Standard STS 640 LIFTING EQUIPMENT 1 Purpse This standard technical specificatin (STS 640) details the mechanical requirements f Hunter Water Crpratin (Hunter Water) fr design, manufacture, prcurement, installatin, and mdificatin f lifting equipment. STS 640 Lifting Equipment cmplements the mechanical requirements in specific equipment-type and facility-type standard technical specificatins and facility design manuals issued by Hunter Water. These specificatins are available frm the Hunter Water website at http://www.hunterwater.cm.au. 1.1 Scpe STS 640 Lifting Equipment applies t the design, supply, installatin, mdificatin, remval, and dispsal f fixed asset lifting equipment that is t be wned r cntrlled by Hunter Water. Lifting equipment includes: fixed lcatin cranes, hists and winches fixed r permanently installed lifting attachments, such as shackles, slings and chains lifting devices, such as C-hks, clamps, lifting beams, lifting frks and vacuum lifters. STS 640 addresses: general requirements applicable t all fixed lcatin lifting equipment supplied t Hunter Water, including statutry and regulatry cmpliance specific Hunter Water requirements fr varius types f lifting equipment. Nte that this STS des nt address: persnnel lifting equipment such as used fr height safety, e.g. persnnel davits mbile cranes, see AS 1418.5-2013 based n the Eurpean standard EN 13000:2010, and AS 2550.5 earthmving equipment used as a crane, see AS 1418.8 mbile elevating wrk platfrms, see AS 1418.10 vehicle-lading cranes, see AS 1418.11 mbile equipment r prtable lifting gear including slings and shackles, jib cranes n trucks prtable beam clamps, trlleys and hists n maintenance vehicles general slings and chains that are nt fixed/permanently installed. 2 Interpretatin Fr the purpses f interpretatin f this STS 640, except where the cntext requires therwise: 'drawings' means the drawings detailing the wrk invlved in a particular prject in hand include means including but nt limited t, and is used t prvide clarificatin r examples f the type and nature f items intended 'specificatin' means a specificatin detailing the wrk invlved in a particular prject standards means applicable industry standards including the Australian Standards (AS), Australian/New Zealand Standards (AS/NZS), American Natinal Standards Institute (ANSI), American Sciety f Mechanical Engineers (ASME) and ISO Standards (ISO) referenced in Appendix A 'standard drawings' means Hunter Water Crpratin drawings 'standard technical specificatin' (STS) refers t any f Hunter Water s standard technical specificatins, as implied by the text. Headings are fr the cnvenience f the reader and shall nt be used in the interpretatin f this standard technical specificatin. Unless stated therwise, any expressin such as "give ntice", "submit", "apprval", r "directed" means give ntice t, submit t, apprval by, r directed by the persn nminated by Hunter Water. Apprval des nt imply acceptance f respnsibility by Hunter Water fr cmpliance with this technical specificatin. Unless apprval has been issued in writing, apprval has nt been granted. 2.1 Order f precedence All wrk shall meet all stated requirements in this STS in additin t prject specificatins r standards specified. 3 Rles and respnsibilities 3.1 Dcument Owner The Dcument Owner f STS 640 Lifting Equipment is Hunter Water s Manager Strategic Asset Planning. 3.2 Respnsibilities The Dcument Owner shall apprve in writing the issue f any updated versin f STS 640. Any cncessin t any requirement in STS 640 Lifting Equipment is valid nly when authrised in writing by the Dcument Owner. Page 6 f 21

5 General lifting equipment requirements 5.1 Legislatin, cdes f practice and Australian Standards Lifting equipment shall cmply with all relevant legislative requirements, cdes f practice, and Australian Standards, whether referred t in this STS r nt. 5.2 Fit fr purpse All lifting equipment shall be fit fr purpse and fr the service fr where and hw it is planned t be perated. Lifting equipment shall be designed t remain fit fr purpse and fit fr service fr the estimated usage and the full design life f the equipment. Designs and materials shall be apprpriate fr the perating envirnment, including any fluids the equipment may cme int cntact with. Unless therwise specified, the design life fr any lifting equipment shall be 25 years r greater. 5.3 Existing lifting equipment infrastructure Where new r mdified lifting equipment invlves utilisatin f any part f an existing installatin fr the lifting equipment t perate safely, retained cmpnents shall be first cnfirmed as fit fr purpse fr a design life equal t the design life f the new r mdified equipment. Hunter Water shall be ntified immediately wherever further wrks are required in rder t meet this requirement. 5.1 Cmmissining Prir t cmmissining f equipment fllwing installatin, lifting equipment shall be tested in accrdance with the requirements f the relevant Australian Standards. All lifting equipment shall be cmmissined in accrdance with the requirements f STS 600 General Mechanical Requirements. 5.2 Decmmissining and dispsal Any lifting equipment being dispsed f shall be made unusable and scrapped. Lifting equipment shall nt be sld secnd hand as usable/perable equipment t any parties. 5.3 Training Any specific skills and/r training that is required t install, perate, maintain r decmmissin the lifting equipment shall be identified. Where the training is specific t the equipment supplied, unless therwise specified, n-site peratr training shall be prvided by the lifting equipment supplier fr up t 10 persnnel nminated by Hunter Water. Where training is required, training manuals shall be prvided by the supplier f the equipment prir t cmmissining. Page 9 f 21

