PRESS RELEASE To: From: All News Media Sergeant Chris Yagelski DATE: 5-27-15 MOTORCYCLE AND MOTOR DRIVEN CYCLE CLASSIFICATIONS As of January 1, 2015, the new laws have gone into effect regarding the licensing and registration of Motor Driven Cycles, commonly referred to as motorized bicycles and mopeds. Motorcycle laws HAVE NOT CHANGED. Motorcycle Definition: A motor vehicle that: (1) has a seat or saddle for the use of the rider; (2) is designed to travel on no more than three wheels on the ground; and (3) satisfies the operational and equipment specifications described in 49 CFR 571 and IC 9-19.The term does not include a farm tractor or a motor driven cycle. Proof of Ownership: Certificate of Title or Manufacturer s Certificate of Origin Insurance Required: Yes Registration Fee: $26.35 Excise Tax: Assessed according to the motorcycle age and MSRP Credentials: Driver s License with a Motorcycle Endorsement Endorsement Fee: Under 75 years of age: $12.00 (in addition to any applicable amendment fee). 75 years of age and older: $10.50 (in addition to any applicable amendment fee). Operating Restrictions: Helmet required if under 18 Must operate in a position astride the seat Passengers may ride with proper passenger seat Headlamps must be illuminated while operating Cannot carry package in hand
Motor Driven Cycle (MDC) Class A License Plate Definition: A motor vehicle that: (1) has a seat or saddle for the use of the rider; (2) is designed to travel on no more than three wheels on the ground; and (3) complies with applicable motor vehicle equipment requirements under IC 9-19 and 49 CFR 571; (4) has an engine that produces no more than five-brake horsepower; and (5) is registered as a Motor Driven Cycle - Class A. The term does not include an electric personal assistive mobility device. Proof of Ownership: Certificate of Title or Manufacturer s Certificate of Origin; Bill of Sale; or Motor Driven Cycle (MDC) Affidavit - Affirmation of Ownership and/or Cubic Centimeters (CC) - State Form 55714 Insurance Required: Yes. A vehicle will require individuals to maintain current liability insurance that meets the state s minimum requirement. What licensing requirements are there to operate a Motor Driven Cycle (MDC)? MDC - Class A: An individual must possess one of the following: o Valid driver s license with a motorcycle endorsement with an MDC - Class A restriction o Valid driver s license with a motorcycle endorsement o Valid driver s license and a valid motorcycle learner s permit o Registration and Proof of Insurance MDC - Class B: Must possess one of the following: o Valid driver s license (no endorsement required) o Valid driver s permit (no endorsement required) o Unexpired State of Indiana issued identification card with an MDC - Class B endorsement Who is eligible to obtain an MDC - Class B Endorsement? Any Indiana resident over 15 years of age Who is required to have an MDC - Class B Endorsement? Anyone wishing to operate an MDC - Class B on public streets and roadways who does not possess a valid driver s license or permit. What tests does an individual need to complete to obtain an MDC endorsement or restriction? MDC - Class A: An individual must successfully complete the following: o The motorcycle knowledge test to obtain a motorcycle learner s permit o The motorcycle skills test on an MDC - Class A o The vision screening o MDC - Class B: An individual must successfully complete the MDC - Class B written test. (Only necessary if you do not hold a valid Indiana learner s permit or driver s license.) How much will it cost to get an MDC - Class B endorsement? If you meet the qualifications for a free voter identification card, there is no charge to place an MDC - Class B endorsement on your identification card. If you do not meet these qualifications, you will be required to pay an amendment fee of $10.50 to add the endorsement to an identification card. Can I add an MDC - Class B Endorsement to my operator's license? An MDC - Class B endorsement is not necessary when the operator holds a valid learner's permit or driver's license.
I'm not sure if I have an MDC - Class A. How do I find out? An MDC - Class A is defined as a motor vehicle with an engine that produces no more than five-brake horsepower. Has a cylinder capacity exceeding 50 cubic centimeters. You need to know the brake horsepower of your MDC before visiting your license branch for registration and licensing purposes. If you do not know the brake horsepower of your MDC, you need to contact the manufacturer. What do I need to bring to the license branch when registering my MDC? Motorists applying for a MDC - Class A need to bring proof of ownership and proof of insurance. Motorists applying for a MDC - Class B only are required to provide proof of ownership and proof the moped does not exceed a cylinder capacity exceeding 50 cubic centimeters to register. There is no insurance requirement to operate an MDC - Class B. WHAT CAN HAPPEN IF I DO NOT REGISTER MY MDC or OBTAIN A ENDORSEMENT?
