All rules, and fees are listed in this program. Chickasaw Council Pinewood Derby 2017 Basic Details WHO: This year the Chickasaw Council Pinewood Derby Official Race will be open to the ALL Racers that competed in their respective District Derbies! We have increased this from the Top 3 Racers to increase participation at the Chickasaw Council Pinewood Derby and make it a much more exciting competition. WHAT: The Chickasaw Council Pinewood Derby is the Championship Race for Packs located in the Chickasaw Council. A change from years past, is any Cub Scout that qualified for the their District Pinewood Derby will also be eligible to participate in the Chickasaw Council Pinewood Derby. This was done to increase participation in the Chickasaw Council Pinewood Derby. WHEN: May 20 th, Car Check-in begins at 12:30pm, Racing begins at 1:00pm. Where: Memphis International Raceway 5500 Victory Lane, Millington, TN 38053 COST: Scouts can register on the day of the event. Cub Scout Official Race $5 REGISTRATION: To register, use the registration form found later in this guide and bring it with you on the day of the race. There is a form for the Official Race. Chickasaw Council Pinewood Derby 2017 Required registration documents upon arrival Racer Registration form ATTENTION UNIT LEADERS Later on in this Leaders Guide you will find the Official Chickasaw Council Pinewood Derby Rules and Car Requirements. Please make sure that the Cub Scouts that attend the Chickasaw Council Pinewood Derby, have cars that meet these requirements and ready for the compliance checks to expediate car and racer check-in. If the racer s car does not meet these requirements, they may bring an alternate car that does comply with the requirements in this leader s guide and race the alternate car in the Chickasaw Council Race. UNIT CHECK-IN AND SET-UP Racer check-in time is between 12:30pm and 1:00pm on Saturday May 20 th. Please encourage your Scouts to come early so that all racers can be entered into the racing software and the race can start on time at approximately 1:00pm Racers You will need the following documents at check-in: Official or Open Race Registration Form $5 entry fee Pinewood Derby Car the complies with the rules and requirements in this Leaders Guide Scouts should be in their Class A uniforms

I. Introduction The Cub Scout Pinewood Derby is among the most cherished of all Scout memories. Since it is a youth event, some may wonder why we need detailed rules. There are two central concerns. First, we want all the Cub Scouts to have an equal chance to build a winning car. Second, Scouting is one of the last areas of youth endeavor where it is really true that it matters not whether you win or lose, but how you play the game. If every Cub Does his best", plays by the rules, and has fun, we could do away with trophies and still offer a worthwhile activity. II. Eligibility a) These rules will control the Chickasaw Council Pinewood Derby competition. Packs are free to conduct competitions according to these rules, or otherwise as they wish, however all cars must conform to these rules for the council competitions. For both the racing competition as well as Best of Show competition, any racer that competed in their District Pinewood Derby is eligible to compete in the Council competition, provided that each boy is a currently registered Cub Scout. b) If any racer cannot attend the Council race, the Pack Cubmaster or Chairperson can choose to register the next in line in their place. The Scout MUST be present if his car is racing. Scouts MUST be in Class A or B, preferably Class A. This is an official Scouting event. c) Webelos II who have crossed over since their Pack s race may still compete. ONLY Webelos II Scouts are allowed to have their cars race without their presence ONLY if they are on a Boy Scout event. No other exceptions are allowed. Remember a Scout is trustworthy! III. Racing Competition III.1 General Requirements of Car Design a) The car must be built during the Scout year of the race. No "oldies but goodies, please, and no using wheels, axles, etc. from other years. Further, no new construction may be permitted between the racing of the car at the pack event and the district event. b) The car must be built from an "Official Cub Scout Pinewood Derby Kit." No car bodies, wheels, or axles from any other source. Cubs may add fenders, weights, small people, or other decorations from other sources, as long as the car meets dimension requirements and these additions are not loose. Paint must be dry, and no object may be loosely secured to the car. c) The car s weight may not exceed 5.00 ounces. The weight and electronic scale used by the race committee will govern. The car may be hollowed out and built up to a maximum weight by the addition of wood or metal only, provided that it is built securely in the body. d) If a car is overweight, the racer must reduce the car s weight to meet the rules. No weights may be added at inspection table.

