SULPHUR EMISSION, SULPHUR CONTENT, FUELS USED ON BOARD Regulation: Directive EU 2016/802 Implementing Decision EU 2015/253 Belgian law: KB* 27 april 2007 {*KB Koninklijk Besluit, Royal Decree} 13/12/2016 Roland Vandenbussche 3
III. BEPERKING ZWAVEL UITSTOOT Sulphur Oxides with Water from the Atmosphere forms Sulphurous Acid (H2SO3) and at last Sulphuric acid (H2SO4): Soot in the smokestack: - Irritation of the skin, eyes. - Taste and smell. - Destroys boiler suits. - Expansion bellows and insulation pads (ceramic fabric) It is a real aggressive acid. 13/12/2016 Roland Vandenbussche 4
Inspection:. - Documentary inspection - Physical inspection -Taking a fuel sample 13/12/2016 Roland Vandenbussche 5

Letter of protest Claim of non-availability 13/12/2016 Roland Vandenbussche 17
Letter of protest. Ship ordered compliant fuel Sample* was taken by ship s crew during the bunkering, delivery. Laboratory analysis proofs fuel was not conform the specification. Letter of protest is issued to the authority. *Drip sample: during the whole bunkering drops fill sample bottle. 13/12/2016 Roland Vandenbussche 18
Letter of protest. -Bunker delivery note (BDN) - Analysis by laboratory (AbL) - Statement by master BDN 0,09% S Lab. 0,11% S 13/12/2016 Roland Vandenbussche 19
Claim of Non-Availability The ship claims and proofs not to be in the possibility to bunker sufficiant compliant fuel before entering the SECA. 13/12/2016 Roland Vandenbussche 20
Inspection starts with Targeting. We have to consider: Efficiency Costs of the inspection 13/12/2016 Roland Vandenbussche 21
Efficiency: The limit: Only control on board of non compliant ships. 13/12/2016 Roland Vandenbussche 22
Costs of the inspection: Labour - Inspectors - The undue disturbing of economic activities on board are minimised. Laboratory analysis. Therefore good targeting improves efficiency of the system as a whole. 13/12/2016 Roland Vandenbussche 23
Considerations Samples are taken on board the berthed ship What happens at sea? Recent ships with a very efficient change over system are the last ones to be suspected?? Companies pretending flying the green/ecological flag on top, ask for more inspections?? Ships with scrubbers, as very high tech installations, can have only high sulphur fuel on board?? 13/12/2016 Roland Vandenbussche 24
Airborne monitoring / Sampling The plane is coming out of the blue and cannot be avoided: Gives us the situation during the voyage. /Ship is at berth and inspection is possible. Installation is in normal working condition. /Gas sample is indicating the fuel used on board. The exhaust gas sample has been taken on the right spot. /There is no hidden exhaust pipe. 13/12/2016 Roland Vandenbussche 25
Report 13/12/2016 Roland Vandenbussche 26
Usefulness of the Report : Direct targeting Announcement of sniffer control on board during inspection in harbour. Also at sea the ship must be compliant The ship s crew is very interested in the message. 13/12/2016 Roland Vandenbussche 27
Thank you for your attention. 13/12/2016 Roland Vandenbussche 28
