Planned Development Project Trips In addition to the background growth and development in and around, there are several other major development projects in the vicinity of the study area that are currently under construction or planned for the near future that will add traffic to the roadway network and study intersections. Table below is from the DGEIS. It shows the status of four planned projects as of July 00. These projects were the basis for the development of other Planned Development trips, which are added to existing and background growth trips to develop a 0 No-Build traffic scenario. Table below is an adjustment to the DGEIS Table based on current conditions. Below is an explanation for the development of Planned Development trips for the FGEIS. The traffic generated by these nearby projects was determined separately from the background growth in traffic. The new 00 traffic volumes include the portions of these projects that have been built to date. The trip generation data and distribution patterns for these other projects were taken from the traffic impact studies performed for each project to determine the balance of trips to be added to the network. Although many of the intersections being analyzed for were included in these studies, some were not. At locations where future data for the other projects were not available, the project generated traffic from each study was carried downstream to the intersections under study for. These volumes from the other projects were combined with the background growth in traffic, resulting in the expected No- Build traffic volumes throughout the study area. Tanger Outlet Center A field trip was conducted on June, 00 to review the current status of this development project in comparison to what the Draft Generic Environmental Impact Statement for Tanger Outlet Center at The Arches indicated would be built. There are stores, of which 0 were built, but vacant. This shows a vacancy rate of about percent. Also, the DGEIS indicated that a 0,000 SF Discount Store would be developed on the site. This has not been built. Table shows the total vehicle trips projected for Tanger and how it compares to existing conditions. Existing Build condition are based on percent of the Factory Outlet Trips (Table TRA--D) plus all multiplex and restaurant Full-Build trips. Therefore, the percentages shown above under percent remaining were added to the other planned development trips representing the Tanger portion of these trips. Figures TRA--,, and show the a.m., p.m., and Saturday peak hour trips associated with this development. PJ Venture II This project has been completed; however, recently the developer has proposed that the Commack Cinema be torn down and replaced with a Lowe s Supercenter. shows the breakdown of planned development trips used in the DGEIS, provided from the Traffic Study for those projects. The Planned Development trips used for this new proposal were based on a,000 SF Home Improvement Store in the th Edition of ITE Trip Generation. Although the Lowe s is a replacement of trips currently produced by the Movie Theatre, no trip credits were taken for existing traffic in order to present a conservative analysis. The planned development trips for the FGEIS were based on adding in the new Lowe s trips using the PJ Venture II/Cosentino Commerce Center Traffic Study trip distributions. Figure TRA--,, and show the a.m., p.m. and Saturday peak hour trips associated with this development. II Industrial Park Expansion According to the owner of the Industrial Park, there is about,000 SF of building opportunity left on the site. He plans to have the site built and occupied by 0. This is about one half of what was included in the DGEIS. Therefore, the remaining half of planned trips from the II Industrial Park Expansion was added into the other planned development trips. Figures TRA--,, and show the a.m., p.m., and Saturday peak hour trips associated with this development. NYSDOT Long Island Truck-Rail Intermodal (LITRIM) The Intermodal facility is still planned and there have not been any changes since the DGEIS was completed. Therefore, the same number of trips considered in the DGEIS is added to the Planned Development trips used in the FGEIS. Figures TRA--0,, and show the a.m., p.m., and Saturday peak hour trips associated with this development.
