CEO Address «A modern metropolis cannot be imagined without fast, convenient and safe surface urban passenger transport. In 2016 the Mayor Moscow has set a number of serious tasks before us to improve the quality of passenger service. With the support of the Moscow Government, we managed to achieve all the goals set. We have beaten a large number of records and became leaders by several criteria: today our bus fleet is the youngest and the contract for the tram purchase is the largest in Europe. However, I would like to draw attention to one more important achievement of the company: we have achieved the lowest figures since 2004 in terms of the number of road accidents. This would be impossible without competent work with drivers, purchase of reliable rolling stock, renovation of infrastructure and other measures in which 30 000 employees of Mosgortrans are involved daily. Urban transport route network expansion Organized in 2016 18 new routes May 2016 New Urban Public Transport Model implementation. ANNUAL REPORT 2016 Mosgortrans bus fleet has been significantly renewed and now more than a half of vehicles are Euro 4 and Euro 5 standard compliant. The amount of pollutants (greenhouse gas) has thus reduced to 2,7 thousand tons of CO2 eq. However, in 2016 we have successfully implemented one of the most ambitious projects to optimize the route network and create a fast and convenient transport in the center of Moscow. Thanks to the emergence of a two-way transport corridor, the popularity of routes passing through the Kremlin Ring has increased by one and a half times. Mosgortrans Expenditure Structure (2015 and 2016) «Route network optimization, new rolling stock purchase, transport infrastructure development and other large-scale projects implemented in 2016 increased the quality of services provided to Muscovites. In a difficult economic situation Mosgortrans maintains operational efficiency and sustainability of operational and economic indicators. We managed to increase both revenue from the carriage of Paying passengers, and income from other activities, and also continue to optimize expenditure. LIFE-CYCLE CONTRACT Largest in Europe

ANNUAL REPORT 2016 Bus service in the 17-th bus depot is carried out under the Life-cycle contract by Russian Buses GAZ Group LLC since October 2016. Delivered 436 low-floor LiAZ busses delivered All new buses are Euro 5 standard compliant, low-floor, adapted for people with reduced mobility and equipped with climate control system. «In 2016 Moscow began deliveries of urban passenger transport under the life-cycle contract for the first time. This is a completely new format for interaction with suppliers which provides high-quality and reliable rolling stock purchase. The manufacturer will carry out service and repair of 436 buses in the 17-th bus depot. This is a kind of pilot project. In case of success, the rolling stock will be supplied under the life-cycle contract on an ongoing basis.» The life-cycle contract provides: higher consuming features of the rolling-stock throughout its operation reducing of total rolling-stock while maintaining the same number of vehicles on the routes depot headcount optimization LIFE-CYCLE CONTRACT The Manufacturer carries out service and repair for 7 years, providing technical readiness coefficient (truck availability rate) not less than 95%. TRAM TRACKS RECONSTRUCTION Record reconstruction rates

Today we are updating the tram tracks and purchasing high-end rolling stock. The delivery of Vityaz-M trams under the largest contract in Europe has already begun, and in the next three years we will receive 300 more vehicles. We are also now involved in testing brand new eco-friendly electrobuses. EXTRA SERVICES Wi-Fi access on-board

Wi-Fi at the transport stops Wi-Fi available at 450 public transport stops More than 360 000 unique visitors registered since the launch of the project, the number of connections has exceeded 2,23 million sessions Wi-Fi access on-board the rolling-stock The project involves 7 905 route vehicles Since the launch of the project, more than 2 million people have registered in the network, the number of network connections has exceeded 9 million sessions Automatic dispatcher control system (ADCS) In 2015 all vehicles have been equipped with ADCS providing dispatch management in online mode ADCS allows to decrease the number of delays and maintain a given movement interval The app automatically calculates the estimated travel time and the fares: Bus, trolleybus, tram Suburban train, Aeroexpress, Moscow Central Ring railway and Metro The Reminder function can notify that it is time to leave to be in time for the ride. The app also allows planning a route considering the intercepting parking lots and the bicycle paths. EXTRA SERVICES 27

PROCUREMENT Mosgortrans is leading in the national procurement transparency rating

ANNUAL REPORT 2016 Procurement Mosgortrans has been leading in the national procurement transparency rating for 5 years in a row (according to the National Association of Electronic Commerce Participants NCP). As a result of the procurement system optimization in 2016 Contracts costs reduced in the amount of 0,9 billion roubles «Mosgortrans became one of the leaders in the National Procurement Transparency Rating due to our professional approach and maximum openness in conducting competitive procedures. Another important indicator of the efficiency of procurement activities in 2016 was a serious contracts costs reduction. This shows the strength of management decisions and the high efficiency of procurement optimization program being implemented today at the enterprise.» The transparency rating is published on the official website of the National Procurement Transparency Rating project http://nrpz.ru. PRESERVING HISTORY AND TRADITIONS Retro-parades more than 200 000 visitors

ANNUAL REPORT 2016 New Year s tram At the end of 2015 a themed New Year s tram decorated with LED light bulbs outside and festively decorated inside appeared on the Moscow streets. Muscovites commended the vehicle, and therefore the project involved three vehicles in 2016. Festive trams ran in the evenings and through the New Year night. The project will be again implemented in 2017 so that even more townspeople could admire New Year s trams. Tram Parade Every year in April Moscow holds the Tram parade an event that includes trams parading along central streets and an open-air exhibition of vehicles at the Chistoprudny Boulevard. The exhibition consists of a number of unique wagons including horse-tram dating back to 1880s and the most modern models. Actors wearing era-correct clothes greet visitors near the retro exhibits. People are permitted to board any of the trams. The event also traditionally includes entertainment activities, prize competitions and a music concert. PRESERVING HISTORY AND TRADITIONS 33

Big City Life with Mosgortrans Bus parade The traditional annual vintage bus parade and exhibition take place on the city s Frunzenskaya Embankment. The exhibition consists of more than 20 unique vehicles including ZIS-155 dating back to 1949, LAZ-695 known for transporting participants of the 6th World Festival of Youth and Students in 1957. Another «centerpiece» was a bus made of cardboard painted by the kids. Trolleybus parade In 2016 the YTB-1 retro trolley got back to Moscow from St. Petersburg and took part in the Trolleybus parade. The event brought about 20 vehicles together, including the cargo trolley bus KTG-1 produced by the Sokolniki car-repair and construction plant and the «Blue Trolleybus» with live music entertainment.
