First normal Traffic in Finland 7.6.2018 Finnish Transport Safety Agency 4
Finnish road network Goods transport is concentrated in Southern Finland between big cities Local hot spots around industrial areas Especially forest industry Trucks/day 7.6.2018 Finnish Transport Safety Agency 5
Basic freight combination in Finland (and Sweden) 25,25m 64t 500hp 7.6.2018 Finnish Transport Safety Agency 6
Timber truck Modern version 9-axles 76t Operates on whole road network Average journey 100km Forest railway terminal Forest Factory 7.6.2018 Finnish Transport Safety Agency 7
Cassette combination for transport of gravel etc. 34t 42t 7.6.2018 Finnish Transport Safety Agency 8
68t ADR Transport of fuels and chemicals 50% of total weight in truck for safety reasons 7.6.2018 Finnish Transport Safety Agency 9
Finnish specialities 25,25 in use since 1997 76t in use since 1.10.2013 Heavier combinations are not over-represented in accident statistics Bigger loads mean smaller emissions 25,25m 64t compared to 16,5m 40t -20% CO2 Developing and evolving cost-effective means of transport are necessary, especially for forest industries Efficient, customised heavy and long combinations essential, especially in sparsely populated areas 7.6.2018 Finnish Transport Safety Agency 10
Trials and policy Experiments and trials are a part of Finnish transport policy Experiments are encouraged Experiments are performed by private sector Experiments rather than desktop exercises serve as a basis for decision making For experiments that have an impact on road safety, the safety of the experiments must be ensured before actual tests on roads! 7.6.2018 Finnish Transport Safety Agency 11
HCT Trials High Capacity Transport HCT trials aim to develop ways to make goods transports more efficient and transports on road safer Several points of view: hauliers, industry, road safety, environmental protection, vehicle manufacturers, Trials on roads need permits from Trafi, requirements: Analysis on the safety of the vehicle combination Pre-defined routes Clear plan on research on development Results are made public and available to interested parties Limited duration (usually around 5 years) End result: supporting information for policymakers Recommendations for possible new combinations Guidance on which aspects are relevant for safety and environment 7.6.2018 Finnish Transport Safety Agency 12
HCT preliminary experiences 47 experimental vehicle combinations on road (05/2018) Trial combinations are also used for trials on closed areas Experiences so far positive concerning road safety Clear possibilities to increase transport performance Logistics chain could be made more efficient CO2 reduction -5 to -35% with longer combinations CO2 reduction -2 to -20% with heavier combinations Measuring differences in real traffic is very hard Impossible to scale everything same +30% It takes time to understand how good the reference level is 7.6.2018 Finnish Transport Safety Agency 13
High Capacity Transport examples 28-34m 68-104t 7.6.2018 Finnish Transport Safety Agency 14

100 t giants in future The maximum permissible mass depends on the condition of the road Digital system for weight limits No traditional traffic signs The same system guides and monitors Finland has raised the masses 10 times The 11th time will certainly come 7.6.2018 Finnish Transport Safety Agency 16
