Wind Integration in Europe The EWIS Project 1) Existing planned network developments generally sufficient for high wind scenarios in south of Europe; but 2) Additional risk mitigation measures and reinforcements needed to accommodate high wind conditions in Northern Europe. EWIS Executive Summary and Final Report are available for download on EWIS website www.wind-integration.eu - Onshore installations - Offshore wind park cluster until 2015 - Bulk power flow - Bottleneck Bulk DC power flow at rated line capacity 7 May 2010 9

EWIS Results: Priority Areas for Immediate Actions 1. ENTSO-E TYNDP: EWIS findings and recommendations for the future European wide coordinated planning of the electricity grid within ENTSO-E 2. Progress urgently needed grid infrastructure projects in existing national grid development plans: permitting procedures for grid investments have to be accelerated 3. Start to analyze for the longer term (2020/2025) potential of offshore grids interconnecting wind farms and countries across the sea and including the implications on onshore grids. 7 May 2010 10

Political Willingness Governments Clarify responsibilities Support proactive investments Create public awareness Faster permissions and authorizations TSOs Support PLEF+/North Seas Countries Off-Shore Grid Initiative Clarify barriers Common vision on integrated off-shore grid Clarify sitting and timing of off-shore wind 7 May 2010 17

Regulatory Scheme Governments TSOs Allow proactive cost recovery Develop modular coordinated construction Standarization of regulatory schemes Propose alignment of security / planning standards and connection rules Support R&D efforts Common treatment of R&D efforts 7 May 2010 18

Market Rules Governments TSOs Allow for cross-border RE flows in combination with RE subsidies Clarity on prioritized grid usage Off-shore Masterplan 7 May 2010 19

Technical Solutions Governments Masterplan to encourage supply chain Cooperate closer with stakeholders TSOs Standardization of technology European Transmission System Development Plan 7 May 2010 20

Overall Conclusions ENTSO-E and ACER will ensure that national TSOs, regulators and governments move from national thinking to European thinking and approaches. International solutions concerning the development of offshore/onshore grids have to be developed. National solutions to EU-requirements differ and now have to be coordinated internationally e.g. rules challenging each other: open market vs priority of RE, level and kind of RE-subsidies, common control and dispatch of RE etc Permission procedures for transmission grids have to be accelerated, both, on- and offshore. 7 May 2010 21
