ANNEX A INTERNATIONAL CALL FOR BIDS No. 1 BRIEF DESCRIPTION Within the framework of a project to replace low-pressure (LP) diesel engines by electric motors in four Depots of the French CEPS pipeline network, the call for bids No. 1 relates to the supply, setting up and commissioning of high-voltage power supply units and transformers, mainly: For Mirecourt, Phalsbourg and No. 1 Châlons-en-Champagne Depots: - Supply, including on-site delivery, setting up and commissioning of three prefabricated 20 kv power supply units equipped with: o 1 high-voltage (HV) board; o 1 low-voltage (LV) measurer (complying with French regulations); o 1 set of associated facilities (ancillary and / or safety equipment). For Mirecourt, Phalsbourg, No. 1 Châlons-en-Champagne and No. 2 Langres Depots: - Supply, including on-site delivery, and commissioning of three HV / LV three-phase transformer (410 V - 630 kva) for Mirecourt, Phalsbourg et No. 2 Langres Depots (i.e. one transformer per Depot), and one HV / LV three-phase transformer (410 V - 800 kva) for No. 1 Châlons-en-Champagne Depot, including secondary protections. ANNEX B INTERNATIONAL CALL FOR BIDS No. 2 BRIEF DESCRIPTION Within the framework of: - the replacement of low-pressure (LP) diesel engines by electric motors in four Depots of the French CEPS pipeline network; - the replacement of low-voltage electrical distribution cabinets in three Depots of the French CEPS pipeline network; - the replacement and addition of low-voltage equipment in existing low-voltage electrical distribution cabinets in three Depots of the French CEPS pipeline network; Call for bids No. 2 related to the supply, setting up and commissioning of motors, speed increasers, electrical cabinets, electric cables, electrical equipment, and removal of existing equipment; together with all works related to civil engineering, electricity, piping and metal work, including connection of the high-voltage power supply units and transformers, mainly: As part of the replacement of low-pressure (LP) diesel engines by electric motors, for Mirecourt, Phalsbourg, No. 1 Châlons-en-Champagne and No. 2 Langres Depots: - Supply, including on-site delivery, setting up and commissioning of: o 6 asynchronous electric motors (power: 200 kw at 1 500 rpm) and associated facilities for Mirecourt, Phalsbourg and No. 2 Langres Depots (i.e. two motors per Depot); o 2 asynchronous electric motors (power: 315 kw at 1 500 rpm) and associated facilities for No. 1 Châlons-en-Champagne Depot; o 8 electronic speed increasers including anti-harmonics (i.e. two speed increasers per Depot); o 4 network head electrical cabinets with circuit breakers (i.e. one cabinet per Depot). - removal of existing equipment: o asbestos removal according to the Asbestos diagnosis before works regulation; o removal of diesel engines (two to three engines depending on the location), including associated facilities and supply systems (diesel, oil, water, air); o removal of one pump in No. 2 Langres Depot, associated facilities and non-reused piping; o removal of above-ground tanks and associated facilities or pipes; o demolition of the concrete base of one engine and one pump in No. 2 Langres Depot. - civil engineering works to receive new equipment: o restoration of water tightness; o removal of gutters in engine rooms; o earthworks and slabs for new equipment; o creation of electricity cable tracks; o creation of false floors; o filling openings in pump rooms. -5-
ANNEX B - Electrical works: setting up of motors, speed increasers and electrical cabinets, connection of the high-voltage power supply units and transformers, including maintenance of one existing high-voltage power unit: o connection of three 20 kv high-voltage power units (i.e. one per site, except Langres), four motor transformers (i.e. one three-phase transformer 630 kva per location for Mirecourt, Phalsbourg and No. 2 Langres Depots and one three-phase transformer 800 kva for No. 1 Châlons-en-Champagne Depot), including associated facilities; o maintenance/upgrade of the high-voltage power supply unit in No. 2 Langres Depot; o supply, installation and connection of cables. Comment: the supply, setting up and commissioning of high-voltage power supply units and transformers for motors are subject to a separate international call for bids. - Piping and metal work related to the setting up of equipment: o modification of primary and secondary pipes in motor and pump rooms; o adaptation of the coupling between electric motors and existing pumps, including restoration of the tightness between motor and pump rooms; o modification and / or addition of floorings; o supply and installation of boxes for transformers. As part of the replacement of low-voltage electrical distribution equipment for No. 1 Cambrai, Châlons-en-Champagne and No. 2 Langres Depots: - supply, including on-site delivery, setting up and commissioning of: o 3 entire low-voltage electrical distribution cabinets, including all energy starts (i.e. one cabinet per Depot); o 3 source inverter cabinets (i.e. one cabinet per Depot) o 3 ancillary pump start cabinets (i.e. one cabinet per Depot); - removal of existing equipment: o removal of existing electrical cabinet, including associated facilities; - civil engineering: o creation of electricity cable tracks; - electrical works: setting up electrical cabinets o supply, installation and connection of cables. As part of the replacement and addition of equipment in existing low-voltage electrical distribution cabinets for Mirecourt, Phalsbourg and Fos-sur-Mer Depots: - supply, including on-site delivery and commissioning of, mainly: o 3 insulation fault locating instruments (i.e. one per Depot); o 3 measuring units (i.e. one unit per Depot); o safety relays and communication units; - removal of existing equipment; - electrical works: setting up new equipment.
