KHARIF, 2017 Dated: Shimla-5, the 4 th May 2017 Subject: - Notification of Pradhan Mantri Fasal Bima Yojna (PMFBY) in Himachal Pradesh for Kharif, 2017 season. Sir, The Government of India, Ministry of Agriculture, Department of Agriculture & Cooperation, New Delhi, has implemented Crop Insurance scheme of Pradhan Mantri Fasal Bima Yojna (PMFBY) during Kharif, 2017 season as per Administrative approval received vide letter No. 13015/03/2016-Credit-II dated 31 st October, 2016. As decided by the State Level Coordination Committee on Crop Insurance (SLCCCI) in its meeting held on 29 th April, 2017 at 11:00 A.M. under the Chairmanship of the Additional Chief Secretary (Agriculture) to the Govt. of H.P., the Pradhan Mantri Fasal Bima Yojna (PMFBY) will be implemented during Kharif, 2017 season on the following terms & conditions. During Kharif, 2017 season, Maize and Paddy crops will be covered under this scheme. The Agriculture Insurance Company of India Ltd., will be the Implementing Agency (IA) for Maize and Paddy crops in both Cluster-1 and Cluster-II as decided on the basis of Lowest Weighted Average Premium (WAP) as per Operational Guidelines received from the Govt. of India.

1. Coverage of Risks & Exclusions:- Following stages of the crop and risks leading to crop loss are covered under the scheme: a) Prevented Sowing/ Planting Risk: Insured area prevented from sowing/ planting due to deficit rainfall or adverse seasonal conditions. b) Standing Crops (Sowing to Harvesting) : Comprehensive risk insurance is provided to cover yield losses due to non preventable risks viz. Drought, Dry Spell, Flood, Inundation, Pests and Diseases, Land Slides, Natural Fire and Lightening, Storm, Hailstorm, Cyclone, Typhoon, Tempest, Hurricane and Tornado etc. c) Post-Harvest Losses: Coverage is available only upto a maximum period of two weeks from Harvesting for those crops which are allowed to dry in cut and spread condition in the field after harvesting against specific perils of cyclone and cyclonic rains and unseasonal rains. d) Localized Calamities: Loss/damage resulting from occurrence of identified localized risks of Hailstorm, Landslide and Inundation affecting isolated farms in the notified area. 2. General Exclusions: Losses arising out of war & nuclear risks, malicious damage & other preventable risks shall be excluded. 3. Coverage of Farmers:- All farmers including sharecroppers and tenant farmers growing the notified crops in the notified area are eligible for coverage. However farmer should have Insurable interest for the notified/ Insured Crops. The non-loanee farmers are required to submit necessary document evidence of land records prevailing in the State (Records of Right (RoR), Land Possession Certificate (LPC) etc.) and/or applicable/contract/ agreement details/ other documents notified/ permitted by concerned State Govt. (in case of share croppers/tenant farmers). a) Compulsory Component: The scheme would be compulsory to the Loanee farmers availing Seasonal Agricultural Operation (SAO) loans from the Financial Institutions, i.e. Commercial Banks, Cooperative Banks, Regional Rural Banks and Primary Agricultural Cooperatives (PACs) for the insured crops within the stipulated period. b) Voluntary Component: The scheme would be optional for the non-loanee farmers. 4. Crops Covered & Insurance Units:- During Kharif, 2017, Maize & Paddy crops will be covered in 10 Districts except Kinnaur & Lahaul/Spiti. The Insurance Units would be Tehsil/ Sub-Tehsil which have been annexed at Annexure - A & B.

