As part of th Pattullo Bridg Rplacmnt Projct, micro-scopic traffic modlling was undrtakn to undrstand how changs in th xisting road ntwork du to th nhancd connction to th nw bridg may affct traffic pattrns in th Nw Wstminstr-Coquitlam-Surry ara. Noting th considrabl ovrlap in th study aras, th traffic modls cratd for th Pattullo Bridg Rplacmnt Projct wr adaptd and usd for th Bruntt Avnu Intrchang Functional Planning Study. This rport srvs to documnt th microscopic traffic modlling procss, modl dvlopmnt, modl calibration, and prsnts modl volum outputs. 2.0 MODELLING PROCESS Th modlling procss involvd th dvlopmnt of a bas yar modl. Th original modlld ntwork was constructd in 2013, followd by th import of travl dmand from TransLink s rgional travl dmand forcasting modl (RTM Phas 2) in 2013 / 2014. For consistncy with th rgional traffic dmand modl that was calibratd using data from TransLink s 2011 scrnlin and trip diary survys, th bas yar of th micro-scopic modl was dfind as 2011 accordingly. Th Stratgic Rviw procss of th Pattullo Bridg Rplacmnt Projct ndd in May 2014 at which tim th micro-simulation modls wr st asid. In 2015, th bas yar micro-scopic modl was updatd as part of th BC Ministry of Transportation and Infrastructur (MoTI) s Bruntt Avnu Intrchang Planning Study. Th micro-simulation modls wr applid in this study to stimat th bnfits of ach intrchang option and to assss any potntial traffic impacts. Th updatd micro-simulation modls rprsntd 2014 / 2015 traffic conditions and includd th rcnt MoTI s Gatway Program road ntwork improvmnts, such as th nw tolld Port Mann Bridg, road widning and intrchang improvmnts along, as wll as th nw South Frasr Primtr Road (SFPR or 7) that opnd in Dcmbr 2013. In addition to th Bruntt Avnu Intrchang Planning Study, th updatd modl was subsquntly usd in th Pattullo Bridg Rhabilitation Projct to assss th potntial nar-trm traffic impacts of various transportation managmnt scnarios. To allow for th analysis of futur traffic conditions, a 2045 modl was dvlopd. Pag 1

Ky rgional Frasr Rivr crossings including th Pattullo Bridg, Port Mann Bridg, and Qunsborough Bridg wr also considrd in th modls noting that ths major crossings only rprsntd ntry / xit points to th modl with th xcption of th Pattullo Bridg. Dtaild intrsction configurations, tim-of-day rstrictions (including parking and turning movmnt rstrictions), traffic controls, signal timings, and postd spds wr incorporatd into th modlld ntwork. Signal timing plans wr initially obtaind from th various road authoritis in August 2012. As part of th modl updat in 2015, th rcnt rgional road ntwork improvmnts along th and 7 corridors wr incorporatd and nw traffic signal information was obtaind as rquird. Ovrall, th updatd modlld road ntwork consistd of 2601 nods, 6332 links, 183 traffic zons, and 148 signalizd intrsctions. Th futur or 2045 modlld road ntwork includd spcific futur committd road improvmnt projcts which wr basd on th information outlind in TransLink s Road Ntwork Stratgy final rport. 3.2 Travl Dmands Travl dmands for micro-scopic modlling wr obtaind from TransLink s rgional travl dmand forcasting modl (RTM Phas 2). Th rgional traffic dmand modl compriss a road ntwork covring th subjct municipalitis includd in th microsimulation modl and othr aras in Mtro Vancouvr and th Frasr Vally Rgional District. A coars traffic zon systm is mployd in th rgional traffic dmand modl, with 641 zons rprsnting th ntir ntwork. Various transportation mods ar considrd in th rgional traffic dmand modl, including singl-occupant autos (SOV), high-occupancy autos (HOV), light trucks, havy trucks, transit, as wll as non-motorizd mods. Th vhicl-basd classs wr sub-dividd by incom lvl and trip purpos, which rsultd in a total of 12 vhicl classs bing modlld. Th rgional traffic dmand modl provids 24-hour travl dmand that can b timslicd for diffrnt hours. For micro-scopic traffic modlling purposs, th tmporal limits of th modls wr dfind to covr a two-hour priod for th AM and PM pak conditions, which wr 6:30 to 8:30 am and 3:30 to 5:30 