2 INTRODUCTION TO ULEZ Ultra Low Emission Zone - background Nitrogen Dioxide (NO 2 ) causes significant harm to public health ULEZ Objectives London currently exceeds legal limits for NO 2 concentrations set by the European Commission Concentrations are higher in central London The Ultra Low Emission Zone (ULEZ) will lead to significant reductions in NO 2 across London

7 INTRODUCTION TO ULEZ Bus policies Retrofitting older buses- fitting selective catalytic reduction to exhausts reduces NO x by >80% Trialling wireless inductive charging Trialling hydrogen & biodiesel Introducing hybrid & electric buses, including the New Routemaster and an electric double decker trial From 2020 all double decker buses in central London will be hybrid and all single decker buses will be electric or hydrogen

8 INTRODUCTION TO ULEZ Taxi and private hire vehicles Zero emission capable licensing requirements for newly licensed taxis from January 2018 Taxi decommissioning scheme and purchase grants for zero emission capable taxis introduced in 2017 Zero emission capable licensing requirements for newly licensed PHVs from January 2020 As a result London s entire taxi and PHV fleet will be zero emission capable by 2033

9 INTRODUCTION TO ULEZ Emissions benefits 36% ULEZ would reduce total vehicle NO x by 49%, exhaust PM 10 / PM 2.5 by 48% and CO 2 by 14% in central London Central London Inner London Outer London CO 2-14% -3% 0.5% NO 2-47% -18% -10% NO x -49% -18% -10% PM 10 (exhaust) -47% -13% -1% PM 2.5 - (exhaust) -48% -13% -2%

New Mayor of London, Sadiq Khan, elected on a mandate to clean up London s air The Mayor has asked TfL to look at ambitious plans to tackle London s air pollution and consult on: Extending ULEZ to North & South Circular Roads and possibility of introducing ULEZ earlier than 2020 Implementing an extra charge on most polluting vehicles in Congestion Charge zone from 2017 Introducing ULEZ standards for heavy vehicles London-wide from 2020
