, full port high-pressure hose and couplings or full port stainless steel pipe rated at 500 PSI working pressure into a 3 X 3 square, stainless steel, vertical manifold. The manifold shall have 3 inches clearance of the attachment point on the bed for allowing the installation of a manifold drain. The manifold shall be mounted approximately 46 inches from the left side to the center of the manifold. Discharges on the manifold that face the rear shall point downward at a 15 angle. The measurements are given from the top of the manifold to the center of the valve. The manifold will feature the following: 1. 1 ½ port with valve plumbed for tank circulation/fill, shall be connected to item #5 under the tank section of these specifications. This valve shall be on top of the manifold pointing toward the tank.

2. A ¼ turn valve that is connected to an Air Schrader valve for winterization. This will be pointing to the rear of the truck. Does not need to be at 15 degree angle. 1 inch to the center. 3. A 1 NPSH discharges with valves and caps and chains, minimum pressure of 300 PSI and a minimum flow of 20 GPM point down at a 15 degree angle. This valve will face the rear of the unit and will be under valve #2. 5 inches to the center. 4. A 2 nd 1 NPSH discharge with valves and caps and chains, minimum pressure of 300 PSI and a minimum flow of 20 GPM point down at a 15 degree angle. This valve will face the rear of the unit and will be under valve #3. 11 inches to the center. 5. 1½ NH discharge with valve and cap and chain, minimum pressure of 300 PSI and minimum flow of 40 gallons per minute (GPM) and point down at a 15 degree angle. This valve will face the rear of the unit and be under valve #4. 15 inches to the center. 6. A 3/8 inch drain on the bottom of the manifold to allow for draining the complete manifold. This item will come from the bottom of the manifold, and then come to a 90 degree elbow, and then be valved out past the manifold to be easily operated. 7. A 1½ discharge plumbed to the front cross-lay. This valve shall be 1.5 inches to the center on the left side of the manifold. 8. A 1½ discharge plumbed to the rear cross-lay. This valve shall be 5.5 inches to the center on the left side of the manifold. 9. A 1 discharge plumbed to the hose reel. The valve shall be 11 inches to the center on the left side of the manifold. 10. Manifold will be Scotty Foam capable so an inductor can be added in the future. Plugs shall be on the right side or rear of the manifold. 11. The cross lay trays shall be plumbed with a 1 ½ inch 90 degree discharge swivel to allow pull in either direction.

CONTROL PANEL Panel shall be a Wick 4200 control panel complete unit (71W42-2715) or newest model. All pump and engine functions to be located in a weather-proof control panel and shall have weather resistant labels. Pump panel will be mounted on the rear in the center of the unit so that it is easily accessible by a person on the ground. Control panel shall consist of the following: 1. Protective cover on top, sides, and rear of the panel 2. Pump engine ignition switch (on/off Switch) 3. Pump engine starter button 4. Choke 5. Adjustable Vernier-style throttle control 6. Low water pressure cut-out switch (15 PSI) 7. Liquid filled pressure gauge, with drain (-30 to 600 PSI) Drain is not a part of this panel and must be added externally to easily drain. 8. Hour meter 9. Circuit breaker 10. LED panel work light 11. Low-oil indicator warning light 12. Scene light switch SCENE LIGHTS Two (2) sealed beam, swivel mount LED scene lights shall be installed in the rear of the apparatus to illuminate the plumbing and the area around the back of the unit. The light switch shall be wired to the control panel. OTHER ITEMS 1. An aluminum, guzzler-style, hand primer shall be attached to the discharge side of the pump, accessible from the left side of the rear of the unit, with a easily accessible spring loaded shutoff valve. Hand primer must be mounted perpendicular to pump platform so that water will drain out of primer body to prevent freeze damage. An additional quarter turn valve shall be attached to the pump. 2. Three (3) 8 sections of 2 NPSH Draftlite suction hose with one (1) aluminum metal foot valve/strainer. Total length of Draftlite and fitting may not exceed 8 feet. 3. Unit shall be wired with 24 of appropriately sized wire in loom for the necessary electrical load, including a 40-amp circuit breaker with quick disconnect plug on the unit to connect it to the existing 12-volt power in the engine compartment of the vehicle. The electrical system must be wired to the chassis in a way the pump can start and operate without the truck running or key in ignition. 4. To the greatest extent practical, all flat surfaces on the compartments on the rear of the engine shall be covered with a chevron-style reflective striping that alternates between red and fluorescent yellow-green diamond grade. Each stripe shall be six (6) inches wide.

5. The contractor shall provide 6 Whelen Super LED M4 series red lights per unit. One light per side in the middle of the unit on the bed skirt. Four lights spaced evenly on the rear of the unit. 2 of the rear lights shall be on the skirt closest to the edge of the skirt. The other 2 rear lights shall be on the top of the units attached to the rear baskets. The wiring shall be protected by aluminum in the basket to prevent damage to the wiring. 6. Unit shall incorporate an air-operated winterization system with Schrader valve capable of removing all water from plumbing system for winterization. 7. Two aluminum wheel chocks, with a minimum capacity of 20,000 pounds each and wheel chock holder shall be mounted to the underbody of the unit and be easily accessible. 8. Determinations of equivalent materials shall be made by the Commonwealth. 9. Units shall be delivered no later than February 28, 2018.