pm, rspctivly. Travrsal matrics wr thrfor xtractd from th rgional traffic dmand modl for th four pak priod hours bing modlld in th micro-simulation nvironmnt. Initially in 2013 / 2014, travl dmand for th original micro-simulation modl was obtaind from th 2011 rgional traffic dmand modl bas scnario for four aggrgatd vhicl classs, which includd SOV, HOV, light trucks, and havy trucks. Subsquntly as part of th modl updat in 2015, updatd travl dmand was obtaind from th rgional traffic dmand modl by r-assigning th 2011 travl dmand onto th 2014 road ntwork within th rgional traffic dmand modl. Th updatd travl dmand in th nwly xtractd RTM travrsal matrics was again disaggrgatd prior to import to th updatd micro-scopic modl. Th futur or 2045 travl dmand for th micro-simulation modl was obtaind from th 2045 rgional traffic dmand modl, which includd a road ntwork with th futur committd road improvmnt projcts incorporatd, and utilizd th official land us and dmographic data containd in Mtro Vancouvr s Rgional Growth Stratgy. Th 2045 travl dmand was again disaggrgatd prior to importing into th futur 2045 micro-scopic modl. 4.0 MODEL CALIBRATION Modl calibration involvd a procss of assuring that th simulatd vrsus obsrvd traffic paramtrs ar within accptabl limits and that th modl rproducs ralworld conditions rasonably wll. Th procss was itrativ, which ntaild running th modlling procdurs and xamining th modl rsults to assss how closly th simulatd paramtrs wr matching to th obsrvd traffic paramtrs. Changs wr thn mad to th modlld road ntwork (supply) and / or to th travl dmand, th modl r-run, and th outputs r-assssd. This procss was rpatd until an accptabl lvl of calibration was obtaind. Th calibration fforts for th micro-simulation modls focusd on th rgional morning and aftrnoon pak hours of 7:30 to 8:30 am, and 4:30 to 5:30 pm, rspctivly. Calibration of th initial micro-scopic modl was conductd in 2013 / 2014, with additional calibration fforts conductd as part of th modl updat in 2015, which rflctd th changs in travl pattrns du to th rcnt improvmnts to th rgional and provincial road ntworks. As part of th calibration procss, initial dmand matrix adjustmnts wr mad for th links on th priphry of th modlld road ntwork whr obsrvd traffic counts wr availabl. This stp involvd nsuring that modlld traffic volums ntring and xiting th ntwork at th gats wr similar to th obsrvd counts. Following Pag 4

To guid th initial modl calibration fforts in 2013 / 2014, obsrvd traffic data collctd btwn 2009 and 2012 wr primarily usd, whil rcurrnt quus wr considrd in a qualitativ mannr. Sourcs of obsrvd traffic data includd TransLink s 2011 Rgional Scrnlin Survy, as wll as turning movmnt and link counts collctd by various agncis and othr counts conductd as part of th Pattullo Bridg Rplacmnt Projct. As th traffic volum data wr collctd in diffrnt months, sasons, yars, th data wr xamind and balancd on a corridor basis as rquird to rconcil discrpancis. Subsquntly as part of th modl updat in 2015, additional calibration fforts wr mad to nsur th Frasr Rivr crossings,, and th major paralll routs (such as Loughd Highway) in th micro-scopic modl carrid th appropriat lvl of traffic flows, givn th various major changs to th road ntwork btwn 2011 and 2014 / 2015. Th modlld flows wr xamind and compard to th 2014 obsrvd counts, and othr dmand matrix adjustmnts wr mad as ncssary. Th origin-dstination dmand matrix adjustmnts that wr mad in calibrating th micro-simulation modl ar summarizd in th Appndix. Ths sam dmand matrix adjustmnts wr thn transfrrd and applid to th 2045 travl dmand matrics prior to import to th futur 2045 micro-simulation modl. A comparison btwn th 2014 obsrvd and modlld link volums was undrtakn, as prsntd in Tabl 4.1 and Tabl 4.2 for th morning and aftrnoon pak hours, rspctivly. Th corrsponding GEH valus ar also dpictd in th tabls, with th GEH bing an mpirical continuous volum tolranc formula computd as follows (a GEH valu of lss than 5.0 indicats a good match): GEH = sqrt (2*(modlld flow obsrvd count)^2)/(modlld flow + obsrvd count)) Pag 5
