Description of commodities/contractual services: The Department is considering the solicitation of a statewide Heavy/Specialty Equipment Lease Contract to provide statewide, short-term leases for various equipment and vehicles. In an effort to provide for the various equipment and vehicle needs of the Department s seven geographical Districts, and Turnpike Enterprise. The Office of Maintenance is seeking information from established industry leaders in Heavy/Specialty Equipment and vehicle leasing. The needs of the Department are generally categorized, but not limited to, heavy-duty chassis-cab vehicles, dumpstyle, flat-bed and freight trucks and trailers, earth-moving equipment, ATV/UTV s, agricultural and utility tractors, mowers and other various equipment. Respondents to this RFI should provide an overview of the goods/services they can provide the department related to a 1-year lease of the equipment/vehicles described in Attachment A of this document. This list is not intended to be a complete list of equipment the Department may request to lease but rather a general description of anticipated needs. It is the intent of this RFI to gather information from prospective bidders as to the equipment, goods, and services available from companies seeking to do business with FDOT in anticipation of advertising a competitive solicitation for these services/commodities. Specific Information Requested: 1. Please provide a comprehensive list of equipment/vehicles your company would be willing to lease to the Department for a 1-year term. 2. Please outline your firm s Maintenance and Repair requirements for leased equipment: Which party is responsible for the cost? What records must be maintained and by who, etc.?
3. What is your company s policy regarding modifications or installation of accessories to the leased equipment or vehicles? (Example: VHF Radios, Work/Amber Emergency Lighting, Snow Plows, Tool Boxes under Truck Bed, Water Cooler racks on front bumper & Miscellaneous Equipment) 4. Please outline your company s terms and conditions related to damage to the equipment and vehicles, including the responsibilities of each party regarding filing of insurance claims and responsibility of repairs. 5. Please provide your terms and conditions related to mileage/hours of use, and detail any overage policy including any anticipated fees or conditions related to exceeding anticipated limits. 6. Does your company provide training on your equipment and specialty vehicles? If so, what contract terms do you anticipate related to this? 7. Please detail your company s policy/conditions related to Delivery Times & Pick of Equipment and Vehicles specifically outlining the delivery process and any additional cost or fees related to early/delayed delivery or early/delayed pick-up. 8. Please outline your company s policy related to cleaning of equipment and vehicles prior to pick-up including anticipated fees and if said fees may be avoided by customer cleaning. 9. Provide your companies policy related to keys and manuals for equipment/vehicles. (number provided at no-cost, fees related to additional or replacement, etc.) 10. Please outline your company s policy regarding authorized users of the leased vehicles/equipment. For example: Are there restrictions related to non-department employees using the equipment? Does your company provide additional training for users? Are there additional costs? 11. Please outline your company s policy/terms related to markings/decals, being affixed to leased equipment/vehicles. 12. Please outline any restrictions of use your company has related to equipment/vehicles (i.e. towing trailers/equipment, on-road/off-road restrictions) 13. The Department would like to entertain a regional pricing structure to accommodate the state s needs. Detailed pricing is not necessary at this point, but please outline any value-added pricing structures your company may be willing to provide the Department related to serving South, Central, North, and Northwest Florida for 1-year term lease.
14. It is the Department s intent to lease from the actual owner of record for equipment/vehicles (we do not anticipate being a sub-lease). Additionally, the Department does not intend to sublease any of the equipment it acquires through this lease agreement. Please provide your company s policy regarding the ownership of the equipment it anticipates leasing to the Department.