5. Cluster formation under PMFBY:- There are 2 Clusters under PMFBY during Kharif, 2017 season which are as under:- Cluster I : There are four Districts in this cluster, i.e. Chamba, Hamirpur, Kangra and Una. Cluster II : There are six Districts in this cluster, i.e. Bilaspur, Mandi, Kullu, Shimla, Solan and Sirmour. 6. Indemnity Level :- 7. Sum Insured:- The indemnity levels for Maize and Paddy crops will be at 80%. each. The sum Insured for both Maize & Paddy Crops will be Rs.30,000/- per hect. 8. Premium Rates & Implementing Agencies:- As per Government of India operational guidelines, Tenders were called from all 18 empanelled Insurance Companies upto 17 th April, 2017 which were opened and finalized on 18th April, 2017. 9. Subsidy on Premium:- Maximum Insurance Charges payable by the farmer for the cereal crops to be covered during Kharif, 2017 season would be 2% of Sum Insured or Actuarial Rate, whichever is less. The difference between actuarial premium rate and the rate of Insurance charges payable by farmers shall be treated as Rate of Normal premium Subsidy, which shall be shared equally by Centre and State Governments. 10. Claim Settlement : Insurance Company shall take all necessary steps to take appropriate re-insurance cover for their portfolio in order to safeguard insured s interest. The liability of payment of all claims shall be of the concerned IAs. However, in case premium to claim ratio exceeds 1:3.5 or percentage of claims to sum Insured exceeds 35%, whichever is higher at the National Level in a Crop Season, the Govt. will provide protection to Implementing Agencies (IAs). The losses exceeding the above mentioned level in the crop season would be met by the Central Govt. and the concerned State/UT Govts. on 50:50 basis. 11. Seasonality Discipline : The cut -off date is uniform for loanee and non-loanee cultivators. The seasonality discipline is given as under : S.N. Activity Kharif 1 Loaning period (loan sanctioned /renewed) for Loanee farmers covered on compulsory basis. 2 Cut-off date for receipt of Proposals of farmers/debit of premium from farmers account (loanee & non-loanee). 3 Cut-off date for receipt of consolidated Declarations/ proposal of Loanee farmers covered on compulsory basis & non-loanee farmers covered on Voluntary basis from Bank branches (CBs/RRBs) to respective Insurance Companies and DCCBs for PACS. 4 Cut-off date for receipt of declarations of farmers covered on Voluntary basis from designated Insurance Agent(s) to Insurance Companies 5 Cut-off date for receipt of proposal of Loanee farmers covered on compulsory basis & nonloanee farmers covered on voluntary basis from respective DCCBs/Nodal Banks (for Cooperatives). 6 Uploading of soft copy of the details of individual insured farmers by Commercial Banks/RRBs/PACS/Intermediaries. April to July 31 st July Within 15 days for loanee farmers and 7 days for non-loanee farmers after cut-off date, (i.e. 15-8-2017 for Loanee farmers and 7-8-2017 for Non-Loanee farmers). Within 7 days of receipt of declaration/ premium. Within 7 days of receipt of Declarations by the respective Nodal Bank offices, (i.e. 22-8-2017 for Loanee farmers and 14-8-2017 for Non-Loanee farmers). Within 15 days after cut-off date for collection of Premium from farmers.

