Closed to public access from 18 September (Fri) to 20 September (Sun), from 2000hr to 0200hr the following day for crowd dispersal. Converted to 2-way traffic from 18 September (Fri) to 20 September (Sun) from 2000hr to 0200hr the following day for tenants carpark access. St Andrew s Road Generally closed to public access from 16 September (Wed) 0000hr till 22 September (Fri) 0530hr. However, will allow for one way through traffic towards Stamford Road during morning peak on 16 September (Wed) to 18 September (Fri) from 0530hr to 0930hr. Connaught Drive Esplanade Drive Lane closures at sections along St. Andrew s Road will be lifted progressively from 22 September (Tues) 0530hr to 25 September (Fri) 0500hr. Closed to public access from 16 September (Wed) 0000hr to 22 September (Tue) 0530hr. Generally closed for public access from 16 September (Wed) 0000hr till 22 September (Tues) 0530hr. However, will allow for one way through traffic from Nicoll Highway towards Shenton Way during morning peak on the 16 September (Wed) to 19 September (Sat) from 0530hr to 0930hr. Highway towards Shenton Way during morning peak on the 21 September (Mon) from 0530hr to 0930hr. Will also allow for two way through traffic on Esplanade Drive during evening peak on the 21 September (Mon) from 17000hr to 2030hr. Lane closures at sections along Esplanade Drive will be lifted progressively from 22 September (Tues) 0530hr to 25 September (Fri) 0500hr. Esplanade Drive, St Andrew s Road and Connaught Drive will resume vehicular access from 22 September (Tues) 0530hr onwards, with remaining specific lane closures as mentioned above. 2) North Bridge Road is open for access at all times. CAR PARK ACCESS 1) Access to Arts House/ Victoria Theatre/ Victoria Concert Hall/ Asian Civilisations Museum car parks is not available to the public from 16 September (Wed) 0000hr till 22 September (Tues) 0530hr. Alternative car park access is possible at Parliament House, Funan DigitalLife Mall, The Adelphi and Fullerton Hotel. 2) Car park access for Arts House/ Victoria Theatre/ Victoria Concert Hall/ Asian Civilisations Museum season parking ticket holders is as follows: Season parking ticket holders will have access to car park on 16 September (Wed) at 1000hr to 2359hr. o These season parking ticket holders can enter and exit via Gate 6 (vehicle gate 3) at Fullerton Road to access to their car park (Annex A) Season parking ticket holders will have access to car park on 21 September (Mon) at 1000hr to 1630hr. o These season parking ticket holders can enter and exit via Gate 6 (vehicle gate 3) at Fullerton Road to access to their car park (Annex A) Season parking ticket holders have to display SGP endorsed decal before entering Gate 6 (vehicle gate 3) and at all times when within circuit park.
ACCREDITED SERVICE DELIVERY ACCESS 1) Access of service delivery vehicles for Arts House/ Victoria Theatre/ Victoria Concert Hall/ Asian Civilisations Museum will have to be accredited. Service delivery access timings are: o 16 September (Wed) 22 September (Tues); 0030hr 0530hr. o It is strongly recommended that delivery vehicles are to exit as early as possible, to avoid being locked in till the next delivery timing (i.e. 0030hr of the following day). SGP daily service delivery decals and track passes are applicable to service delivery vehicles and onboard personnel during the above timings. Please ensure that the valid decal corresponding to the correct day is displayed and that all onboard personnel carry the valid track passes for entry. The point of entry for service delivery vehicles into the track will be through vehicle gate 1 along Republic Boulevard at 0030hr to 0530hr. Route: from Republic Boulevard turn right onto Raffles Boulevard (opposite direction of normal traffic) turn left onto Nicoll Highway turn right onto Stamford Road turn left onto St. Andrew s Road (opposite direction of normal traffic) turn left onto Connaught Drive turn right into Empress Place Service Delivery Entrance (refer to Annex B for detailed route) **Do note that while vehicles are allowed access at 0030hr for accredited delivery, if the track is used for crowd dispersal, delivery may be delayed to 0100hr, depending on the crowd dispersal situation. UNACCREDITED SERVICE DELIVERY ACCESS 1) Unaccredited service delivery access via Arts House driveway is available for Empress Place at all times from 16 September (Wed) to 22 September (Tues) except from 1930hr to 0130hr on race days (18 September (Fri) to 20 September (Sun)). 2) The drop off point for unaccredited service deliveries will be at the stretch of road along Parliament Place, in between the National Arts Gallery and Parliament House. (Annex C) 3) The vehicles will have to turn onto Parliament Place, in front of the barriers. The marshals will remove the water and metal barriers so the vehicles can then proceed to stop at the stretch of road as mentioned above. Hand trolleys can then be used to push the goods along Parliament Place and to the rest of Empress Place. 4) Stopping of delivery vehicles at the drop off point will be subject to the availability of the bays. Approximately 2 vehicles will be allowed to park at the drop off point at any time. There will be a marshal deployed along Parliament
Place by the barriers, who will monitor the drop off point and direct the excess service delivery vehicles away when bays are full. In addition, police officers performing roving patrol will also monitor the area and ask vehicles to move off when the bays are full. 5) After drop off, vehicles will then exit by doing a 3-point turn within the drop off point and into Supreme Court Lane. Important 6) All service delivery access are advised to take place before 1300hr as Coleman Street would be restricted to 1 lane access from Supreme Court Lane from 1300hr to 2000hr, on 18 September (Fri) to 22 September (Sun). 7) Due to high spectator and vehicular traffic expected, and the closure of Coleman St from 2000hr to 0200hr the next day, on race days (18 September (Fri) to 20 September(Sun)), service delivery vehicles are not allowed to perform deliveries on race days from 1930hr to 0130hr on the next day. This is to assist in smooth traffic and spectator facilitation and prevent congestion along Parliament Place and Supreme Court Lane. PEDESTRIAN ACCESS 1) Pedestrian access will be available at all times for Arts House/ Victoria Theatre/ Victoria Concert Hall/ Asian Civilizations Museum. PUBLIC TRANSPORTATION 1) No change in the public transportation. EMERGENCY RESPONSE & ASSEMBLY AREA 1) SCDF and SPF have committed that the emergency response time through the road closure period from 16 September (Wed) to 22 September (Tues) will not be affected. LIGHTING TRUSSES 1) Placement of track lighting structure will generally be on the pedestrian sidewalk. For cases where the track lighting base encroaches onto private property, stakeholder will be informed. CROWD MANAGEMENT 1) VMS signages will be used for crowd dispersal. 2) SPF strongly advises all property owners to look after all possible crowd congregation points that will cause concerns within the mall premise by having some safety/security measures in place.
