The Malaysian House Price Index 3 TECHNICAL NOTES REBASING OF MHPI TO BASE YEAR 21 INTRODUCTION MHPI was first released in 1997 with 199 as the base year. In 23, MHPI was first reviewed and the base year was updated to 2. Beginning Q1 217, MHPI has been revised and the revision begins with the first quarter 21 data. The base year has been updated from 2 to 21. The key concepts in the construction of MHPI since its inception in 1997 remain unchanged. It is a transaction - based house price index intended to estimate the changes in prices of representative house over time. The full description of the methodology is given in The Malaysian House Price Index : Explanatory Notes. THE NEED FOR NEW REBASE The rebasing is deemed necessary as property market landscape changes over time. The changing trend in market preferences, house types and geographical locations are considered in the new rebase exercise. This is to ensure that MHPI continues to provide an accurate, reliable and credible measures in the index construction. The changes made for the 21 rebase are as follows :- a. New Weightage The weights for the index computation are determined for each house type, housing neighbourhood, district, and state in accordance to the volume of residential transactions in the year 21. The new weights in percentages are as shown in Table 1 and Table 2. Addition of new regions and exclusion of existing regions There is an addition of six new regions for terrace, two in Selangor (Kuala Selangor and Sepang), three in Johor (Johor Bahru, Kulai Jaya and Kota Tinggi / Pontian) and one in Perak (Larut Matang), which makes up a total of 123 series of quarterly and 123 series of annual house price indices. The extension of coverage in these states reflects the market activity density of the new regions. Johor Bahru - Kota Tinggi - Pontian region in base year 2 has been separated into a stand alone Johor Bahru region and Kota Tinggi - Pontian region. The separation denotes the maturity of Johor Bahru market, which is now able to support its own indices. In Perak, Kuala Kangsar region has been replaced by Larut Matang as the latter region offers larger market coverage and more transaction activity compared to the former region. In Sabah, Kota Kinabalu / Penampang region is now a stand alone Kota Kinabalu region with the exclusion of Penampang due to its insignificant market activity. The additional regions are as shown in Table 3 and the index series are as shown in Table 4.

Additional Price Models The revised MHPI saw 86 price models being constructed. There are 46 models for terraced houses, 11 models for high-rise units, 13 models for detached houses and 16 models for semi-detached houses. The distribution of the 86 models by state, district/regions and house types are as shown in Table 5.
