Some facts and figures Belgium is a small country with large transit of Heavy Goods Vehicles: Logistics hub with Ports of Antwerp, Zeebrugge, Ghent, Express distribution (TNT Hub Liège-Bierset, ), inland waterways, rail Ultra-dense road network (57,8 km highway per 1000 km²) Central location in the EU 54% of truck vehicle km = non BE Large population of passenger cars: +/- 7 million light vehicles registered (11 million residents in the country) Heavy tourist traffic in holiday seasons (northsouth EU)
Background Inter-regional Political Agreement (21 January 2011) envisaging a reform of the road tax system Includes, a.o., the Viapass program: Introduction of a satellite-based kilometre charge for HGVs Inter-regional Cooperation Agreement between the three regions (31 January 2014) permanent framework for the Regions to work together on road pricing. establishes the inter-regional institution Viapass, responsible for overseeing the work of the Single Service Provider. 01/01/2018 Gradual fining system q Instead of the single 1,000 fine, new variable tariff Depending on nature of transgression. - 1000 for a category A violation - for manipulation of the On Board Unit with the aim of committing fraud - forgery of the registration documents which are needed to define the Gross Vehicle Weight, with the aim of committing fraud - 800 for a category B violation - There is no OBU for Belgium aboard - No service contract has been concluded with a provider accredited for Belgium
Gradual fining system - 500 for a category C violation - The OBU is not switched on - The OBU used is linked to another vehicle - Using the road network while the contract with the service provider has been suspended - Using the road network with an OBU that bears insufficient payment means - Using an OBU that flags a problem or doesn t function, without contacting immediately the service provider - Contacting the service provider about a non- or ill-functioning OBU but without complying with the instructions received - 100 for a category D violation - Every other violation of the Kilometer Charge regulations, not stipulated hereabove
New vehicle category added N1 trucks 3.5 tons with body code BC have to comply since January 1st 2018 These are tractors with just a cabin and a coupling plate to pull a semi trailer Combined weight is > 3,5 tons
RESUME Policy is made by the Regions Viapass coordinates between Regions and Service Provider(s) Satellic builds, manages and operates the system. Other Service Providers can also enter the market, p.e: Axxes, Eurotoll, Total, WAG, T4E, Telepass Enforcement and fining is done by the Regions (State agents)

Looking back to the past After a sometimes hectic starting moment during the first 4 months of 2016, 2017 was a year of consolidation and further adjustments More service and choice for the users through additional service providers, regular software updates Toll network is traffic steering but deep studying is needed before adding additional roads Income for governments relatively stable: more toll kilometers, but greener trucks
Looking back Environmental goals are getting achieved: more green trucks, more green kilometers Coordinating roll of Viapass over all the players is accepted and appreciated
