What is SafeLink? SafeLink is a Lifeline-supported service, a government benefit program that provides free phone service for income eligible households. In order to participate persons must meet certain eligibility requirements set by each state where service is to be provided. The Lifeline program began in 1985 during the Reagan administration under the Federal Communications Commission (FCC) as a landline service. In 2008 after the Hurricane Katrina disaster, TracFone helped to bring the Lifeline program to a wireless service. The program is not funded with tax dollars. It is funded by contributions from telecommunications companies, which can elect to share the costs of those contributions with their subscribers. How to Qualify - Program Eligibility Medicaid Supplemental Nutrition Assistance Program (SNAP)/Food Stamps Supplemental Security Income (SSI) Temporary Assistance to Needy Families (TANF) National School Lunch Program (NSLP); free program only Low-Income Home Energy Assistance Program Section 8/Federal Public Housing Assistance Documentation of income or program participation may be required for enrollment. Lifeline service is non-transferable and limited to one per household.
