You can join Xcel Energy and your community on this sustainability journey when you subscribe to renewable Solar*Connect Community SM. Our program makes solar energy a possibility for all of our Wisconsin electricity customers homeowners, renters and businesses. This guide presents the most important information you ll need to help you get started.

3 The cost of Solar*Connect Community gardens is paid by customer subscriptions. The subscriptions fund the gardens, and subscribers receive payment for the solar energy produced through bill credits. Subscribers also retain the renewable energy benefits to offset their energy use with clean solar energy. 4 Make Solar*Connect Community Your Choice Solar*Connect Community is currently the largest solar garden program in Wisconsin. The community gardens are a good option for customers who want to power some or all of their home or business with solar, but don't want to purchase, install and maintain their own solar panels. The solar garden developer is responsible for all equipment and production aspects of the locally sourced, one-megawatt gardens. These solar gardens are connected to the power grid operated by Xcel Energy. Solar*Connect Community subscribers have a contract with Xcel Energy and receive bill credits based on the combined solar energy produced by all gardens in the program and subscription size. It s an easy, uncomplicated way to participate in a renewable solar energy program. Benefits of Solar*Connect Community Solar ownership without the responsibilities of a home system Greater budget flexibility Opens up market opportunity Provides bill credits for the life of the subscription Carbon-free renewable energy Moveable ownership You don t have to purchase, install, maintain or replace any part of the solar panel system. You decide how much your subscription will be, based on your personal budget and desire to offset your energy use with green energy. You can subscribe regardless of your rooftop or your site limitations. Credits are based on solar production and subscription size. Any customer can support renewables. You can move your subscription to a new home or business in Wisconsin, as long as you remain an Xcel Energy electricity customer in Wisconsin.

5 How can I participate? Sign up for a subscription. Only program participants pay for the costs of Solar*Connect Community. 1. Size your subscription: Choose the amount of solar energy you would like to subscribe to for your home or business up to 100 percent (maximum of 400 kilowatts-dc) of your annual electric use. 2. Enroll: Sign up directly with Xcel Energy to purchase the output of a portion of a solar array located within Xcel Energy s service area in Western and Northern Wisconsin. 3. Make a deposit or a one-time payment: Provide an up-front payment for your entire subscription price. 4. Receive a monthly credit: Your total electric bill credits equal your subscription amount. 1. Size your subscription based on your average annual usage Our subscription calculator found on the Solar*Connect Community page on xcelenergy.com can help you determine your subscription size and cost. Minimum of 200 watts Maximum of 400 kilowatts Subscription can be sized up to 100 percent of your annual usage. Subscribers are limited to 40 percent of the solar garden s capacity. Maximum subscription size is 400 kw (DC) How are subscriptions sized? 200 W (DC) blocks 200 W of solar produces an estimated 257 kwh of solar energy per year, but amounts vary with weather over time. Kilowatt (kw) or watt (W) is used to describe the amount of instantaneous power the solar panels can produce. Kilowatt-hour (kwh) is used to describe the total amount of electricity the panels produce over time. An average single-family home uses 9,000 kwh per year. 6 2. Enrollment Complete an enrollment application and contract. Visit Xcelenergy.com/SolarConnectCommunity for a complete copy of application and contract. Application Wisconsin Application ID Xcel Energy Solar*Connect Community SM Solar Garden Contract Contract Cover Document Note: The completed Contract Cover Document is CONFIDENTIAL This Xcel Energy Solar*Connect Community Solar Garden Contract is made and entered into by and between Northern States Power Company, a Wisconsin corporation, having a mailing address of 1414 West Hamilton Ave, P.O. Box 8, Eau Claire, WI 54702-0008 ( Company or Xcel Energy ), and the Subscriber for participation in the Xcel Energy Solar Garden as identified below. The term Party or Parties refers to either the Company or the Subscriber, or both, as applicable in context. The Contract consists of this Contract Cover Document, Attachment A and the Company s tariffs approved by the Public Service Commission of Wisconsin ( Commission ), as may be amended from time to time. For convenience, Attachment B sets forth the Company s tariffs specifically applicable to the Xcel Energy Solar*Connect Community Solar Garden that were in effect at the time this Contract was executed. 7 3. Make a Payment To save your spot when you enroll, you must send a check with your enrollment application and contract to: Xcel Energy, Attn: Solar*Connect Community Wisconsin, P.O. Box 59, Minneapolis, MN 55409-0059. A minimum deposit of $200 per kilowatt reserves your subscription capacity. Full payment can be made with your enrollment. For instructions to send payments by wire, please send an email to SolarConnectComm@xcelenergy.com. 4. Receive Monthly Credits Monthly credits begin about a month after you make your final payment. The monthly credit may vary because it is based on your share of the production of all gardens in the program, month to month. The production of solar energy will be highest during the sunniest months.

8 Bill Credits Residential/Small Commercial: $0.074/kWh of solar production. Demand Rate: $0.069/kWh of solar production. A bill credit will appear on your electric bill every month power is generated. Credits are subtracted from your total electric bill due each month. The formula for your bill credit is: kwh produced by your subscription's portion of the solar energy produced X Bill Credit Rate = Bill Credit If your bill credit exceeds the amount due, the credit will roll forward. Pricing and Financing Pricing: Deposits A mininum deposit of $200 per kilowatt reserves your subscription capacity. Your deposit is contributed to the balance of subscription costs when the solar garden is built. Subscription cost is $1,600/kW Minimum cost of entry is $320 for a 200 watt subscription. That's less than a dollar a day for a year! Subscription Payments Subscriptions must be paid in full in order to receive bill credits. Financing Available While some customers have cash on hand, others may prefer to seek financing for their subscriptions. Xcel Energy doesn't offer financing directly; however, we have worked with two Wisconsin financial institutions who are familiar with the Solar*Connect Community program and can arrange financing that works for you, or you can work with the lending institution of your choice.
