MINUTES OF THE 47 th SLCF MEETING HELD ON 23.11.2016 Shri. Rafikul Islam, Chief Engineer (SLDC), WBSETCL & Chairperson, SLCF welcomed all the participant members to the 47 th SLCF meeting.. ITEM-1: CONFIRMATION OF THE MINUTES OF THE 46 th SLCF MEETING HELD ON 15/09/2016. The minutes of the 46 th SLCF meeting was circulated vide memo no: SLDC/How/109/942 dated 04/10/2016 and the same was also published in the official website of SLDC (www.wbsldc.in ) The minutes of the 46 th SLCF meeting was taken as accepted. ITEM-2: REVIEW OF THE STATE GRID PERFORMANCE: Power point presentation on Grid Performance for the month of September-16 & October-16 Superintending Engineer, SLDC made a Power point presentation on the grid performance based on operational statistics for the period September -16 & October-16. A critical analysis on the grid performance reveals the following: 2.1 Availability of WBPDCL power plants in terms of *NAPAF & *PAFM for the month of September -16 & October-16 are as follows: Generating Station. The new Transformers, EHT lines and equipments commissioned during this period were also deliberated by S.E, SLDC. ( List of newtransformers, EHT lines & equipments are shown in Annexure-1). ITEM No. 3. IMPORTANT GRID INCIDENTS: 1. On 27.09.16, at 22:02 hrs total power failure occurred at DPL due to snapping of DVC 132KV line - 76 bottom conductor on 132KV grid S/S 1 & 2 feeders of DPL. The following Tripping occurred: a) 100MVA auto transformer tripped. b) 220 KV DPL DGP ckt 1 & 2 tripped. --- DPL & WBSETCL representative may please deliberate. 2

Deliberation in the meeting. Representative of WBSETCL and DPL informed that fault clearing was delayed from 132 KV side of 100 MVA ATR due to its old electromechanical relay. Such delayed fault clearing invited operation of Bus bar protection through activation of LBB i.r.o 220 KV Bus of unit #8. Thus total power failed at DPL. Suggestions: 1) Replacement of all old electro mechanical relay by numeric relay at the earliest. 2) Regular checking of trip coil healthiness for all 220 & 132 KV feeders and ensure all time availability of two trip coils. 2. On 28.09.16, at 00:34 hrs power failure occurred at 132KV old switch yard of DPL. --- DPL representative may please deliberate. Deliberation in the meeting. The same has been discussed under above grid incident. ITEM No. : 4. (b) Finalization of Shut Down proposal for the month JANUARY-2017 & FEBRUARY-2017 i.r.o. Generating Units, Transmission Lines and other equipments etc. as provided by constituents. (i) SHUT DOWN APPROVED FOR WBPDCL, WBSEDCL, CESC and OTHER GENERATING UNITS: UNIT DURATION REASON KTPP # 2 15.01.2017 TO 21.01.2017 Boiler License renewal PPSP # 4 Upto Mid Feb, 17 for 87 days HEL # 1 & 2 25.12.2016 TO 23.01.2017 (15 days each, one by one) Annual Overhauling (c) Prolonged outage of power system elements :- No Prolonged outage. ITEM No: 5. ISSUES RAISED BY SLDC: A. Constituents are requested to furnish the LGBR data (Month wise peak, off-peak & Total Energy demand indicating sources to meet the demand, Generation data) in the meeting. Deliberation in the meeting: WBPDCL, CESC and DPL have already sent requisite data. WBSEDCL representative was requested to furnish the same. WBSEDCL representative confirmed to send data at the earliest. B. Irregularity in sending statistical data i.r.o Malda, NJP, Dalkhola, Hizli, New Town & Birpara Sub-stations. Deliberation in the meeting: On this issue, several correspondences have been made over phone with concerned sub-stations. But, the problem regarding irregularity has not been solved. WBSETCL representative was requested to take necessary action towards maintaining regularity in sending statistical data on daily basis from different sub-stations. C. Meter reading (in RAW format) and daily statistical data in desired format should be furnished to SLDC within specified time limit through e-mail. Deliberation in the meeting: WBSLDC representative informed the house that based on Meter reading (in RAW format) and daily statistical data different bills, report are being prepared which need to be published within a time bound limit. Hence, the same should reach SLDC within specified time limit through e-mail. All constituent were requested to send the same within specified time limit and they agreed. 4

D. Shutdown of BTPS U#5 on 02.11.16 for boiler licence renewal & PG test preparation was not discussed in last SLCF (46 th SLCF) and also not intimated to SLDC in advance. Deliberation in the meeting: WBSLDC representative inform the house that this type of shutdown without prior intimation and discussion at SLCF meeting is against the modus of operandi and expressed deep concern over the incident. This type of sudden shutdown of Unit without proper intimation to SLDC creates problem in Grid Operation. The house agreed that this type of incident should not happen under any circumstances. BTPS representative expressed sincere regret and ensured to follow the modus of operandi. E. Outstanding dues of WBPDCL for payments towards SLDC UI Fund on account of Deviation charges as on 23.10.16 is Rs 11,38,70,907.00. No payment has been done since 16.09.16. Deliberation in the meeting:. The issue has been discussed in several SLCF meeting before. But the issue has yet not been solved. WBSLDC representatives expressed deep concern over the issue and requested WBPDCL representatives to solve the matter with highest priority considering the importance of the issue. ITEM No: 6. AGENDA NOTE PUT UP BY SLCF MEMBERS FOR DISCUSSION: 6.1. Agenda note put up by STPS Deliberation in the meeting:. A. STPS has submitted 1. Generation availability of December 16, January 17 & February 17. 2. Tentative shutdown programme for the month of January 17, February 17. The generation availability and the shutdown program have been noted. Deliberation in the meeting:. B. Merit order dispatch considering MFCA: Merit order is to be calculated considering the MFCA which is added to the energy rate of Rs. 2,1705/unit for STPS as per Cl. No. 3.15 of the order of WBERC for the year 2016-17. WBSEDCL representative informed the house that Merit order i.r.o WBPDCL is being prepared by them considering MFCA. WBSLDC follow the merit order considering fuel charges furnished by WBSEDCL during scheduling process. WBSLDC ensured that implemented merit order will be e- mailed to WBPDCL. 5