5.4 Dcumentatin In additin t the dcumentatin requirements specified in Hunter Water s STS 904, the Cntractr shall prvide t Hunter Water, as the lifting equipment wner and peratr, all necessary dcumentatin in accrdance with WHS Regulatin 2011 and all Australian Standards t which the lifting equipment is designed/manufactured, prir t cmmissining. The fllwing test certificates shall be prvided t Hunter Water: a lad test certificate as per AS 1418.2, Sectin 1.13 fr pwer perated hists a lad test certificate that meets the requirements f AS 1418.3, fr all bridge cranes. 6 Cranes including hists and winches 6.1 General requirements fr all cranes and hists This subsectin details requirements that apply t all cranes, hists and winches within the scpe f this STS. Design, manufacture and installatin requirements All cranes, hists and winches shall be designed, manufactured and tested in accrdance with AS 1418.1 Cranes, hists and winches General requirements and als with any ther relevant parts f the AS 1418 series f Australian Standards. Cranes, hists and winches supplied t Hunter Water shall be class C3/M3 as per AS 1418.1 Cranes, hists and winches General requirements as a minimum, r higher if apprpriate fr the expected usage r if therwise specified. All cranes and hists shall: be supplied with wire rpe r chain length sufficient t reach t 0-200 mm abve the lwest flr belw the hist, unless therwise specified be designed and installed fr a vertical lift nly unless therwise stated in the prject specificatin be fitted with a safety catch n the hk. Lifting equipment cmpnents shall be designed fr perating in the envirnment in which the equipment is t be installed, including, as required: materials, including fasteners prtective catings prtective enclsures n mtrs, brakes and pwer cntrl units seals n mtrs, brakes, bearings and ther mving parts all relevant signage. Fr manual, chain-perated cranes: hist hand chains and geared-drive, trlley and bridge travel chains shall be suspended belw the crane t 1.0 m abve the perating flr all mechanisms installed fr actuating hrizntal mvement shall be designed t allw a hist carrying the design maximum lad t be mved and hrizntally psitined with an effrt f n greater than 200 N. Geared travel mechanisms shall be prvided where required in rder t meet this requirement. Any crane, hist r winch with a maximum rated capacity f greater than 2.5 tnne r where specified in the design shall be electrically pwered fr all directins f mvement. All pwered cranes shall: Page 11 f 21

be cntrlled by a wired hand held pendant cntrl unit with an extra lw vltage pwer supply, unless therwise specified be rated at IP56 r higher be prvided with anti-strain cables n any/all catenary runs. Each crane shall have sufficient hist and hk travel t lift the intended lad(s) clear f prbable bstructins and t place the lad in the nminated service area r n t a suitable truck in the lading area. Signage and labelling The fllwing signage and labelling shall be prvided n all cranes, hists and winches: maximum rated capacity (MRC) fr all cranes, hists and winches, clearly visible frm bth sides f the crane girder as applicable, r in anther clearly visible apprpriate lcatin if n girder is fitted class, fr the hist and travel mechanisms and the structure, clearly visible frm bth sides f the crane girder as applicable, r in anther clearly visible apprpriate lcatin if n girder is fitted. The M class f the hist shall als be included n the hist nameplate details f wire rpe/lifting chain, included n the hist nameplate labelling f any ptential live pwer, such as n lng travel cllectr rails any safety signage, as required by AS 1418 r as recmmended by the designer, manufacturer, r as identified thrugh risk assessment applicable nrth suth east west (NSEW) labelling, clearly visible frm bth sides f the crane girder as applicable, r in anther clearly visible apprpriate lcatin if n girder is fitted the designated Hunter Water plant number, clearly visible frm bth sides f the crane girder as applicable, r in anther clearly visible apprpriate lcatin if n girder is fitted. All signage and labelling shall be sized s it is easily readable frm anywhere within the peratin area f the crane. Electrnic dcumentatin All cranes, hists and winches including davits and jib cranes shall be supplied with dcumentatin which cmplies with AS 1418.1: Cranes, hists and winches General requirements. The fllwing dcumentatin shall be submitted in electrnic frmat t Hunter Water fr all cranes, hists and winches supplied, installed r mdified: a single page data sheet titled <Crane/hist/winch descriptin> <Hunter Water plant number> crane data sheet including the fllwing infrmatin: Hunter Water equipment reference number manufacturer s name Page 12 f 21

