A big welcome to the largest EMERGENCY FLEET EXHIBITION IN THE UK Now in its 43rd year, the NAPFM Conference and The Emergency Fleet Exhibition is an established yearly event which brings together key fleet managers from a membership which accounts for a fleet size of over 44,000 vehicles, deemed to be the 10th largest in the UK. This is not just a Police fleet event; it showcases fleet related vehicles and equipment for all the emergency sectors. The 2016 exhibition will feature over 100 key suppliers showcasing vehicles, equipment and technology used by the emergency service & rescue organisations on a daily basis. Ten of the major vehicle manufacturers (of which eight have been awarded the CCS/NAPFM Framework Blue Light lots 7, 8 & 9) will be showcasing current vehicles and those of the future, which will make it the essential event for anyone involved with emergency fleet. I would like to thank our outgoing chairman Dennis Ord for all his help and support over the past three years, and to welcome our new chairman Tony Chalk whom I very much look forward to working with throughout his chairmanship. Trevor Hill has, as always, been a huge support in the planning and organisation of the event during both the lead-up and the event itself, and I would also like to take this opportunity to welcome Dave Newbold to the team. Finally a huge thank you to Steve Botham for his guidance, knowledge and support over the years. Steve, you will be missed by many and we all wish you a very happy retirement. CHIEF CONSTABLE S WELCOME I am delighted to welcome you to the 43rd annual NAPFM conference. This is the 4th year that this event has been hosted at Telford and as Chief Constable for West Mercia it is my privilege to welcome you to the area. In doing so, I would like to thank all the delegates, the exhibitors and speakers for supporting the event. I would also like to take this opportunity to put on record my gratitude to the events team for their hard work and dedication over the last 12 months. I know that they are very excited about the event they have created and looking at the programme, range of speakers and the quality of exhibitors, I have no doubt this will be the most successful event ever. The conference is an ideal way to exchange new ways of working, share best practise and also to learn from colleagues across the industry. It is clear that previous conferences have played an important part in helping colleagues to change the way we manage our fleets within emergency services and it is a credit to you all that in a period of considerable financial constraint, that you have kept key personnel on the road and able to serve the public. CHAIRMAN S FOREWORD Fellow delegates, exhibitors and visitors, on behalf of the NAPFM allow me as the new Chairman to welcome you to this traditional landmark event in the calendar, held for the 4th year at The International Centre, Telford. I would like to thank the many exhibitors who have once again supported the event. I am sure over the next two days they will demonstrate how much advancement and innovation of technology in vehicles will pave the way forward for the Emergency Fleet operations. It has been a year of transformation for the event and NAPFM. Wiltshire Police, after 42 years of supporting the event, have handed this over to a new force. On behalf of the NAPFM, I would like to thank West Mercia Police for stepping forward and offering its support to the conference and exhibition. The event programme has been changed for this year to create a more focused event, offering improved value for money whilst maintaining the quality of the event, which improves and is better supported every year. I would also like to thank Joanna Neale, Dave Newbold and the event team for managing these changes and setting up the event. This year s event sees the launch of the new NAPFM 5 year strategy, which lays out the long-term future of the association and links in with the work carried out by the Strategic Fleet Procurement Board and National Lead, possibly determining the state of fleet management in the future. The creation of a futures group within the NAPFM Committee has given the association a cutting edge to future fleet management solutions in challenging and difficult times. I would therefore like to thank all committee personnel, chairpersons and the members for their continued support. Innovation and collaboration in the last year has seen the creation of two collaborative buying groups, which covers up to 70% of new vehicles from the Crown Commercial Vehicle Purchase Contract, resulting in substantial savings and vehicle standardisation. Special thanks go to the out-going chairman Dennis Ord for leading the association in difficult, changing times. By putting the structure in place to enable our representation at the Home Office and Strategic Police Procurement Board, the association has a key link to the National Lead for Policing. It leaves NAPFM in a strong position to lead on the future of Police Fleets. I would like to express my sincere thanks to all of you for attending our conference and exhibition this year. With such support and your full commitment, I am confident we will be fundamentally involved in the future transitional approach to fleet management which will put us in the driving seat when delivering the 5 year NAPFM Fleet Strategy. Let me conclude my welcome by looking