Foreword The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. The Permit Manual is updated three times a year. Each state analysis includes information in a standardized format: contact, legal limits, special permit limits, general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always advised to check with the state offices on current laws and procedures. This project could not have been completed without the advice and consultation of many state officials. Travel is allowed from one-half hour before sunrise to one-half hour after sunset Monday through Saturday. No travel is permitted on Sundays or major holidays. Operators must remove all pieces which can feasibly be removed (buckets, counterweights). Blades or buckets, which protrude trailer, do not need to be removed; however, they must be loaded to the rear of the trailer. Vehicles over 100,000 lbs. GVW must have routing authority, and must have proper insurance (based on annual permit limits). Divisible load permits are not available. Insurance ACCORD FORM 25 Valid Certificates: The company name on the certificate of insurance must be identical to the company name on the permit orders; this includes both Single Trip Permits and Annual permits. Vehicle Identification Number (VIN): VIN(s) are required on the certificate of insurance when obtaining an Annual permit. Who needs Insurance? All house moves and Annual permits require a certificate of Insurance. Any Single trip with the following: over 14 wide, over 16 high or over 150,000lbs Effective Dates: Our office requires that all certificates of insurance have an effective and expiration date. The certificate expiration date must be a minimum of six (6) months from the policy effective date. Annual Coverage Amounts: $100,000- Bodily Injury (per person) Auto liability only $300,000- Bodily Injury (per accident) $300,000- Property Damage If combined single limit policy, $1,000,000 minimum is required For Super loads the amounts may be higher Original Certificate: This office requires an original certificate of insurance to be typed and signed by an authorized agent. Permit Information Required - Load description; overall dimensions; gross weight; trailer license number and state; origin and destination (request original points of origin and final destination also); routes to be traveled; effective dates; and commodity containerized. FEES Single Trip Overdimensional Load Permits: Overheight - $10 Overweight Load Permits: Weight Only With Oversize 80,001 100,000 $ 10 $ 20 100,001 125,000 30 40 125,001 150,000 60 70 over 150,000 (requested by letter) 100 110 Annual Permits available for $100 ESCORTS AND SIGNS Labeling A sign shall be mounted on the front and rear of any overwidth or overlength vehicle or combination of vehicles and loads. When escorts are required, a sign shall be mounted on the front of the escort vehicle (for a front escort) and to the rear of the escort vehicle (for a rear escort). The sign shall contain the wording OVERSIZE LOAD and be seven (7) feet wide by eighteen (18) inches high in black letters ten (10) inches high with 1 5/8 inch (series C ) brush stroke on a yellow or orange background. Red flags 18" square must be displayed at the front and rear corners of all oversize loads. Escort Vehicles and Personnel - Escort vehicles must be equipped with amber flashing or revolving lights. They must also have oversize load signs. Must be able to communicate with driver of oversize vehicle or vehicles. Vehicles over 12' in width must be accompanied by front and rear escorts. Vehicles over 16' in height must have one front escort. A single rear escort is required for a vehicle 76 to 105, with a front and rear escort required for lengths in excess of 105. Vehicles with overhang of more than 5' in the rear must have a rear escort, while a vehicle with more than a 10' overhang in front requires an escort preceding the vehicle. If bulldozer blades overhang, a minimum of one escort is required. Two 5 flashing amber lights shall be mounted approximately 6 feet from ground level on rear corners of mobile homes. FINES Fines are set by individual counties, and may range from a minimum of $100 to a maximum of $500 per violation. Operators may shift the load to avoid an over-axle citation unless the vehicle is over the gross weight allowed. RESTRICTED TRAVEL Vehicles over 150' in length must travel between 9:00 am and 3:00 pm Monday through Friday in the metropolitan areas. Moving heavy equipment at railroad grade crossings. (a) No person shall operate or move any crawler-type tractor, steam shovel, derrick, roller or any equipment or structure having a normal operating speed of 10 or less miles per hour or a vertical body or load clearance of less than one-half inch per foot of the distance between any two adjacent axles or in any event of less than nine inches, measured above the level surface of a roadway, upon or across any tracks at a railroad grade crossing without first complying with this section. (b) Before making any such crossing the person operating or moving any such vehicle or equipment shall first stop the same not less than 15' nor more than 50' from the nearest rail of such railroad and while so stopped shall listen and look in both directions also on such track for any approaching train and for signals indicating the approach of a train, and shall not proceed until the crossing can be made safely. (c) No such crossing shall be made when warning is given by automatic signal or crossing gates or a flagman is provided by the railroad, movement over the crossing shall be under his direction. PERMIT ORDERING Permits can be ordered online at: http://www.dot.state.al.us/docs/bureaus/maintenance/permits/oversizeoverweight+permit+info.htm Companies not in the system must fill out the New Haulers Form. Once the information is verified the customer will be added to the Alabama DOT database (approximately 2hours) to order permits online. All permit forms can be accessed at: www.dot.state.al.us/docs/bureaus/maintenance/permits/oversizeoverweight+permit+info.htm and submitted electronically or faxed to 334-832-9084 or emailed to AlabamaPermits@dot.state.al.us SPECIAL NOTES Recent Changes Securement Effective June 1, 2009 any driver picking up or delivering steel, aluminum, or other metal coils in the state of Alabama will be required to be trained and certified in proper load securement of coils. Specifically, Alabama law states: 32-9A-2(a) (4)a: No motor carrier may initiate or terminate in Alabama the commercial transport of metal coils, as defined in 49 CFR 393.120, unless the commercial vehicle operator is certified in proper load securement 32-9A-4(d): Any motor carrier violating Section 32-9A-2(a) (4)a shall be guilty of a misdemeanor and punished by a fine of not less than five thousand dollars ($5,000) nor more than ten thousand dollars ($10,000). Required Information - The City and State of origin and destination are now required information on all permit/routing request! Route Restrictions - Pending Changes The State of Alabama does not currently require certification for the pilot car drivers who escort oversize/overweight vehicles.