III.2 Wheels & Axles a) Cars may contain only wheels and axles from any "Official Cub Scout Pinewood Derby Car Kit, acquired the scout year of the competition. No use of wheels and axles from other sources or from other race years will be permitted. The Scout Service Center does supply colored wheels, which are permitted so long as they adhere to Official Cub Scout dimensions (listed below). b) No use of any propulsion method or starting device on any description will be permitted. No use of springs, wheel bearings, washers, bushings, hubcaps, adhesive tapes, etc. The car must sit flat on a surface, and may roll only on the axles and wheels provided in the kit. No starting devices are allowed. c) Axles may be polished. d) Wheels may be lightly sanded to remove mold marks. Wheels may not be lathed, beveled, tapered, wafered, or thin sanded. The race committee has the absolute right to disqualify any car with wheels that have been heavily sanded or modified to the point that the area of contact of the wheel with the track has been reduced. e) You may use the axle slots provided, or move them, BUT the distance between axles has to be the kit standard (4 3/8 ). Failure to maintain that distance will result in Disqualification of the car. Slots maybe set square with saw or drill. III.3 Lubrication a) Any and all DRY lubricants are permitted but must be applied before car is impounded. No liquid lubricants that are still liquid after application are allowed. (Decision made based on national District/Council rules.) b) Anyone possessing or found using lubricants after a car is impounded will be disqualified immediately. III.4 Dimensions a) Overall width (with wheels and axles) may not exceed (2 3 4 ) two and three quarter inches. Overall length may not exceed (7 ) seven inches. b) Overall length and width will be checked at the race with the cars fitting into a dimensional checking box. c) Wheelbase (distance between axles) distance of four and three eighths (4 3/8 ) inches. Modifications may be made, see above regarding Wheels and Axles. d) Car must have sufficient underbody clearance to clear the track, (a track clearance minimum of three eighths of an inch. (3/8 ). e) Car must have sufficient clearance between the wheels to clear the track guide strip.

f) The race car must have a solid front end, with no slope, notch, channel or point that would give it an unfair advantage at the starting line. The fronts of all cars must be sufficiently wide so as to be placed evenly on the starting bolt. g) A dimensions measurement box will be used to measure the derby car. Do not argue with the official at inspection. It must fit and roll smoothly to pass inspection. III.5Race Operation Rules a) Race officials MUST inspect each car for compliance with these rules. As a matter of fairness to other participants, race officials SHALL disqualify any car that contains any material deviation from these rules. Where any car is disqualified, the owner will be advised of the basis for the disqualification, and provided an opportunity to make the car conform to the rules. Lubrication may be added before the car enters the impound area, but not after. Anyone found adding lubrication against or after they have been instructed not to, will be disqualified. Ignorance of the rules, like ignorance of the law, is no excuse. b) Once a car has been accepted by the race committee, the car will not be subject to repeated "reinspections" by the race committee or others. The time for careful inspection is before registering a car, not during racing. Once the car has been turned in, it may not be given back to the owner until the race has completed, otherwise the racer will be disqualified. c) Any participant and their car may be disqualified by the Race Chairman for unsportsmanlike conduct, or conduct unbecoming a member of the Boy Scouts of America. This includes the improper handling of another person s car without permission. d) All cars will race one or two times in each lane with the times being recorded. Scoring of the race is done using Partial Perfect(N) race charts generated using a computer program using the Grand Prix Derby Manager Software. e) Overall winners will be based upon the total of the four to eight race times recorded with the lowest time being ranked first. The slowest heat of the four to eight races will not be counted in the total to allow for any irregularities in the race. f) Cars that do not cross the finish line and register a time for a race will automatically be timed as 9.999 seconds for the race by the race software. g) In the event that a car interferes with another car or jumps the track before the timer, the heat will be run again once. If a car interferes with another car or jumps the track for a second time before the timer, that car is disqualified. h) If a car suffers a mechanical problem (loses a wheel or axle, etc.) that can be repaired in less than 5 minutes, the owner will be given a period of up to 5 minutes to repair the car and the heat will be run again. No lubricant may be added. Only the racer may work on his car, but adult leaders may be present, so as to honor all BSA regulations. If the car cannot be repaired within 5 minutes, the broken car will be disqualified.

III.6 Race Awards Awards will be given as follows: First, Second and Third Place prize awarded. It's not about speed, it's about style. IV. Best of Show Competition IV.1 Design/Show Categories Each car may be judged for one of the following categories Most Patriotic a car that shows American colors (Red, White & Blue), Flags, etc. Most Creative a car that show imagination, futuristic, or past history. Best Scout theme a car that shows Scout values, colors (Cub or Boy Scout), Scout emblems, etc. Fast and Furious you ve seen the movies, one that is stylish and looks fast! Funniest/Most Humorous something unusual, quirky, fun theme that fits all the required specifics for the cars. Judges choice a car that doesn t seem to fit in any of the above categories but has high qualities in other areas, a car in a class of its own. You don't choose this category. It chooses you. (Scoring) 1 10 points - 10 being the best. IV.2 Judging Criteria Original idea an idea unique and unusual. Detail careful thought taken in planning, design & building of the car attention to detail. "Boy" made a car that has the signs the boy made the car with little or no help from an adult. Creative a car that took time to create and design. Overall Appearance - careful workmanship and planning to create the overall appearance. The Judges will be aware of the rank of the cub who enters a car this will be taken into account when awarding the points for a car. Each car will receive points ranging from 1 to 10 from each judge and will be judged by 1-3 judges. When the tally sheets have been turned into the Chairman, the scores of each car will be tallied. (In case of a tie the Judges will be called back and given the opportunity to vote on the top cars.) The 3 cars with the Highest scores overall will receive a Trophy for Best of Show. Other cars may receive medals for different categories. Depending on the number of entries, the number of awards may vary. V.
