A Notice of Exemption will be filed with the County Clerk s Office after contract award. Report in Brief This project will upgrade and replace all remaining 8-inch traffic signal indications with 12-inch indications at various signalized intersections throughout the City. Traffic signal indicators are the red, yellow and green lights that compose a traffic signal. Recommended Action Public Works recommends awarding a contract to DC Electric Group Inc. in the amount of $109,615 for traffic signal head retrofits, subject to negotiation and execution of an agreement in form and substance acceptable to the City Attorney. City Council Agenda Report Considering award of a contract to DC Electric Group Inc. in the amount of $109,615 for traffic signal head retrofits, and authorizing the City Manager to execute the contract in a form acceptable to the City Attorney September 13, 2016 Background The City Council approved the Traffic Signal Head Retrofit Project (PJ No. 2312) when it adopted the FY 2014-2015 Capital Improvement Program (CIP) 10-Year Plan. Award of this contract will complete and close out CIP PJ No. 2312. This project completes work at the following intersections (see Project Location Map, Attachment 1): Clayton Road, at: Fry Way; Gateway Boulevard; Grant Street; Pine Street; and West Street Concord Avenue, at: John Glenn Avenue; Stanwell Drive; and Farm Bureau Road Cowell Road at Babel Lane East Street at Bacon Street Grant Street at High School Street and Olivera Road Kirker Pass Road at Myrtle Drive Monument Boulevard at: Cowell Road; Erickson Road; and Victory Lane Oak Grove Road at Whitman Road Pine Hollow Road at Rolling Woods Way Solano Way at Hillside Avenue Sun Valley Boulevard at Sun Valley Mall Treat Boulevard at: Cowell Road; Navaronne Way; Turtle Creek Road; and Winton Drive Willow Pass Road at: Diamond Boulevard; Franquette Avenue; Fry Way; Gateway Boulevard; and Mt Diablo Street Ygnacio Valley Road at Alberta Way and Park Highlands Boulevard Analysis The California Manual on Uniform Traffic Control Devices (CAMUTCD 2014 Edition) specifies that 12 inch signal indications shall be used for all signal sections in all new signal faces. This project will ensure that all traffic indications in the City of Concord are consistent with the 12-inch indication standard for maximum visibility to drivers. The proposed new installations are consistent with Caltrans criteria as specified in State of California Standard Plans ES-4A And ES-4C for Signal Heads and Mounting (2010 Edition). Procurement Process Staff completed a formal bidding process for this project. Five bids were received and DC Electric Group, Inc. was found to be the lowest responsive and responsible bidder. See Attachment 2 (Bid Summary Sheet) for the bid results. Financial Impact Measure Q, State Gas Tax and Measure J Local funds are available in Project No. 2312, Traffic Signal Head Retrofit. The amount recommended to be awarded to DC Electric Group, Inc. is the bid amount plus an additional 10% for contingency. Environmental Determination This project is categorically exempt from further review under the provisions of the California Environmental Quality Act (CEQA) 1 under CEQA Regulations Sections 15301(b) Existing Facilities and 15302 Replacement or Reconstruction as the project consists of minor alteration to existing public facilities.
