Transportation Electrification The LADWP Plan

Discussion Today Discussion today: - Role of Transportation Electrification for LADWP - How we do it (The Plan) - Lessons Learned 1

LADWP s Integrated Resource Plan Electric Vehicles (EVs) role in IRP Promote a green environment. (75% less GHG than gas). Promote customer efficiency -Less than $1 per gallon of gas - All Customer Save Money Integration of renewable resources. Every Battery Electric Vehicle (BEV) = ½ a house night load. 2

GHG Emission Reduction Green House Gas Emission Reductions: Goal of AB 32 is 80% reduction below 1990 levels by 2050 CARB reported in 2012 Transportation was 37% of CO2. Electric Generation was 11%. Recommended Case: - 50% Renewable - No Coal Power - High Energy Efficiency (EE) - No Once Through Ocean Cooling - High EV Model

How Many EVs are Needed? 4

All Program Rate Contribution 5

EVs and Integration of Renewables Solar Concerns: Over-generation from Solar Huge Load Ramp Rate at Sundown EV Solution: Prescriptive Preferred Rates Dynamic Rate Pricing EV Infrastructure to Support It. Better Utility Load Factor 6

LADWP s draft 5 Year EV Plan LADWP s Electric Transportation Program FY 2017-2021 5 Year Goal: The equivalent of 145,000 Electric Vehicles in LA Strategy: 1. Increase EV adoption to 15% of vehicle purchases 2. Count Public and Workplace Chargers as EV equivalent. 3. Consider non-light duty as EV equivalent (i.e. Medium & Heavy Duty ). 7

LADWP EV Plan 8

EV Education & Outreach Outreach Efforts Electric Vehicle Ride and Drive Program National Drive Electric Week Event in at Expo Park & Watts Major Accounts Ride and Drive Event Targeted News Letters & Social Media Programs & Rebates Promoted at: Los Angeles Auto Show Exhibit Earth Day Many other community groups. Customer Communications Call Center Support Two EV Websites supported Electric Service Reps Support Email Support 9

City EV Fleet Mayor Garcetti s Sustainability plan 50% of Light Duty City fleet purchases will be BEV Over 5 years, should result in 1600 vehicles. City Depts. Looking to Utility for advice. Purchased Plug-In Hybrid Bucket & Digger Derrick Trucks 10

Large EV Fleet.LAPD 11

Residential EV Charging EV Charger Rebates since May, 2011. Up to $500 per L2 (240V) charger Extra $250 for dedicated electric service for EV rate discount Developing Residential Smart EV charging pilot. Pay customers to charge at the right time Future features are demand response and dynamic pricing. 12

Commercial EV Charging Commercial Customers Workplace, public, and multi-unit dwellings Up to $4,000 per charger Up to 20 chargers/property Future: Considering a Direct install program LADWP s program is different from other utility programs (Ownership & Partnership) 13

Heavy Duty Electrification DWP Infrastructure Strategy Support the emerging heavy duty EV market such as electric busses and port transit equipment DWP Charger Funding Gap Service Planning Rebates LCFS Allocation 14

Real Life Heavy Duty EV Examples LADOT purchased 4 EV DASH Busses Metro Planning to convert LA Orange Bus Line Port Of LA (POLA) doing a 5 yard truck demo 15

Heavy Duty EV Rates Two Heavy Duty EV Needs: Depot Charging: DWP has a great off-peak, A3 industrial rate with no monthly demand charge. 14 hours a day weekdays 24 hours weekends. 2.5 cents/kwh discount on off-peak Anytime Rate : Need to develop a rate for charging anytime during the day. 16

DC Fast Charging in LA 17

Commercial Public Charging in LA 18

City Infrastructure City EV Infrastructure Support: City has over 500 Level 2 chargers for Public, Fleet, and Workplace Charging. Lead organization supporting installation of 183 new level 2 (240V) public chargers at 29 locations for other City Departments Supporting installation of 200 curbside chargers for an LA City low-income car sharing program. Installed 16 DC Fast Chargers near Freeway Intersections. Working on a new model for 12 more DC Fast Chargers. 19

LADWP EV Program 5 year Results Expected Program Results: The equivalent of 145,000 plug-in EVs in Los Angeles. LA s visible support for EV Technology through 10,000 City and Private Commercial Chargers for Public, Workplace, Multi-Unit Dwellings and 1600 City Plug-in vehicles. Support Residential Charging (5000 chargers) Utility Goals including GHG emission reductions, help absorb excess solar energy, better utilization of assets, and customer savings. 23
