INTENT It is the intent of these specifications to describe a portable, hydraulically-lifted salt conveyor, 80' in length, with a 30" wide belt, driven by a diesel-powered engine, with an optional liquid applicator system and optional fill hopper. NOTE: FAILURE TO PROVIDE SUPPORTING INFORMATION WHERE REQUESTED IN THE DETAILED SPECIFICATIONS MAY RESULT IN BIDDER BEING DEEMED NON-RESPONSIVE. 6.14. LITERATURE / DATA The Contractor should submit 3 copies of each of the following informational items with the bid, or upon the request of the Chief Procurement Officer or a designee: Manufacturer s current published literature / brochure for the proposed unit. 6.15. REQUIREMENTS - BASIC UNIT 6.15.1 The intent is to describe a fully self-contained, diesel-powered, towable conveyor system for the purpose of moving road salt. 6.15.2 The overall length must be approximately 80, measured from the center of the head roller to the center of the tail roller. 6.15.3 The belt width must be a minimum of 30". 6.15.4 The conveyor must be capable of moving a minimum of 375 tons per hour (TPH) at an angle of 32, based on salt at 70 lbs per cubic foot. 6.15.5 The maximum transport height must not exceed 13' 6". The maximum transport length must not exceed 90'. 6.15.6 The operating height must be adjustable up to at least 37 ; 6.15.7 The slider pad must be 5/8" UHMW polyethylene. 6.15.8 The return idlers must be Pobco or equivalent, with #304 stainless steel shaft and stainless steel mounting bracket. The length must be approximately 32, and the diameter must be approximately 2-7/8". The return roller length must be approximately 32, and the diameter must be approximately 2-7/8". 6.16. CONVEYOR CONSTRUCTION 6.16.1 All conveyor structural components and hardware must be made of #304 stainless steel. 6.16.2 The conveyor sides and bracing must be #304 stainless steel of at least 10 gauge thickness; webbing must be approximately 1½" x 3/16 ", #304 stainless steel, and angle cord must be approximately 2" x 2" x ¼. 6.16.3 The under truss must be approximately 2" x 6" x 3/16", #304 stainless steel, with a formed angle web support with 3/16" plate reinforcement for hydraulic cylinder support. 6.16.4 Dust covers must be present, constructed of minimum 18 gauge #304 stainless steel. 6.16.5 A conveyor deflector must be constructed of minimum 10 gauge #304 stainless steel with minimum 5/32" dual stainless steel cables, and must include deflector fins. The deflector adjusting handle must have multiple settings and be constructed of #304 stainless steel with a minimum section of ½" x 1". 6.17. DRIVE SYSTEM 6.17.1 The power source must be integral to the unit; 6.17.2 The belt speed must be capable of at least 800 FPM, and sufficient to cast salt 10 to 12 feet beyond the discharge point. 6.17.3 The power source must be a diesel engine, rated at a minimum of 75 HP and 250lb-ft of torque. The engine must be able to meet the specified performance requirements for tonnage per hour of salt moved, and it must be sized appropriately for the load. The diesel engine must meet current (2010) EPA Tier III emissions standards for off-road diesel engines. 6.17.4 The engine must be connected to a PTO clutch, approximately 10 diameter, sufficient to transfer the engine s rated torque, and a planetary gearbox. 6.17.5 The engine must be located such that salt being loaded onto the conveyor by a frontend loader cannot fall onto the engine. The engine must also be located near to the drive rollers, and as low as reasonably possible. 6.17.6 The diesel fuel tank must be made of #304 stainless and have a capacity of at least 60 gallons, or sufficient capacity to allow an engine run time of at least 12 hours at rated operating speed while loading salt. The gas tank must also be located close to the engine. 6.17.7 A high-torque drive package with driver pulley, driven pulley, bushings and belt must be furnished 6.18. ROLLER DIMENSIONS 6.18.1 NOTE: UNLESS OTHERWISE INDICATED, ALL DIMENSIONS IN THIS SECTION ARE APPROXIMATE. 6.18.2 All rollers must be steel, with Zerk fittings for lubrication. 6.18.3 The drive roller must be a minimum of 14" in diameter x 32" in length with a vulcanized rubber lagging covering. The shaft size must be 2-15/16" in diameter. 6.18.4 The tail roller must be a minimum of 8" diameter x 32" length, wing roller. Shaft size must be 2-3/16" diameter with a 2-3/16" four-bolt bearing. 6.18.5 The head roller must be a 8" diameter x 32" length wing roller. The shaft size must be 2-3/16" diameter with a 2-3/16" four bolt bearing. 6.18.6 The belt tracking roller must be a smooth-face steel roller, 6" diameter x 32" length. The shaft size must be 2" diameter with a 2" pillow block bearing. 6.18.7 The take-up roller must be a 8" diameter x 32" length wing roller. The shaft size must be 2-3/16" with a 2-3/16" take-up bearing. 6.19. BELTING 6.19.1 The belting must be a minimum of 30" wide. Belting material must be PVC #200 crescent-top. 6.19.2 A continuous, steel-reinforced rubber belt may also be used. ADDENDUM NUMBER 1 FOR SPECIFICATION 77818, SALT CONVEYOR, Page 3 of 6
