Fine-Tuning of the Roadmap Vision Three key questions to ask yourself: 1. Do we miss anything? 2. Do you agree/disagree with the proposed elements? 3. Is the suggested timing reasonable? Page 3

Starting Point: Input from 1 st EGSLT in KL, Nov 2016 Rank Fuel Economy Roadmap Vision - Elements and Options # votes 1 Accelerate energy efficiency in road transport that support the needs of a growing ASEAN community, the ASEAN economic community blueprint 2025,and the quality of life of the people in the region 24 2 ASEAN adopts progressive vehicle fuel economy policies to contribute to ASEAN s aspirational goal of reducing energy intensity (total final energy consumption/gdp) by 30% by 2025 (base year 2005). 23 3 ASEAN adopts vehicle economy policies to form a best practice and sustainable road transport model 15 4 5 Highlight co-benefits of fuel-economy policies and clearly show the linkage between energy conservation, GHG emissions, air pollution and economic development Agree upon uniform methodologies and terminologies for measuring and analysing transportation related fuel economy metrics. 10 9 6 ASEAN reaches international best practice in vehicle fuel economy (policies) 7 7 Dramatically accelerated energy efficiency in road vehicles through progressive fuel economy policies in ASEAN countries supported by international organisations 6 8 An increased degree of policy convergence in the region towards a unified fuel economy policy landscape 5 9 ASEAN is becoming technology exporter or high tech market 2 Page 4

Vision Part I The vision of this roadmap is to line out a pathway to transform the ASEAN light duty vehicle market from being among the least efficient ones to being among the efficiency vanguards in the world until the year 2025. 11.0 10.0 Brazil China Canada EU 9.0 India Japan Lge/100 km normalized to NEDC 8.0 7.0 6.0 5.0 4.0 ASEAN 2015 Mexico Brazil Saudi Arabia Japan China India EU South Korea United States? Vision Part II This roadmap envisages the development of a combined approach of collaborative and unilaterally aligned light duty vehicle fuel economy policy measures within the ASEAN region. In the near term and at the national level, the document suggests to rapidly maximize benefits of fuel economy improvement through the introduction of fuel economy or CO 2 emission based fiscal policy measures, which are to be accompanied by a regionally aligned fuel economy label. It furthermore proposes the parallel development of an ASEAN wide light duty vehicle fuel economy standard to be introduced by the year 2020. Page 6

Vision Part III This document underlines the tight link between road transport energy use and air pollution. Pushing the ASEAN light duty vehicle market to be among the most efficient ones in the world by 2025 will reduce air pollution, especially in the big metropolitan areas in the region. It will thus significantly contribute to reduce pollution related diseases and fatalities. The roadmap acknowledges the outstanding economic role of the vehicle manufacturing industry in the ASEAN region. With improved fuel economy, the roadmap vision includes a growing importance of locally produced light duty vehicles for export, due to the increased competitiveness on the global vehicle market.
