Speed Limit and Safety Nexus Studies for Automated Enforcement Locations in the District of Columbia 37 Block Massachusetts Avenue SE Study Area and Location District PSA Ward ANC Phase Description 6 65 7 7B Existing 37 Block Massachusetts Avenue Southeast Southeast-bound KEY: Existing Camera Proposed Camera Bus Stop Metro Station Hiker/Biker Trail School Other Pedestrian Generator Site 97 The existing speed camera is located in Ward 7 at the 37 block of Massachusetts Avenue Southeast in the southeast-bound direction. Massachusetts Avenue Southeast runs between Southern Avenue Southeast to the east and East Capitol Street Southeast to the west. The posted speed limit is 25 MPH. This speed camera was installed on August 22. W7-3 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

37 Block Massachusetts Avenue SE Field Assessment Summary Massachusetts Avenue is assumed to run in a northwest-southeast direction, and is classified as a collector. Massachusetts Avenue has one travel lane in each direction. This site has the following characteristics: This is a residential area with houses and driveways on the southwest side of the street. There is a bike trail in the area. There are bike lanes in both directions on Massachusetts Avenue There is on-street parking on the southwest side of the street. The pavement is in good condition and there is curb and gutter with drainage inlets. Looking Northwest-bound W7-3 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

37 Block Massachusetts Avenue SE Looking Southeast-bound Speed Data Analysis Posted Speed Limit (MPH) 25 Mean Speed (MPH) 4 85th Percentile Speed (MPH) 9 MPH Pace Speed (MPH) -2 ADT 2,397 The mean speed is lower than the posted speed by MPH and the 85 th percentile speed is 6 MPH lower than the posted speed limit at this location. Crash Data Analysis From the Accident Summary Report provided for the dates between January, 2 and December 3, 22 there was a total of one crash at this location. The accident type was unspecified. W7-32 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

37 Block Massachusetts Avenue SE Severity Weather Surface condition Light Condition Total Fatal Clear Dry Day Injury Rain Wet Night Bus Unspecified Unspecified Truck The speed camera was installed on 8//22. There was one crash at this location in the three years prior to the camera being installed and one crash at this location in the year after the camera was installed. Safety Nexus This site presents the following safety considerations which establish a nexus between traffic safety and the speed camera.. Speed Data The speed data analysis shows travel speeds being lower than the posted speed limit. 2. Crash Data The crash data analysis shows a low number of crashes at this location. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. This is a residential area with houses and driveways on the southwest side of the street. b. There is a bike trail in the area which generates pedestrian and bicycle activity. c. There are several bus stops in the area which generate pedestrian activity. d. There is on-street parking on the southwest side of the street. Although the speed data analysis showed the mean and 85th percentile speeds to be lower than the posted speed limit and the crash data analysis showed a low number of crashes at this location, due to the specific site characteristics, the multimodal transportation options, and the pedestrian generators, there is a nexus between traffic safety and the speed camera at this location.
