CHALLENGES Repair costs mainly affect old, unsafe, polluting vehicles Owned by lower social strata or careless fleet operators Risk to loose vehicle licence leads to malpractices How to eliminate only the most unsafe and polluting vehicles? How to get the People to embrace the program? How to tackle malpractices? 10
