(A) SPECIAL INSTRUCTIONS TO BIDDER Please read following instructions carefully before submitting your bid. 1. All the drawings, i.e. elevation, side view, plan, cross sectional view etc., in AutoCAD format and manuals in PDF format, for offered item shall be submitted. Also the hard copies as per specification shall be submitted. 2. The bidder shall submit Quality Assurance Plan for manufacturing process and Field Quality Plan with the technical bid. 3. The bidder shall have to submit all the required type test reports for the offered item. In case of non-submission of the type test reports with the offer, the bid shall be liable to be rejected. 4. The bidder must fill up all the point of GTP for offered item/s. Instead of indicating refer drawing, or as per IS/IEC, the exact value/s must be filled in. 5. All the points other than GTP, which are asked to confirm in technical specifications must be submitted separately with the bid. 6. Please note that the evaluation will be carried out on the strength of content of bid only. No further correspondence will be made. 8. The bidder shall bring out all the technical deviation/s only at the specified annexure. 9. PREQUALIFICATION REQUIREMENTS : 1. The bidder shall be Original Equipment Manufacturer or authorized dealer/supplier of manufacturing firm for Selective Level Meter offered. The offered equipments should have been designed, manufactured and tested as per relevant IS/IEC Standards with latest amendments. The dealer/supplier shall have to submit valid Authorization letter of manufacturer for the offered equipment along with the bid in Manufacturer s Authorization Form of Annexure-I attached. 2. The bidder should indicate manufacturing capacity & no. of units manufactured for manufactured firm during last 5 years & supplied during last 3 years for offered Selective Level Meter by submitting fresh certificate of a Chartered Accountant (CA) Or Chartered Engineer (CE). 3. The bidder should clearly indicate the quantity and single value contract executed during last FIVE (5) years, for the offered equipment. The details of past supplies should cover, i) Same rated equipment as Offered supplied to other Utilities with Performance certificate. 4. PREAMBLE:- The G.E.T.C.O. has established network of PLCC Communication. The PLCC network covers various 400KV, 220KV, 132KV and Power Stations for speech, data & protection. PLCC communication operates within frequency range of 50 khz-500 khz. For maintenance of PLCC link, measurement of various frequency level is necessary from AF level to 600 khz. REQUIREMENT:- 1. The Selective Level Meter shall measure frequency level from 50Hz to 620 khz and 200 Hz to 620 khz unbalanced and balanced inputs respectively. 2. The SLM shall have wide input range -70dB to 30dB with unbalanced input and -60dB to 40dB with balanced input. 3. The SLM shall be suitable for wideband as well as selective Measurement facility with selection arrangement. 4. The measurement of frequency level without selectable band shall be continuously starting from 200Hz to 620 KHz and shall have frequency setting both coarse and fine. 5. The SLM shall be equipped with 7 segments LCD display of minimum 6 digits. 128 X 64 Graphic LCD with Backlit. 6. The SLM shall have built in battery charger for charging of internal battery & shall display battery capacity. 7. SLM shall be suitable for measurement of cross talks and interference signals of low level. 8. SLM shall have synchronisation facility for easy selective measurement i.e. automatic tracking between level meter and generator. 9. SLM shall have selectable input impedance with terminated input impedance of 75 Ω, 125 Ω, 150 Ω, 600 Ω. 10. It shall have measuring range in steps of 10 db switchable for 0 db meter reading. 11. The resolution of measured level shall be less than 0.01dB with 5- digit display & frequency resolution shall be with 6-digit display up to (1Hz to 100 KHz curser settable). 12. It will be added feature if display shows separately carrier frequency and channel frequency; the channel frequency can be tuned for that display and shall show the level of that channel frequency for both upper and lower 4 KHz band. 13. The sensitivity of SLM for Selective Measurement in the step of 10 db shall be of the order of 90 to + 40 dbm & - 70 to + 40 dbm input for 20 Hz & 3.1 KHz Bandwidth respectively. The SLM sensitivity for wideband Measurement in steps of 10 db shall be of the order of 60 to + 40 db / dbm and 70 to + 30 db / dbm balance & unbalanced input respectively. 14. The Level measurement error for frequency range 200Hz to 620 KHz shall be < + 0.15 db for both selective and wideband measurement. 15. The display accuracy shall be of the order of 0.00001 + 1 digit & frequency stability 10PPm/ C. 16. The SLM shall work satisfactory in the temperature range of 0 to 50 centigrade. 17. The SLM shall work satisfactory in the 85% humidity noncondensing. 18. The SLM shall work continuously without affecting the performance of measurement. 19. The SLM shall operate on single-phase 230V +/- 15% AC supply of 50Hz + 2.5Hz frequency and shall operate on external and internal DC battery supply and shall have provision to operate on dry battery cell. 20. The impedance & return loss measurement shall be measured either by appropriate attachment of directly by SLM. But with arrangement of attachment the SLM shall have to give return loss measurement reading directly on display for frequency under measure. 21. The Image frequency rejection shall be greater than 70 db. 22. The SLM shall also require to measure the RTU signal level. This signal level would require to be shown when RTU of sub-station transmit signal routed through PLCC Link. Hence SLM should require having facility to display the reading at that particular moment or should have to store the reading which could be seen after measurement. 23. The SLM shall have internal calibration facility. It shall have auto calibration & will calibrate the SLM after switching ON A.C. supply & also just by one time finger towards operation as and when required. 24. The SLM shall have Digital Synthesized local oscillator. 25. The SLM shall have facility for storage of spot frequencies (Minimum 15 Nos. of frequencies in memory). 26.
