At that time staff was directed to bring back the recommended changes for implementation. The City Attorney has recommended that staff prepare one draft Ordinance that includes all recommended changes, a copy of which is attached. The GH study s recommendations include the following areas: 1. The GH study recommended that approximately twenty (20) spaces in the Central (Library) Lot be repurposed to commuter permit parking. The study found that these spaces, which are currently 3-hour free parking, are underutilized during the day. The cost structure for these permits would be similar to the Touhy-Summit (Triangle) Lot. This area would be included in any decision regarding the opening up of commuter spaces to free 3-hour parking after 11 a.m. Implementation of these permits would be effective January 1, 2018 when permits are renewed. 2. The GH study recommended the repurposing of nine (9) metered spaces on the northwest side of Main Street, adjacent to Touhy Avenue (this area is one-way, southeast bound). The study recommends making these spaces available as part of the commuter parking sale. The costs structure for these permits would be similar to the Touhy Summit (Triangle) Lot. This area would be included in any decision regarding the opening up of commuter spaces to free 3-hour parking after 11 a.m. Implementation of these permits would be effective January 1, 2018 when permits are renewed. 3. The GH study recommended the repurposing of ten (10) metered spaces on the north side of Summit Avenue, from Ridge Terrace to Euclid Avenue. The study recommends making these spaces available as part of the commuter parking sale. The costs structure for these permits would be similar to the Touhy- Summit (Triangle) Lot. This area would be included in any decision regarding the opening up of commuter spaces to free 3-hour parking after 11 a.m. Implementation of these permits would be effective January 1, 2018 when permits are renewed. 4. The GH study recommended removing the 8 a.m. to 10 a.m. parking restrictions along the northeast side of Busse Highway, adjacent to Hinkley Park. Eliminating these restrictions would provide additional commuter and Uptown employee parking options and increase the parking supply by approximately 40 spaces. This area would be converted to coin box parking, at the same cost as the coin box spaces on the southwest side of Busse. Staff has notified the Park District about these proposed changes. This area would be included in any decision regarding the opening up of commuter spaces to free parking after 11 a.m. This change would take affect October 1, 2017 along with the other changes approved by the Council in July 2017. 5. The GH study recommended that all commuter permit parking spaces be designated 3-hour free parking after 11 a.m., on all days including weekends and holidays. Enforcement of these spaces would occur one time before 11 a.m., Monday thru Friday. Any empty permit space that is not being used by that time would then be available for free 3-hour parking. Areas included in this designation include the permit spaces in the Touhy- Summit (Triangle) and Central (Library) Parking Lots, as well as the permitted
spaces on Main and Summit. Implementation of these changes would be effective January 1, 2018 when permits are renewed. The Coin Boxes along Summit and Busse Avenues and the Prairie Lot would become free parking after 11 a.m., without a time restriction. Implementation of these changes would be effective October 1, 2017. Staff has reviewed the list of current permit holders for the 17 spaces in Uptown Court, of these 15 had been purchased at that time. Of these 15, it appears that 10 have been purchased by local businesses, 1 by a neighboring church, and 1 by a neighboring apartment dweller. There are 3 that have been purchased by other residents. Based on these findings, staff does not recommend including the Uptown Court permit spaces in this change, as it does not appear to be a true commuter lot. Attached are the associated pages from the Parking Study and a draft Ordinance for all changes. This item was presented as an Action Item at the Committee of the Whole on August 14, 2017, at which time the Committee approved the motion on a voice vote of 6/0. Recommendation: Final approval of an Ordinance amending various sections of Article 13, Chapters 12, 13, 15, and 16 of the Municipal Code. 2017 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARK RIDGE AMENDING ARTICLE 13, CHAPTER 13 SECTION 1, CHAPTER 12 SECTION 4, CHAPTER 15 SECTION 6, AND CHAPTER 16 SECTION 8 OF THE CITY OF PARK RIDGE MUNICIPAL CODE NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Park Ridge, in exercise of its home rule powers, as follows: Section 1: Article 13, "Traffic, Chapter 13, "Permit Parking, Section 1, "Parking Lots, Permit Parking is hereby revised as described below (strikeouts represent deletions and underlining represents additions): 13-13-1 - PARKING LOTS, PERMIT ONLY A. TOUHY-SUMMIT PARKING LOT: It shall be unlawful for any person to park a motor vehicle in the parking lot at the southwest corner of Touhy and Summit unless the motor vehicle parked therein displays a parking permit issued by the City for said lot. Said parking permit shall be sold by the City Clerk for a term of six months upon payment of $350.00 in advance. Said permits shall be sold only to Park Ridge residents and shall be limited to one permit per dwelling. Further, no such permit shall be sold for any vehicle for which a Park Ridge vehicle sticker has not been purchased, or for which any parking ticket issued by the Park Ridge Police Department remains unpaid as of the date the permit is applied for. Renewals of said parking permits shall be provided first to those who are in possession of a permit for the previous period up to a deadline to be announced by the City. UPTOWN PARKING COURT: Within the Uptown Parking Court there are hereby designated 17 parking spaces which shall be restricted to parking by permit only between the hours of 7:00 a.m. and 6:00 p.m., Monday through Saturday. It shall be unlawful for any person to park a motor vehicle in a space so restricted unless the vehicle displays a parking permit issued by the City for said lot. Said parking permit shall be sold by the City Clerk valid for a term of six months upon payment of $200.00 in advance. Further, no such permit shall be sold for any vehicle for which any parking ticket issued by the Park Ridge Police Department remains unpaid as of the date the permit is applied for. Renewals of said parking permits shall be provided first to those who are in possession of a permit for the previous period up to a deadline to be announced by the City. After said deadline, said permits shall be sold on a first come, first served basis. Any permit sold after the commencement of the permit period shall be pro-rated at a cost of $33.33 per month C.
