Oversize/ Overweight Permit Manual Michigan Foreword The Specialized Carriers & Rigging Association is pleased to publish this Oversize/ Overweight Permit Manual. Each state analysis includes information in a standardized format: contact, legal limits, special permit limits, general restrictions, types of permits available, fees, escort needs, fines, and restricted travel areas. Telephone numbers, locations, and hours of operation are listed for ports of entry and permit branches. However, readers are always advised to check with the state offices on current laws and procedures. PERMIT LIMITS 0 Depends on routes, 00 vehicle gauge 000 and 0000 tire size WIDTH 16' 14 during Spring restrictions HEIGHT 15' LENGTH 150' PERMIT RESTRICTIONS General - Single trip permits are issued for a five work day period but are only valid for a single trip. Oversize travel is permitted one half hour before sunrise to one half hour after sunset Monday through Friday. Loads that are overweight only but are otherwise of legal dimensions may travel 24/7. Divisible load permits are not available. No truck, tractor or tractor with trailer, or any combination of such vehicles with a gross weight, loaded or unloaded, in excess of 10,000 lbs., shall exceed the posted speed limit or the speed limit identified on the permit, which ever is less. Speed shall be reduced to 35 miles per hour where reduced loadings are being enforced during the period of seasonal weight restrictions. See form 2260A, Special Provisions, Conditions and Restrictions, for additions permit restrictions. Insurance No filing required, but must have insurance in the amounts of $100,000/$300,000/$50,000. Weekend/Night Travel - Weekend movement is now permitted in Michigan for loads not exceeding the dimensions of 10 feet in width, 14 feet in height and 90 feet in length. This allowance is similar to other bordering state's provisions and allows weekend movement all day on Saturday, and until 3:00 p.m. on Sunday. Mobile/Modular homes are not eligible for weekend movement. To electronically request weekend movement with a single trip using the Michigan Transport Routing and Internet System (MiTRIP) application, check the Select Weekend Travel box on the application screen. This is most prominent on routes that are designated as seasonal and the shoulder portion of all routes. For this reason, during the period of weight restriction a number of precautions are taken in order to protect the condition of the Michigan Department of Transportation (MDOT) jurisdiction infrastructure. First, reduced weight limits are in effect for seasonal routes. Seasonal routes are shown on the MDOT Truck Operators' Map. Signs are typically posted indicating seasonal limits on these routes. Secondly, overweight permits are not issued for any MDOT jurisdiction routes. Lastly, in order to protect shoulder conditions, permits for vehicles or loads exceeding 14 feet in width are not issued. Certain emergency situations may receive exceptions to these guidelines. PERMIT TYPES Single Trip (Special Transport Permit) issued only for the occasional movement of oversize or overweight vehicles or loads which cannot be dismantled, reduced, or otherwise rearranged to come within the legal limits. Application for permits is to be made through the Michigan Permit and Routing System (MiPARs) computer program, in person at one of MDOT's Transportation Service Centers (TSC's), or through a permit service. No overweight permits are issued when weight restrictions are in affect. A single trip permit may be issued for a five day period if so requested. A single trip permit is valid for one trip only but may be issued to include a return move. The return trip must be within the 5 day window of the permit. Extended (Annual with same type of commodity only). Extended Permits (annual) are issued by mail from the Lansing office only. Extended permits may be issued on an annual basis and are issued based on the vehicle/load being transported, there are various categories of permits including; Construction (Form 2282) Miscellaneous ( Form 2266 ) Agricultural ( Form 2270 ) Pipe and pole ( Form 2268 ) Modular or Mobile Home ( Form 2272 ) FEES Single Trip (Over Dimension) $15.00 Single Trip (Over Weight and/or Over Dimension) $50.00 Extended (Over Dimensional $ 30.00) (Over weight $ 100.00) call (517) 373-2120 regarding fee. The price of a new extended permit is pro-rated based on the month it is sent in. For a specific cost, see the Fee Schedule located on the Truckers webpage. ESCORTS AND SIGNS Labeling Two amber flashing lights are required on all loads over 80' in length. Lights must be visible for at least 500'. Flags located at all four corners and extremities must be 18" square and red or orange in color. Escort Vehicles and Personnel One escort required for vehicles over 90' in length following over length vehicle, and escort front & rear for vehicles over 100' in length. One escort for vehicles over 12' in width located at the rear on four-lane highway, and at the front on two-lane highway. One front escort with a fixed measuring device set at a height to assure clearance for vehicles over 14'6" in height, plus one rear escort if over 15' in height. One escort following the vehicle on which the overhang exceeds 15'. Certification Pilot Car Escort Certification is not currently required. FINES Over dimension Only: Maximum $200 Overweight Fines: $.03 per pound between 1,000 2,000 lbs. $.06 per pound between 2,001 3,000 lbs. $.09 per pound between 3,001 4,000 lbs. $.12 per pound between 4,001 5,000 lbs. $.15 per pound between 5,001 10,000 lbs. $.20 per pound over 10,000 lbs. Fines are calculated based on the permit weight of the vehicle, and are assessed on axle violations only. As a rule, operators are not permitted to shift loads to avoid over-axle citations. RESTRICTED TRAVEL The following counties have travel restrictions which limit permit vehicles over 12' in width or 90' in length to travel between the hours of 7:00-9:00 am and from 3:00 6:00 pm Monday through Friday: Genesee Kalamazoo Muskegon Washtenaw Ingham Kent Oakland Wayne Jackson Macomb Saginaw Mackinaw Bridge - Vehicles must notify authorities twenty-four hours prior to movement. Also, if the information submitted is inaccurate or incomplete, further information may be requested, which will delay issuance. If you still have questions regarding extended permits, please contact the Michigan Department of Transportation (MDOT), Transport Permits Unit at (517) 241-8999. Extended permits are usually issued within 15 to 21 business days from the time it is received by the Michigan Department of Transportation (MDOT). Also, if the information submitted is inaccurate or incomplete, further information may be requested, which will delay issuance. Therefore, in order to ensure you receive your new permit prior to the expiration of your existing permit, MDOT recommends submitting the renewal application a minimum of 30 days prior to expiration of the existing permit. Permits can be applied for up to 60 days prior to expiration.
