Traffic management system - status quo Built mainly in 1960 s (the first stations even in 1957) lack of reliability One station (Paldiski) still manually operated CTC not originally designed and used Station layouts not corresponding to actual and future needs Several bottlenecks between Tallinn-Keila-Paldiski: - Tallinn station capacity exceeded - Keila-Pääsküla section second track missing - Keila station hub station has only waiting platform between tracks - Paldiski station only one track for incoming/outgoing passanger trains

Technical scope (1) Stage 1: 8 stations (updated layouts) with electronic interlocking Automatic train protection (automatic line block system with 4 signal aspects) between Tallinn-Keila Combined line block system (with axle counters and coded track circuits) between Keila-Paldiski and Keila-Riisipere Section between Klooga and Kloogaranna will be controlled by logical occupancy scenario Different subsystems level crossings (17), coded track circuits, point heatings Interfaces with soviet designed subsystems (3) semi- and autoblock line systems LED signal modules (maintenance free; day/night dimmable) Containers and modular buildings Second track between Keila-Pääsküla (max preparation needed in Stage 1)

Technical scope (2) Stage 2: Second track (signalling part) between Keila-Pääsküla ( not in the same tender ) Additionally (excluded from interlocking tender): FOC installation (approximately 90 ) + core network equiptment (all IP) New power supply (feeding) lines Timetable simulator (normatiive timetables)

Technical scope (3) Coded track circuits considered as a part of Interlocking, but no SIL4 requirement Level crossings (17) will be excluded from the scope EVR drives and manages LX engineering and compilation (plug and play equiptment ready for contractor.
