Vauxhall Wastewater Treatment Plant 2013 Annual Report February 2014 SUMMARY This annual report is in response to requirements under Certificate of Approval for Vauxhall 7972-86BHVK issued July 21, 2010. a) A summary and interpretation of all monitoring data and a comparison to the effluent limits outlined in Condition 7, including an overview of the success and adequacy of the works; The monthly average concentrations and loading compliance criteria for BOD, phosphorous and suspended solids were achieved in 2013. The monthly average un-ionized ammonia compliance concentration criteria were also achieved in 2013. The monthly average data is in Table 1 of the report. The annual average daily flow of 15.77 ML/day was less than the Certificate of Approval limit of 20.7 ML/day. The rainfall in 2013 was 1,075 mm which is higher than the average (975 mm) for the period 1986 to 2013. The goals of a Pollution Prevention and Control Plan (PPCP) are to outline the nature, cause and extent of pollution problems, examine alternatives and propose remedial measures for reducing and mitigating pollution from sewer overflows and then recommend an implementation program for achieving those goals. The City of London has contracted engineering consulting firm CH2M HILL Canada Limited to develop the plan through a detailed analysis of the impacts of rainfall events on our existing sewer systems and the Thames River. The operation s staff was successful in meeting all the compliance criteria and the Works are adequate. b) A description of any operating problems encountered and corrective actions taken; The Chemically Enhances Primary Treatment (CEPT) commissioning was started in 2013. High flows are needed to test the system. c) A summary of all maintenance carried out on any major structure, equipment, apparatus, mechanism or thing forming part of the Works; A Work Order list for the Vauxhall Wastewater Treatment Plant is attached. d) A summary of any effluent quality assurance or control measures undertaken in the reporting period; A Plant and effluent monitoring program was conducted and the data is in tables of this report. Samples were obtained as required in the Certificate of Approval. e) A summary of the calibration and maintenance carried out on all effluent monitoring Page 1 of 71

equipment; Attached in appendix. f) A description of efforts made and results achieved in meeting the Effluent Objectives of Condition 6; The monthly average concentration objectives were achieved 100% of the time for BOD, suspended solids, un-ionized ammonia and E. Coli in 2013. Samples for ph in 2013 were between 7.3 and 8.0 which were within the objective range of 6.5 to 9.0. g) A tabulation of the volume of sludge generated in the reporting period, an outline of anticipated volumes to be generated in the next reporting period and a summary of the locations to where the sludge was disposed; The volume of sludge hauled from Vauxhall in 2013 was 27,272 cubic metres with average solids content of 4.4%. Details are in the table Sludge Summary included in the report. We anticipate in 2014 that a similar volume of sludge will be generated as in 2013. The sludge was hauled in 2013 to the Greenway Incinerator facility and anticipate in 2014 we will continue to haul sludge to Greenway for incineration or treated with the Bioset process and disposed at the W12A landfill. h) A summary of any complaints received during the reporting period and any steps taken to address the complaints; There were no odour complaints in 2013. i) A summary of all By-pass, spill or abnormal discharge events; There were 18 by-pass events with a total volume of 24,398 cubic metres of raw sewage and 21,222 cubic metres of primary treated sewage (secondary treatment bypass). The raw bypass in 2013 is equivalent to 0.42% of the sewage treated at Vauxhall. The by-passes are listed in the tables of the report.
