SAFA Safety Assessment of Foreign Aircraft Background: Concerns regarding ICAO Standards not fully applied by contracting states. Continuous growth in air transport, with same trends in accidents. European Civil Aviation Conference ECAC started a discussion 94/95 which lead to adoption of the SAFA programme in June 1996 after decision by ECAC DGCA meeting
SAFA Principles Safety for: Internal, crew and passengers External, airspace and in vicinity of airports Ramp Inspections by participating states Foreign / Third Country Aircraft Executed by 42 participating States Voluntary basis until 30th April 2006 for EU MS (Directive 2004/36/CE).
SAFA Principles Linked to ICAO via Annex 6 part 4.2.2.2 and Doc 8335 part VI - Guidance for foreign Operators: States shall establish a programme with procedures for the surveillance of operations in their territory by a foreign operator and for taking appropriate action when necessary to preserve safety.
SAFA Principles Bottom-up approach General Methodology with common procedures: Inspect Report Classification Centralised database input Follow-up
SAFA Principles
Legal Framework Directive/2004/36/CE (SAFA Directive) The SAFA Directive applies to: All Aircraft involved in commercial operations All Aircraft over 5700 kg involved in non-commercial operation Helicopter operation The SAFA Directive does not apply to State Aircraft such as military, customs and police Operations. Commission Regulation 351/2008 : Prioritisation of ramp inspections
Legal Framework Commission Regulation 768/2006 : Collect & Exchange requirements Tasks for MS and EASA Commission Directive 2008/49/EC Amending of Annex II of the SAFA Directive Core elements of ramp inspection procedures Guidance Material (EASA ED 2008/001/S Qualifications of SAFA Inspectors) (EASA ED 2009/001/S GM Ramp Inspections)
SAFA Participating States
SAFA Stakeholders Roles and responsibilities EU Commission (EC) Air Safety Committee (ASC) European SAFA steering group (ESSG) EU Member States Participating State (Non EU) Eurocontrol EASA Decisional Advisory to EC (Policy) Advisory to EC (Technical) Executive Executive, via working arrangements Supporting (SAFA Alerts, traffic data) Database Management, analysis, procedures, training programme, annual report, Standardisation
SAFA Process The SAFA process: SAFA ramp Inspection Findings Categorisation of Finding Follow-up Actions
SAFA Process Ramp Inspection Plan Perform Proof of Inspection (EASA form 136) Debrief pilot and/or representative
SAFA Process Findings Deviation from ICAO Annexes or Manufacturer s Standard Predefined Findings (PDF) UDF Cat G (User described finding) when no PDF available UDF Cat G for National Requirements (rarely used)
SAFA Process Categorisation of Findings Cat 1, minor influence on safety Cat 2, significant influence on safety Cat G UDF (User described finding) when no PDF Cat 3, Major influence on safety 3a) Restrictions to aircraft operations 3b) Corrective actions before flight 3c) Aircraft Grounded by NAA
SAFA Process Follow-up Actions Class 1 Information to PiC Every Inspection Proof of Inspection Class 2 Class 1 actions and, Letter to Authority as information and possible asking for involvement (if not in the database) Letter to Operator requesting corrective and preventive actions (if not in the database)
SAFA Process Follow-up Actions Class 3 Class 1 and 2 actions and, Aircraft may only depart after corrective action or restrictions have been imposed. 3a) Restrictions to aircraft operations 3b) Corrective actions before flight repair as per SRM/AMM, MEL, Secure Cargo If no appropriate action is taken as per 3 a/b 3c) Aircraft Grounded by NAA
SAFA Database All reports will be entered into the SAFA database and is used as a tool for exchange information between States and Operators Web based Stores Ramp Inspections and standard reports Access for Participating States, EASA and Operators (their own) Stored information is confidential New Database version 2011-09-21 enable Operators to have online access
SAFA Database How to register? https://safa.easa.europa.eu/user/selfregister Who should? SAFA Focal point within the Operators organisation (AM,QM,NPH or mentioned under H in OPS SPEC) Describe incoming SAFA report procedures in relevant handbook(s)

Does SAFA give anything back? The new database gives possibilities to a number of reports that can be used for various purposes Supplier control, such as loading, maintenance. Could be a part of Flight Safety and Accident Prevention and/or the SMS system Detect needs for procedural changes and/or Training needs within the entire organisation Save $ and via improved and more effective procedures
