The Austrian toll collection system Since January 1, 2004 Tolls required for all motor vehicles whose highest total allowable weight exceeds 3.5 tons. Applicable to all highways in Austria. Communication via DSRC (Dedicated Short Range Communication) microwave Standard 5.8 GHz CEN 278 Go Box (on-board unit) Attaches to the inner windshield of trucks Specifies the number of axels Tolls collected based on emission category since 2010 Toll portals July 10, 2014 Kapsch TrafficCom Ten years of toll collection 3

A functioning network 478 toll bridge locations 911 toll segments 2,200 km of road networks 18 months time to build 0 minutes of disruption in the overall system ~750,000 regular users 220 sales points 45 toll collection verification vehicles 153 verification portals with vehicle classification and license plate recognition July 10, 2014 Kapsch TrafficCom Ten years of toll collection 4

Economic indicators > 1.1 billion in tolls collected per year 99% toll payment discipline 1.8 million toll transactions each workday ~ 8.9% of toll revenues goes to operating costs > 90% enforcement rate 662,000,000 transactions charged each year July 10, 2014 Kapsch TrafficCom Ten years of toll collection 5

Milestones Year 2005 Interoperability with Swiss HVF 2007 First interoperable transaction for EN15509 2008 Start of collection based on emission category (legally in force since 2010), adjustment of tariff and verification system 2010 Start of contractually stipulated modernization of the system; system can also be used for passenger vehicles without any major additional expense (completion this year) 2012 Interoperability with TollCollect (Germany) 2014 Interoperability with EasyGo (Scandinavia) July 10, 2014 Kapsch TrafficCom Ten years of toll collection 6

Toll collection systems in Europe Directive 1999/62/EC (infrastructure charging directive) for TEN-T routes (Trans- European Transport Networks) as the basis for national implementation Use for passenger vehicles optional Methods: Free-flow tolling Plaza tolling July 10, 2014 Kapsch TrafficCom Ten years of toll collection 7

Nationwide free-flow toll collection systems in Europe Built by Kapsch: Austria Switzerland Czech Republic Poland Belarus Others: Germany Slovakia Hungary July 10, 2014 Kapsch TrafficCom Ten years of toll collection 8

Current status in other European countries Portugal:Only free-flow toll collection system in Europe for the primary road network in which all vehicle classes have to pay tolls. Kapsch supplied the street-side infrastructure and the on-board units (OBUs). France:Toll plazas on concession routes, tender awarded to Autostrade, not yet in operation Belgium: Tender underway Scandinavia: Individual toll collection points on primary routes Italy Concession tolling routes with toll plazas for all vehicles Other countries: Mainly conventional route tolls Kapsch supplies components (transponders, transceivers) for many operators July 10, 2014 Kapsch TrafficCom Ten years of toll collection 9

Microwave or satellite? a business question 5.8 GHz CEN (DSRC/microwave) Suited for: primary road network, Class I roads, special tolls (tunnels, bridges, mountainous routes used by tourists, urban zones), electronic trail at toll plazas Economical for all vehicle classes Satellite (GNSS) Suited for: entire national road network including all lower-ranking traffic routes (tunnels and urban zones with technical restrictions) Can be implemented economically for certain vehicle classes (e.g. for trucks > 12t) July 10, 2014 Kapsch TrafficCom Ten years of toll collection 10

Status of the current toll collection discussion Fairness principle: charging on a route-related/time-related basis Differentiation between premium networks and secondary networks Customers are generally willing to pay tolls for premium routes as long as they offer advantages in terms of trans-regional driving comfort and travel time. Tolls are currently charged for secondary networks in special cases only (ecologically sensitive regions, mountainous routes, tunnels, urban zones...). Charging on a time-related basis must be just as fair as route tolling. July 10, 2014 Kapsch TrafficCom Ten years of toll collection 11

Toll discussion in Austria Nationwide tolls for trucks is economically not very attractive Limited revenues in the face of high costs compared with route tolling in the primary network Electronic vignettes ( Austrian evi ) Existing truck toll verification system could be used without incurring great added costs Conversion to electronic time clocking allows for higher flexibility and more comfort Existing manual toll collection stations could be converted for fully automatic processing Refinancing the infrastructure via the petroleum tax Although kilometers driven are increasing constantly, fuel consumption shows a stagnating tendency (lower-fuel vehicles) Trend toward alternative drive systems would erode revenues Location-related and time-related tariff models are more targeted July 10, 2014 Kapsch TrafficCom Ten years of toll collection 12

OECD recommendations Recommendations from the 2013 OECD Economic Report for Austria: Expansion of the kilometer-related truck toll system to passenger vehicles Introduction of time-related and location-related toll collection Higher toll rates during peak traffic times Abolition of commuter subsidies For more fairness in toll collection and ecological sustainability July 10, 2014 Kapsch TrafficCom Ten years of toll collection 13

Toll collection in the interplay between technology, politics, complex systems, the economy, and business Technology/traffic telematics Telecommunication: transport relevant data Informatics: use the data where it makes sense ( intelligent ) Electronics (or rather: sensors): automatically collect the relevant data Intelligent Transportation Systems (ITS):specific transportation applications that build on telematics technologically July 10, 2014 Kapsch TrafficCom Ten years of toll collection 14

Toll collection and ITS Toll collection as a prime example of successful ITS application Telematics Efficiency increase Environmental aspects (emissions and noise) Legal issues environment, data protection Enforcement Transportation policy (e.g. pay-as-you-drive) A rather complex matter Toll collection has become a matter of course and a best practice due to its success July 10, 2014 Kapsch TrafficCom Ten years of toll collection 15

Global traffic, local benefits Global Interoperability Clear effects on fleet management European and global aspects (route optimization, load efficiency, monitoring also has safety effects) Local Economic benefits from earmarking revenues as special purpose funds (to be invested in the infrastructure political decision) Additional infrastructure benefits possible: beacons for sensors and variable message signs, on-board units (OBUs) for additional applications July 10, 2014 Kapsch TrafficCom Ten years of toll collection 16

Outstanding questions Secondary road network Passenger vehicle toll collection Intermodality Functionality vs. technologies vs. deployment Pricing Public contract vs. business case (economy vs. business) Awareness: not only what is toll collection but also who is toll collection?
