RECONSTRUCTION OF THE 120-kV LINES Between Vignan, Templeton and Interconnexion-Maclaren Substations INFORMATION ON SOLUTION SELECTED Spring 2017 Hydro-Québec plans to rebuild a number of lines located in the city of between Vignan, on Boulevard Gréber, and Interconnexion-Maclaren, in the Masson-Angers sector. One of the many benefits of this project is that two lines will be replaced by a single line over 4 km, greatly decreasing the number of support structures. In addition, the lines will be rebuilt in the existing right-of-way, except in three locations, and a number of the s will be installed at the same place as existing s. Finally, the project will allow Hydro-Québec to maintain and improve service quality. Hydro-Québec has selected the solution with the least impact based on the environmental, technical and economic studies carried out since 2014.
VIGNAN SUBSTATION TEMPLETON SUBSTATION PROJECT DESCRIPTION Following the consultation done in 2016, Hydro-Québec decided to keep the existing s for 3 km of the route, between the Erco Mondial tap and Interconnexion-Maclaren, where only the cables and fasteners will be replaced. Based on technical and economic criteria, the same decision was made for the five s between the Produits-Forestiers-Résolu and its tap line. SECTION 1 Vignan to Produits-Forestiers-Résolu Two 120-kV lines run parallel in this 4.1-km segment. Hydro-Québec will completely dismantle one of the two lines and rebuild the other, except in the stretch between the Produits-Forestiers-Résolu and its tap line, where only the conductors and fasteners will be replaced. Of the 42 s currently in place, 5 will be kept and the rest will be replaced by 10 new s. SECTION 2 From the Produits-Forestiers-Résolu tap to Templeton In this 6.4-km section, Hydro-Québec will replace the single-circuit line with a new double-circuit line between the tap, at the corner of Gouin and Laviolette streets, and Templeton, located on Montée Dalton. Towers will be rebuilt inside the right-of-way and, where possible, at their existing locations. However, part of the line must be slightly rerouted outside the existing right-of-way due to the presence of a zone subject to mass movements near the. One will have to be moved approximately 40 m from its current location. SECTION 3 From Templeton to Interconnexion-Maclaren INTERCONNEXION- MACLAREN SUBSTATION In this 13.6-km section, Hydro-Québec will replace the single-circuit line with a new double-circuit line over 10.6 km, between Templeton and the Erco Mondial tap. In the remaining 3 km, from the tap to Interconnexion-Maclaren, only conductors and fasteners will be replaced, as the existing s will be kept. Towers will mainly be rebuilt inside the right-of-way and, where possible, on their existing locations. To avoid erecting s in the median strip of Highway 50, Hydro-Québec needs to modify the angles at which the line crosses the highway, and must therefore reroute a total of 1.5 km of the line outside the existing right-of-way. 2 * kv = kilovolt, or 1,000 volts

RESULTS OF THE PUBLIC PARTICIPATION PROCESS A favorable reception from local communities is one of the three essential conditions for Hydro-Québec projects. When developing each new project, the company seeks to balance the impacts associated with the three pillars of sustainable development: social, environmental and economic. In spring 2016, consultations were held with the municipality, affected landowners and various community organizations. Residents had a chance to express their concerns during open-house events. Since the new line will be built in an existing right-of-way, we were able to make only a few minor adjustments to the location of certain s. PROJECT BENEFITS Rebuilding the lines and replacing the conductors will allow Hydro-Québec to maintain and improve service quality. Rebuilding the lines mainly within the existing right-of-way reduces the impact on the landscape. The new line will be supported by steel lattice s. Most will be reducedfootprint models, with four-legged s in certain locations.
