John Wayne Airport General Aviation Tenant Responsibilities AOA - Air Operations Area: all areas inside the Airport fence line shall be considered AOA for purposes of these Rules and Regulations. No pedestrian or bicycle entry or exit via vehicle gates. No walking or bicycling around the AOA. No Airport I.D. Badge with Driver Validation shall be issued to any person under the age of 18 years. No person shall drive a vehicle on the AOA unless that person holds and has in his/her possession a valid JWA I.D. Badge with Driver Validation and a valid State Driver License. No person shall drive a vehicle on the AOA in violation of the laws of the State of California, the Orange County Codified Ordinance, or the Rules and Regulations of JWA. Violation of any of these Rules and Regulations may lead to temporary suspension or revocation of AOA driving privileges. All vehicles parked on the AOA must display a valid John Wayne Airport hang tag, vehicle decal or be escorted. No person shall leave a vehicle standing unattended while its engine is running. With the exception of authorized Airport personnel, no person under any circumstance shall drive a vehicle across an active runway or taxiway.
AIRFIELD VEHICLE GATE PROCEDURES Gate stuck in open position Notify Airport Police Services Immediately! Use your JWA I.D. Badge and PIN code to open gate. Only one vehicle entry per gate operation. Follow through by a second vehicle is NOT permitted, unless being escorted. Vehicles entering the AOA via an airfield gate shall upon entering, stop and wait to ensure the gate closes completely prior to departing the area. Multiple vehicles may exit in one gate operation. Last vehicle to exit MUST wait for the gate to close before proceeding. If a gate is stuck in the open position notify Airport Police Services immediately at (949) 252-5000.
VEHICLE OPERATIONS ON AIRFIELD Vehicles entering the perimeter road shall yield to other vehicles in the immediate vicinity already established on the perimeter road. In the absence of a posted speed limit sign, the maximum speed is 10 mph. Roadway markings shall be considered as traffic enforcement signs. The word stop along a white limit line shall be considered as a stop sign. Vehicle headlights shall be used after sunset, before sunrise, and during inclement weather. Drivers should utilize the outer public streets to their fullest extent. VEHICLE OPERATIONS AROUND AIRCRAFT Aircraft ALWAYS have the Right of Way. No person shall drive a vehicle in front of a taxiing aircraft. All vehicles shall pass to the rear of an aircraft and a minimum distance of 100 feet behind a jet aircraft shall be maintained when the engines are running. When it is not possible to pass to the rear, the driver shall stop and wait for the aircraft to pass in front of them or until the pilot motions for him/her to pass in front of the aircraft. No person shall drive a vehicle under the wing of an aircraft unless the person is in the act of servicing the aircraft.
Movement/Non-Movement Area Boundary Line Movement/Non-movement Area Boundary Line is a solid yellow line next to a dashed yellow line. ALWAYS Stay on the side of the SOLID boundary. This indicates where the movement area begins (taxiways/runways). This line runs parallel to the white perimeter road line on the east and west sides of the airfield. Do not cross the movement area line in your vehicle or on foot. ACCIDENT REPORT The driver of any motor vehicle which is involved in an accident that results in damage to County property, injury of any person, or damage to an aircraft or another vehicle, shall make a full report to Airport Police Services as soon after the accident as possible. SUSPICIOUS ACTIVITIES Please report any suspicious items or activities to Airport Police Services by calling from an emergency call box, or calling on your cell (949-252-5000), or notifying the guard at the entry gate at either Dove or Paularino vehicle gates.
Badge Control and Usage Under no circumstance shall an airport issued badge be used by anyone other than the person identified on the badge. Each individual badge holder must use their own badge when entering the AOA. Any person who loses their airport issued badge must immediately notify Airport Police Services at (949) 252-5000. Violation of Security Regulations may result in the suspension or revocation of an airport issued badge and may result in civil penalties imposed by the Transportation Security Administration. Escort Procedures Any person providing an escort on the AOA must have in their possession a valid and current airport issued badge. Any person providing an escort must closely oversee the activities of the person they are escorting and be able to control the movement of the person and vehicles being escorted at all times.
Security Responsibilities 49 CFR Part 1540.105 No Person May: Tamper or interfere with, compromise, modify, attempt to circumvent, or cause a person to tamper or interfere with, compromise, modify, or attempt to circumvent any security system, measure, or procedure implemented under this subchapter. Enter, or be present within, a secured area, AOA, SIDA or sterile area without complying with the systems, measures, or procedures being applied to control access to, or presence or movement in, such areas. Use, allow to be used, or cause to be used, any airport-issued or airportapproved access medium or identification medium that authorizes the access, presence, or movement of persons or vehicles in secured areas, AOAs, or SIDAs in any other manner than that for which it was issued by the appropriate authority under this subchapter. Sensitive Security Information Information that could help someone determine how to defeat security systems is protected from public disclosure under 49 CFR Part 1520.
