Introduction to the Ultra Low Emission Zone
INTRODUCTION TO ULEZ Ultra Low Emission Zone - background Nitrogen Dioxide (NO 2 ) causes significant harm to public health ULEZ Objectives London currently exceeds legal limits for NO 2 concentrations set by the European Commission Concentrations are higher in central London The Ultra Low Emission Zone (ULEZ) will lead to significant reductions in NO 2 across London
INTRODUCTION TO ULEZ Transport Emissions Roadmap Objectives: Reduce air pollutant emissions from ground-based transport across London Reduce greenhouse gas (e.g. CO 2, black carbon) emissions from groundbased transport Outcomes: Cleaner vehicles Less vehicle kilometres Benefits: Health Green Jobs and Growth Equality Biodiversity and built environment
INTRODUCTION TO ULEZ Summary of top ten TERM measures 1. Implementing an Ultra Low Emission Zone (ULEZ) in central London 2. Tightening the Low Emission Zone (LEZ) 3. Making traffic management and regulation smarter 4. Helping Londoners tackle air pollution and climate change 5. Driving the uptake of Low Emission Vehicles 6. Cleaning up electricity for London's transport 7. Transforming London's bus fleet 8. Delivering zero emission taxi and private hire fleets 9. Transforming London's public and commercial fleets 10. Developing Low Emission Neighbourhoods
INTRODUCTION TO ULEZ From 7 September 2020 24/7 Euro VI (<6yrs old in 2020) Euro 4 petrol (<13-14yrs old in 2020) Euro 6 diesel (<4-5yrs old in 2020)...or 100 a day...or 12.50 a day Exempt (London-wide standards) Euro 3 (<13yrs old in 2020)...or 12.50 a day
INTRODUCTION TO ULEZ ULEZ standards and charges Vehicle Type Heavy goods vehicles Category N1 and N2 Bus/coach Category M3 Large van and minibus Category N1 (ii and iii) and M2 Car and small van Category M1 and N1(i) Motorcycle, moped etc. Category L Minimum Emission standards Date from when most vehicles will meet Euro standard Maximum age of vehicle by 2020 Euro VI From 1 January 2014 6 years 100 Euro VI From 1 January 2014 6 years 100 Euro 4 (petrol) Euro 6 (diesel) Euro 4 (petrol) Euro 6 (diesel) From 1 January 2007 From 1 September 2016 From 1 January 2006 From 1 September 2015 13 years 4 years 14 years 5 years Charge if vehicle is not compliant with the ULEZ standards 12.50 12.50 Euro 3 From 1 July 2007 13 years 12.50
INTRODUCTION TO ULEZ Bus policies Retrofitting older buses- fitting selective catalytic reduction to exhausts reduces NO x by >80% Trialling wireless inductive charging Trialling hydrogen & biodiesel Introducing hybrid & electric buses, including the New Routemaster and an electric double decker trial From 2020 all double decker buses in central London will be hybrid and all single decker buses will be electric or hydrogen
INTRODUCTION TO ULEZ Taxi and private hire vehicles Zero emission capable licensing requirements for newly licensed taxis from January 2018 Taxi decommissioning scheme and purchase grants for zero emission capable taxis introduced in 2017 Zero emission capable licensing requirements for newly licensed PHVs from January 2020 As a result London s entire taxi and PHV fleet will be zero emission capable by 2033
INTRODUCTION TO ULEZ Emissions benefits 36% ULEZ would reduce total vehicle NO x by 49%, exhaust PM 10 / PM 2.5 by 48% and CO 2 by 14% in central London Central London Inner London Outer London CO 2-14% -3% 0.5% NO 2-47% -18% -10% NO x -49% -18% -10% PM 10 (exhaust) -47% -13% -1% PM 2.5 - (exhaust) -48% -13% -2%
INTRODUCTION TO ULEZ What next? New Mayor of London, Sadiq Khan, elected on a mandate to clean up London s air The Mayor has asked TfL to look at ambitious plans to tackle London s air pollution and consult on: Extending ULEZ to North & South Circular Roads and possibility of introducing ULEZ earlier than 2020 Implementing an extra charge on most polluting vehicles in Congestion Charge zone from 2017 Introducing ULEZ standards for heavy vehicles London-wide from 2020
