THE ORGANIZATION RASCOM Rascom is a Regional African Satellite Treaty Organisation- an IGO It has 45 African member countries as Signatories It main mission is to promote Satellite Communications in the Africa Region It is headquartered in Abidjan, Ivory Coast Together with other share-holders, it holds shares in RascomStar-QAF, an African Satellite Operator. THE COMPANY RascomStar-QAF (RSQ) RSQ is a private African Company registered and incorporated under the laws of Mauritius. RSQ operates the RASCOM-QAF1R (RQ1R) satellite, successfully launched in August 2010 and is fully operational for an in-orbit lifetime of 18 years. Services Offered RSQ provides the usual traditional services offered by satellite operators: Bandwidth leases for Cellular backhaul, Video Distribution & Contribution, Corporate Networks for Enterprises, O&G, IGOs, Governments Emergency and Disaster relief networks Managed services including Internet trunking RSQ, in addition to the above, distinguishes itself from other satellite operators by its commitment to provide sustainable connectivity solutions for Rural areas in Africa All rights reserved 9

Rural Connectivity Challenges of extending connectivity to Rural areas: The ARPU is lower than in urban areas: only few $per month A site investment cost too high for the projected revenues Site backhaul to National network too costly because of distance, relief, vegetation, No mains power- high opex Expensive associated services: engineering, transport, installation, maintenance CAPEX and OPEX are too high unprofitable and unsustanable All rights reserved 10

The RSQ solution RSQ together with its technology partner Viasat has developed a proprietary technology solution to sustainably and profitably extend coverage to Rural areas for both Fixed and GSM networks using RSQ satellite: It uses Satellite technology making deployment flexible and scalable without huge capex The satellite bandwidth is billed on a per user minute billing vs expensive satellite leases. It uses Solar power- which is sustainable in a rural environment For GSM The remote terminals are integrated (BTS and VSAT), compact, easy to deploy or relocate All rights reserved 11

Rural Fixed Telephony Terminal Can support up to 4 fixed lines: Ordinary telephones could be installed in a public phone box, a private phone shop, business, home or state agency, depending on the service requirement All rights reserved 13