to the future in these times of major change. If we embrace the changes and work together with a proactive approach and commitment of everyone within NAPFM we will be in an even stronger position going forward. NAPFM CONFERENCE The National Association of Police Fleet Managers Conference is now in its 43rd year and is recognised as the oldest and one of the largest emergency service fleet events in Europe. ABOUT THE NAPFM The National Association of Police Fleet Managers (NAPFM) was officially formed in April 1986 after receiving approval from the Association of Chief Police Officers (ACPO) in February of the same year. The formation arose from an Annual Police Fleet Engineers Seminar that had already been running for thirteen years in Wiltshire. This has become an annual event which was hosted and run by Wiltshire Police for 42 years. In September 2015 West Mercia Police took over the management of the event from Wiltshire Police who had supported the event since 1973. Our sincere thanks go out to Wiltshire Police for their support over such a long period of the event. 2015 also saw the formation of the Futures Group who will help to steer the Association over the next five years. The NAPFM membership covers all UK police forces and some enforcement agencies from England, Scotland, Wales and Northern Ireland along with non-home Office Forces such as British Transport Police and Ministry of Defence as well as the UK Border Agency, H.M. Prison Service, Hong Kong Police and the Garda Siochana in Ireland. NAPFM BLUE LIGHT FRAMEWORK RM1070 The Framework includes three Blue Light lots for Cars (and 4x4s), Vans and Motorcycles. These have been designed in conjunction with NAPFM and the Home Office. There are no categories as there were in the previous framework and items such as diesel only restrictions have been removed. This is in preparation for the use of the standardised specifications as well as a tendering template and also allows greater competition from a number of capable suppliers. In the past, forces have procured vehicles through a separate Framework agreement so this collaboration represents a more strategic and effective approach to fleet procurement for the Police. The lots have capable suppliers awarded and therefore further competitions are the preferred route to market. In the future, forces will need to consider the buying group that best meets their individual force requirements. It is anticipated that standard vehicle specifications and aggregated committed vehicle numbers should deliver the largest supplier discounts through the new framework. The key aim of the further competitions this time is to build on the work already begun on the previous Framework of collaboration and aggregation of demand. To support this the volumes need to be made up of committed numbers across more Forces. In time we can use the standardised specifications being produced by the standardisation group, led by the national policing lead for fleet, for the vehicle specifications. The Blue Light lots are distinct from other public sector lots on the CCS Framework as they have enhanced terms and greater requirements for support and back-up. These Blue Light Lots are the preferred and recommended route to market for Police and emergency services to buy from and have the following advantages: Enhanced warranty terms of at least 36 months/100k miles; Liquidated damages are available; Original equipment parts are available from these lot awarded suppliers; Blue light training for technicians; Vehicle performance braking and handling as well as electrical emission testing is available if requested; One stop shop conversions are available; Supply of liveried demonstrator vehicles to be made available. NATIONAL STRATEGIC AMBULANCE FLEET GROUP (NSAFG) The NSAFG was formed over 10 years ago with the intention of bringing all the NHS Ambulance Services Fleet managers together as a forum in exchanging information. The NSAFG has now developed into the main strategic body representing UK NHS Ambulance Trusts with Wales and Scotland in the design of ambulances. The main objective in recent years was to agree a National Specification for Emergency A&E ambulances both as Modular Body and Van Conversions. This has been challenging as all of the vehicles must also comply with: BSI Standards BS.EN-1789:2007 (CEN Standards) 2007/46/EC-European Whole Vehicle Type Approval CEN Committee European de Normalisation To assist the NSAFG in putting a specification together they enlisted the help and expertise from Milbrook Proving Ground Ltd, Bedfordshire. Currently the NSAFG has an agreed specification for both the Modular and Van Conversion Emergency Ambulances. The NSAFG work closely with the NHS National Collaborative Procurement Hub to coordination and secure the numbers of vehicles required each year from Ambulance Trusts and are developing a 5 year strategy. Due to the nature of the vehicles and the arduous use they undertake best practice and maintenance processes/procedures are produced to support each Trust specifically when out of the norm situations arise. Records of these issues also help in the design of vehicles in the future. Attending the NAPFM is important for the NSAFG to be able to engage and discuss/exchange ideas/problems with our colleagues from the other Emergency Services and we are extremely grateful to be able to support this event.