6.20. CHARGE HOPPER 6.20.1 The hopper must be constructed of 1/4" thick #304 stainless steel, with minimum dimensions of 36" W x 32" L x 30" H. 6.21. UNDERCARRIAGE REQUIREMENTS 6.21.1 NOTE: UNLESS OTHERWISE INDICATED, ALL DIMENSIONS IN THIS SECTION ARE APPROXIMATE. 6.21.2 The undercarriage must be constructed of tubing with minimum dimensions of 3" x 6" x 1/4", with a support stand with minimum dimensions of 2" x 2" x 1/4" All components must be #304 stainless steel. 6.21.3 The axle must have a minimum capacity of 9,000 lbs, with electric brakes and oil hubs. 6.21.4 The four undercarriage tires must be dual 9.50 x 16.5 LT tubeless tires or equivalent, with a load-bearing capacity equal to or greater than the axle capacity, mounted on steel rims. The wheels must be 8-stud heavy-duty conventional steel wheels. One spare tire and wheel assembly must be included, shipped loose. 6.21.5 A hydraulic lifting system with a hydraulic 3-stage or 4-stage telescopic cylinder with a 120" stroke and a safety relief valve must be included. The lifting cylinder must be chrome-plated or nitride-coated for corrosion protection. The system must be adjustable to heights of 13.5 to 35, and must provide hydraulic flow of 20 gallons per minute at 2000 psi. 6.21.6 A hydraulic lift kit must be included, with a hydraulic pump and a #304 stainless steel reservoir tank with an exterior hydraulic filter. The tank must have a capacity of at least 20 gallons, and the pump must flow at least 15gpm. The pump must also be powered by the diesel engine used for the conveyor. A 3-way single lever for control of the hydraulic cylinder must be furnished. All plumbing, connectors and hoses must be included. 6.21.7 Safety chains for safe operation of the conveyor must be provided. Dual 3/8" steel tow chains must also be provided. 6.21.8 The hitch frame must come with dual heavy-duty dropleg lift jacks with a minimum 10,000-lb. capacity, and dual 1,350-lb. capacity swiveling wheels and tires. Tires must have a solid rubber or urethane coating. 6.21.9 A transport hitch frame constructed of a minimum 2" x 6" rectangular tube, made of #304 stainless steel, must be furnished. A 3" pintle eye hitch rated for a 4,500 lb. vertical tongue weight and a 22,000 lb. maximum gross tongue weight must be included. 6.21.10 The conveyor system must be equipped with grease tubes, made of #304 stainless steel, for easy lubrication access to the head roller from the ground. 6.21.11 The complete conveyor assembly, mounted to the undercarriage, must be capable of ADDENDUM NUMBER 1 FOR SPECIFICATION 77818, SALT CONVEYOR, Page 4 of 6
safe transport speeds of up to 50mph on the road. The undercarriage or conveyor assembly must have road-legal lighting for road transport, as well as mud flaps. All lighting must be LED. 6.22. BID LINE #2: OPTIONAL HALO SPRAYER SYSTEM OVERALL DESIGN - BASIC UNIT 6.22.1 The intent is to describe a spray system to apply beet juice or other anti-icing fluids to salt on the conveyor. The system must be an integral part of the conveyor assembly. This item must be bid as an option, priced as an addition to the base conveyor system. 6.22.2 The system must consist, at a minimum, of a pump, fluid transport tubes or hoses, and spray jets. Spray fluid will be supplied externally from a tanker truck. 6.22.3 The system must be equipped with a one-way check valve and a Cam-lock style disconnect valve. 6.22.4 The system must be powered by a gear pump with a minimum output of 2.5 hp, with a fluid flow capacity of at least 48gpm. 6.22.5 The system must have a minimum of two spray heads, located so as to evenly coat all salt coming off the conveyor. The system must be a fixed-rate spray system. 6.23. BID LINE #3: HOPPER OVERALL DESIGN - BASIC UNIT 6.23.1 The intent is to describe an accessory hopper for loading the conveyor with salt from a front-end loader. This item must be bid as an option, priced as an addition to the base conveyor system. 6.23.2 The system must consist, at a minimum, of a structure of #304 stainless steel with a frame, a funnel, a door, and a screen on the top. 6.23.3 The hopper must have a capacity of 10 tons, must be 10 wide and 12 deep at the base and at the top surface, must be made entirely of #304 stainless steel, and must be designed to be filled on the front (10 ) side. 6.23.4 The hopper must have four legs, lift pads, and skids, all made of #304 stainless steel plate or formed channel, at least 3/16 thick. 6.23.5 The hopper must have an adjustable door assembly, made of minimum ¼ plate, with a door handle, made of square tubing and spring loaded, and a door rail, made of steel flat bar stock. All components must be #304 stainless steel. 6.23.6 The hopper must be fitted with a screen on the top, made of round or flat bar grating with 5 spacing, and a frame made of flat bar or tube stock. Mild steel is acceptable for the screen, but must be shot-blast, primed and painted with at least two coats of paint, or powdercoated. 6.23.7 The hopper must be equipped with a ladder on one side, approximately 16 wide and 7 high, and made of #304 stainless steel. 6.24. EXCEPTIONS 6.24.1 Any deviations from these specifications must be noted on the Proposal Page or Pages attached thereto, with the exact nature of the change outlined in sufficient detail. The bidder must explain those exceptions which are not self-explanatory. Failure of a bidder to comply with the terms of this paragraph may be cause for rejection. The City reserves the right to disqualify bids which do not completely meet outlined specifications. The impact of exceptions to the specification will be evaluated by the City in determining its need. ALL REVISIONS INSCRIBED HEREIN WILL BE INCORPORATED INTO THE BID SPECIFICATION PER ADDENDUM NO. 1.