7 Entry of all requisite information/data on Crop Within a week of issuance of Insurance Portal. Notification. 8 Cut-off date for receipt of Yield data. Within a month from final harvest, i.e. 31 st December, 2017. 9 Processing, Approval and Payment of Final Claims based on Yield data. 10 On Account Payment of Claims due to Mid Season Adversity. 11 Prevented/Failed Sowing and Prevented Planting/Germination Claims in the State. 12 Normal Sowing time of Maize and Paddy crops. 13 Normal Harvest time of Maize and Paddy crops. Three weeks from receipt of Yield data from the State Government. If Adversity occurs within 15 days before the normal Harvest time, this provision will not be invoked. Date by which provision can be invoked is 15 th August for Maize and Paddy crops. June/July. October/November. * There may be alteration in the Seasonality Discipline as per instructions issued by the Govt. of India, if any, from time to time. 12. Assessment of loss/ shortfall in yield:- a) Crop Cutting Experiments: State shall maintain single series of crop cutting experiment, i.e same set of CCEs and yield estimates are used both for crop production estimates and crop insurance. In instances, where required number of crop cutting experiments could not be conducted due to non-availability of adequate cropped area, the yield estimates for such insurance unit area can be generated by using methods as (i) Clubbing with neighboring/ contagious units or (ii) adopting yield estimates of next higher units or (iii) adopting the yield of neighboring insurance units with maximum correlation. b) Assessment of Claims : If actual yield (AY) per hectare of insured crop for insurance unit (calculated on the basis of requisite number of CCEs) in insured season falls short of specified threshold yield, all insured farmers growing that crop in the defined area are deemed to have suffered short fall in yield of similar magnitude. PMFBY seeks to provide coverage against such contingency. Claims shall be calculated as per following formula :- (Threshold Yield - Actual Yield) X Sum Insured Threshold Yield Where Threshold Yield for a crop in a notified Insurance Unit is the Average Yield of past seven years (excluding a maximum of two calamity year(s) as notified by State Govt./ UT) multiplied by applicable Indemnity Level for that crop.

13. Joint Committee : There will be a joint committee for assessment of crop damage in each District. The District committee will comprise District Agriculture Officer of Agriculture Department (as a Chairman), Sadar Kanungo of Revenue Department (as a member) and representative of Implementing Agency (as a member) of concerned District. The committee has to issue the loss intimation order within seven days from the adverse seasonal event. The Joint Committee has already been notified by the Govt. of H.P. vide letter No. Agr-B-F(1)-3/2016 dated 26 th May, 2016. The Weather data as per requirement may be taken from the Reference Weather Stations (RWS) which are annexed at Annexure C. The Reference Weather Stations (RWS) are to be installed in Hamirpur & Una Districts and also in Sub-Tehsil Ramshehar of Solan District during Kharif, 2017 season by the Implementing Agency as per clarification given in the Tender Document. 14. District Level Monitoring Committee (DLMC) : There will be a District Level Monitoring Committee (DLMC) headed by the District Magistrate. The members will be District Agriculture Officer of Agriculture Department, DCCB, Lead Bank representative and Implementing Agency. The Committee will monitor implementation of the scheme by providing fortnightly crop condition reports and periodical reports on seasonal weather conditions, loans disbursed, extent of area cultivated etc. The District Level Monitoring Committee (DLMC) shall also monitor conduct of Crop Cutting Experiments in the District. The District Level Monitoring Committee (DLMC) has already been notified by the Govt. of H.P. vide letter No.Agr-BF(1)-10/2016 dated 26 th November, 2016. 15. Publicity and Awareness:- Adequate publicity needs to be given in all the villages of the notified District/ areas by the Agriculture Department, concerned Insurance Companies and Financial Institutions by all possible means of communication, electronic and print media etc. 16. Commission and Bank Charges:- Bank and other Financial Institutions etc. shall be paid service charges @ 4% of the premium collected from farmers. Rural agents engaged in providing insurance related services to farmers may be paid appropriate commission as decided by the Insurance Company, subject to cap prescribed under IRDA regulations. 17. Role of Various Agencies:- i) The State Level Bankers Committee (SLBC), The Lead Bank Managers, the Cooperative Banks, Agriculture Insurance Co. of India Ltd. (Implementing Agency) shall take immediate necessary action to ensure the implementation of the scheme in the State as detailed above. ii) The Implementing Agency in respective shall ensure that claims are paid at the earliest after release of State Govt. share. Litigations, if any, for delay in payment of claims and if any other, shall be the sole responsibility of the Implementing Agency. iii) To credit the claims proceeds of PMFBY received from Insurance Company to respective beneficiary bank account within 7 Days.

iv) The Implementing Agency shall make necessary arrangements to give wide publicity to the scheme. v) The Convener, District Level Bankers Committee will monitor the progress of this scheme in its periodical meetings from time to time.