This cntainer shall be clearly labelled Crane Dcuments and Lg Bks with additinal labelling t identify which crane, hist r winch t which it belngs. Cmmissining Prir t cmmissining f any new electrically pwered crane, hist r winch with a 2000 kg capacity r greater, a pre-cmmissining inspectin shall be cmpleted by an independent cmpetent persn such as a specialist crane engineer. The cmpetent persn shall be independent frm the crane, hist r winch supply cmpany. The inspectin shall check the installatin against legislative requirements and relevant parts f Australian Standards AS 1418 series and AS 2550 series, and als review the recmmended maintenance fr the expected duty and perating envirnment. Any design/supply dcumentatin required fr the inspectin shall be made available t the cmpetent persn as required. A reprt detailing the findings f the inspectin and review shall be submitted t Hunter Water fr review prir t the lifting equipment being cmmissined. All cranes, hists and winches shall be installed and cmmissined in accrdance with AS 2550.1: Cranes, hists and winches Safe use General requirements. 6.2 Serial hists and winches This subsectin applies specifically t serial hists and winches. All serial hists and winches shall cmply with the requirements f AS 1418.2: Cranes (including hists and winches) Serial hists and winches. All serial electric chain hists shall be fitted with ht-dipped galvanised steel chain-buckets, r suitable rbust plastic chain hlders, attached t the trlleys r hists t cllect hist chains. The buckets shall be self-draining. 6.3 Bridge, gantry, prtal, mnrail and jib cranes This subsectin applies specifically t bridge, gantry, prtal, mnrail and jib cranes. All bridge, gantry, prtal, mnrail and jib cranes shall: cmply with the requirements f AS 1418.3: Cranes, hists and winches Bridge, gantry, prtal (including cntainer cranes) and jib cranes be fitted with duble-flanged wheels fr any lng r crss travel mechanisms that run n runway rails (des nt include mnrails) be fitted with single-flanged wheels fr any underslung travel mechanisms that run n mnrails. The design, supply, and installatin f all bridge, gantry, prtal, mnrail and jib cranes shall als cmply with the requirements f the fllwing sectins f AS 2550.3: Cranes, hists and winches Safe use Bridge, gantry, prtal (including cntainer cranes), jib and mnrail cranes: Sectin 2 Planning Sectin 3 Selectin Sectin 4 Siting Sectin 5 Erectin and Dismantling. In additin t the nrmal wrking guidance systems (e.g. wheel flanges n rails), all cranes that run n runway rails r are underslung frm mnrails, shall be fitted with apprpriate backup anti-derailment devices t prevent excessive lateral mvement fr bth lng and crss travel mvements, and anti-drp devices t prevent the crane frm falling mre than 25 mm. Excessive lateral mvement is defined as when either f the fllwing cnditins is nt met: fr underslung carriages and crabs, each wheel must maintain at least ne third f its nrmal bearing but n less than 10 mm fr lng travel and tp-running carriages and crabs, the wheel must cver at least tw thirds f the rail head width. Access fr maintenance f the hists, trlley and lng travel carriages shall be prvided by either permanent platfrms r by ensuring there is unbstructed space beneath the parking area fr the crane fr an elevated wrk platfrm t stand. The specific means f achieving this shall be as specified in the prject design. Page 15 f 21

6.4 Crane runways and mnrails All crane runways and mnrails shall cmply with the requirements f AS 1418.18: Cranes, hists and winches Crane runways and mnrails. 6.5 Permanent davits All davits shall be installed with: a fully enclsed winching/brake system t eliminate safety hazards (i.e. pinch pints) fr the peratr frm this system assciated wire rpe, sheaves, hks, handles and all fixings a brake that prevents uncntrlled lwering f the lad, e.g. ratchet r similar. The davit shall raise/lwer the equipment frm its installed psitin and slew t a service area (grund r platfrm) where the equipment can be readily inspected, serviced r transprted t a lading bay. Unless the site specified design requires an alternative material, permanent davits shall be cnstructed frm: stainless steel grade 316, fr applicatins within a wastewater treatment facility, within 2 km f the cast, r where the rpe is designed t be submerged in water r wastewater fr perids f time; r either stainless steel grade 316 r galvanised steel fr ther utdrs areas where nt submerged in any liquid. 7 Permanent lifting attachments Fr the purpse f this STS 640, the requirements fr lifting attachments nly apply t thse attachments permanently attached t fixed assets such as submersible pumps and mixers, and include shackles, slings, lifting chains, turnbuckles and ther similar lifting attachments. Any lifting attachment permanently attached t a crane is cnsidered part f the crane and shall meet the requirements specified fr the crane.
