COUNTY DETENTION FACILITIES 2008 ANNUAL REPORT Inmate Profile Summary This County Detention Facilities Summary provides an annual profile of Florida's detention facility inmate populations. Monthly Average Daily Population (ADP) figures include male, female, adult and juvenile inmates. The information in this report was collected by the Department of Corrections from the individual institutions as mandated by F.S. 951.23(2). Table 1 illustrates county jail populations over an eight-year period (2001-2008). The 2008 population figures are arranged into felony, misdemeanor and "other" subcategories in Table 2 and Table 2A. "Other" includes the number of parole violators, state inmates, undocumented aliens, holdings for other jurisdictions and individuals detained under the Baker (mental health) and Marchman (substance abuse) Acts. Within both felony and misdemeanor subcategories, the number of inmates sentenced, held for trial or sentencing, and those detained or sentenced for violation of probation are listed. Table 3 lists average 2008 populations by facility and by month. Table 4 and Table 5 shows the average 2008 felony and misdemeanor (respectively) pretrial populations by facility and month. Table 6 features the average 2008 populations at county jails and average incarceration rates by county. Table 7 again lists average 2008 populations by facility and by month, with additional statistics applied to the averages. Finally, Table 8 categorizes groups of counties dependant upon Average Incarceration rates for those counties for 2008. Non-Reporting Facilities COUNTY DETENTION FACILITIES 2008 ANNUAL REPORT Miscellaneous Information Due to varying circumstances, several facilities did not report at various times during the year and, therefore, are not included in the statewide totals. These need to be taken into consideration when referring to the numbers presented in this report. The following is a list of facilities, by month, which did not turn in a report during 2008. The number in parenthesis next to the month indicates the number of facilities that did not report in that month. Beginning August 2007 the standard practice of omitting those facilities that did not report was changed somewhat. In order to publish more accurate totals for the overall state jail population, if a facility did not report that month, the facility was either asked to provide its average daily population for that month instead or a total from a previous report was used. So, although demographics for that facility are not available for that month through this report, its simple total population count or estimation for that month is available. For simplicity we present these statistics in two sections. Section I includes information that was provided by the facilities in which all requested demographic numbers were reported. In Section II we combine this information with the facilities that did not produce requested demographics for the selected months. SECTION I COUNTY DETENTION FACILITIES PROFILE SUMMARY 2008 In Section I, only statistics from facilities that provided demographic information are considered. For a more complete, but less detailed picture about total jail population refer to Section II. Average Daily Population On average, there were 61,500 inmates in Florida's county detention facilities during 2008 for facilities that provided demographic information. To compare with last years figures, this year s count of 61,500 inmates represents a 3.0% decrease in the inmate population from that reported for the previous year. In recent history, trends in incarcerated populations in Florida typically increase from year to year. It is possible that this decrease is caused by missing data from the jails that did not report, however decreases such as this have happened in the past. A decrease of comparable magnitude occurred in 1999. For those inmates in which demographics were reported, the statewide average daily population (ADP) totals for 2008 include 52,472 adult males (85.3%), 8,177 adult females (13.3%), 820 juvenile males (1.3%) and 31 juvenile females (0.1%). 2008 JAIL POPULATION RECAP 76.8% of the total inmate population was incarcerated for felony offenses, while 18.4% were detained for misdemeanor crimes. All others confined amounted to 4.7% of the total population. Juveniles accounted for 851 or 1.4% of the overall inmate population, with the majority (820) being male. Most juveniles (98.0%) were charged with felonies. The majority (86.7% or 53,292) of those incarcerated in county detention facilities in 2008 were male. 1

Pretrial Population Levels The percentage of jailed inmates awaiting trial in Florida fluctuated mildly around 60% throughout the year. On average, 61.4% of offenders in county detention facilities in 2008 were pretrial. See chart below for 2008 average pretrial percentages. SECTION II COUNTY DETENTION FACILITIES PROFILE SUMMARY 2008 In Section II all numbers presented in Section I are counted, but they are combined with additional population counts in which demographic information could not be provided by the jail facility. Because of the lack of demographic detail, this information was omitted in Section I. This demographic information provided in Section I informed us about issues concerning pretrial populations, offender sex, adulthood, et cetera. It would have been inappropriate to combine demographic counts with non-demographic counts as it pertained to these issues. But, in Section II, the extra information will be used to present numbers involving a more complete picture of Florida s total jail population and also county incarceration rates. See page ii for more details. Incarceration Rates In 2008, the statewide county detention incarceration rate was 3.5 per 1,000 county residents based on the population estimates for 2008 (Table 6). This is based on county population figures which are estimates of the April 1, 2008 state population. They are provided by the University of Florida, Bureau of Economic and Business Research via the website of the Florida Legislature s Office of Economic and Demographic Research, published there November 2008. Average incarceration rates ranged from a low of 1.1 in Union County, to a high of 8.7 Wakulla County. Other counties may also be experiencing high incarceration rates due to the contracting of bed space for state and federal inmates. 20
